TRAVER-We will call the meeting of the Town of Queensbury Planning Board to order for July 28, 2015, and the one and only application we have before us this evening is Site Plan 46- 2015. OLD BUSINESS REQUIRING PUBLIC HEARING: SITE PLAN NO. 46-2015 SEAR TYPE TYPE II ELIZABETH LITTLE HOGAN, TRUSTEE AGENT(S) MICHAEL J. O'CONNOR OWNER(S) SAME AS ABOVE ZONING WR LOCATION 11 PIONEER POINT APPLICANT PROPOSES REBUILDING AN EXISTING 420 SQ. FT. +/- COVERED BOATHOUSE WITH A SUNDECK. THE NEW BOATHOUSE WITH A SUNDECK WILL BE OPEN SIDED AND BE LOCATED IN THE SAME POSITION AND HEIGHT AS THE PREVIOUS ONE. A PORTION OF THE BOATHOUSE WILL BE A REAR 48 SQ. FT. STORAGE CLOSET. THE EXISTING CONCRETE DOCK IS TO REMAIN AS CURRENTLY LOCATED. PURSUANT TO CHAPTER 179-5-060 OF THE ZONING ORDINANCE SITE PLAN REVIEW IS REQUIRED FOR COVERED BOATHOUSE CONSTRUCTION. MOORE-The applicant proposes to re-build a 420 square foot covered boathouse with a sundeck. The new boathouse with a sundeck will be open sided and be located in the same position and height as the previous one. A portion of the boathouse is a 48 square foot storage closet, and the applicant did receive their Area Variances at the previous Zoning Board meeting. MR. TRAVER-Good evening. MR. O'CONNOR-Good evening. Mike O'Connor, for the purpose of your record, and Elizabeth Little, or Betty Little, who is actually the beneficiary of the Elizabeth Little Hogan Trust. I have no comments. I'd be glad to answer any questions. One minor comment. Mr. Ford asked me the last time if there was pine. There will be no pine. It will all be pre-treated wood. Some of it may be even that made up wood, but that's something to be determined. MR. FORD-Like Gossin or something? MR. O'CONNOR-Yes, it might be, but that depends on the cost. MR. TRAVER-And even the treated wood they use these days is non-toxic, as I understand it. MR. O'CONNOR-Yes. It's not treated with the creosote like it used to be. MR. FORD-Good. Good move. Thank you. MR. TRAVER-Okay. Well, we did discuss this last week, in preparation for the ZBA review. There were apparently no changes called for between their review and tonight. So are there any follow up questions or concerns, comments by members of the Board? MR. FORD-1 have none, and I think we ought to grant the waivers that were requested. 2 (Queensbury Planning Board Meeting 07/28/2015) MR. TRAVER-Okay. MRS. MOORE-You will need to open the public hearing. MR. TRAVER-Right. That's right. Thank you. We will open the public hearing and were there any written comments? PUBLIC HEARING OPENED MRS. MOORE-There were no written comment. MR. TRAVER-Obviously there are no members of the public in the audience. So we will close the public hearing. PUBLIC HEARING CLOSED MR. TRAVER-Well, then we are ready for a motion. MR. SCHONEWOLF-Okay. RESOLUTION APPROVING SP #46-2015 ELIZABETH LITTLE HOGAN, TRUSTEE The applicant has submitted an application to the Planning Board for Site Plan approval pursuant to Article 9 of the Town zoning Ordinance for: Rebuilding an existing 420 sq. ft. +/- covered boathouse with a sundeck. The new boathouse with a sundeck will be open sided and be located in the same position and height as the previous one. A portion of the boathouse will be a rear 48 sq. ft. storage closet. The existing concrete dock is to remain as currently located. Pursuant to Chapter 179-5-060 of the Zoning Ordinance site plan review is required for covered boathouse construction Pursuant to relevant sections of the Town of Queensbury Zoning Code-Chapter 179-9-080, the Planning Board has determined that this proposal satisfies the requirements as stated in the Zoning Code; The Planning Board opened a public hearing on the Site plan application on 7-28-2015 and continued the public hearing to 7-28-2015 when it was closed, The Planning Board has reviewed the application materials submitted by the applicant and all comments made at the public hearing and submitted in writing through and including 7-28-2015; The Planning Board determines that the application complies with the review considerations and standards set forth in Article 9 of the Zoning Ordinance for Site Plan approval, MOTION TO GRANT APPROVAL FOR SITE PLAN 46-2015 ELIZABETH LITTLE HOGAN, TRUSTEE, Introduced by Paul Schonewolf who moved for its adoption, seconded by Brad Magowan: Per the draft provided by staff conditioned upon the following conditions: 1) Waivers request rg anted: Lighting plan, location of utilities, stormwater plan, topography, landscape plan, land use district boundaries. The board may consider additional shoreline plantings/buffer during site plan review. 2) Adherence to the items outlined in the follow-up letter sent with this resolution Duly adopted this 28th day of July 2015 by the following vote: MR. TRAVER-Laura, do we need to be specific about the waivers or is it sufficient that it's in the draft? MRS. MOORE-It's in the draft resolution. MR. TRAVER-Okay. MRS. MOORE-The only reason why, unless you added something. MR. TRAVER-Right. Understood. All right. Part of my frustration I guess is now we have to put your resolution on another one before we get it signed. I use those for the builder. So I will collect them. We'd like to thank you for having the meeting tonight. I know your agenda usually is very crowded, and you could have kicked us on to another agenda. So we appreciate it. We will get this thing built by the end of the season. MR. MAGOWAN-It was so important to me I didn't go out to the Cape today. I'm going out tomorrow. MR. TRAVER-Well, and it is the second scheduled, normally scheduled meeting of the month. So you're certainly entitled to be on the agenda. MRS. LITTLE-Thank you very much. We really appreciate it. MR.
