BOARD MEMBERS PRESENT SUPERVISOR JOHN STROUGH COUNCILMAN ANTHONY METIVIER COUNCILMAN BRIAN CLEMENTS COUNCILMAN GEORGE FERONE BOARD MEMBER ABSENT COUNCILMAN TIM BREWER SUPERVISOR STROUGH called meeting to order and noted the purpose of the meeting was to entertain the following resolution: RESOLUTION AUTHORIZING ENERGY EFFICIENCY PROGRAM AGREEMENTS BETWEEN TOWN OF QUEENSBURY & NATIONAL GRID, WITH RISE ENGINEERING SERVING AS INSTALLATION CONTRACTOR, REGARDING INSTALLATION OF INTERIOR AND EXTERIOR LIGHTING RESOLUTION NO.: 336,2017 INTRODUCED BY: Mr. George Ferone WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Brian Clements WHEREAS, as part of its Small Business Energy Efficiency Program (Program), National Grid's installation contractor, RISE Engineering, has audited the Town of Queensbury's interior and exterior lighting at its Town Office Building and Activities Center, and WHEREAS, such Program is designed to reduce energy use, thereby cutting down on energy bills as well as reducing CO2 (greenhouse gas) emissions, and WHEREAS, by such Program, National Grid through its installation contractor, RISE Engineering, pays up to 70% of the total project costs for the prescribed energy efficiency measures such as high efficiency lighting and controls, and WHEREAS, the Town Board wishes to enter into two (2) Energy Savings Plan Agreements with National Grid, with RISE Engineering serving as Installation Contractor, to change all of its interior and exterior lighting in the Town Office Building and Activities Center buildings, as generally described in the Applications presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby approves and authorizes the Energy Savings Plan Agreements with National Grid, with RISE Engineering serving as Installation Contractor, as generally described in the Applications presented at this meeting and in form acceptable to the Town SPECIALTOWN BOARD MEETING, MTG #38, 11-17-2017 517 Supervisor and/or Town Counsel, with the Town Board electing the Lump Sum Payments on each of the Agreements as follows: 1. Town Hall Agreement(Application No.: 7364003) - $9,070.20; and 2. Activities Center(Application No.: 7364005) - $5,030.10; and BE IT FURTHER, RESOLVED, that the Town Board authorizes the Town Budget Officer to amend the 2017 Town Budget by transferring $14,101.30 from Contingency Account No.: 001-1990-4400 to Building Repair and Maintenance No.: 001-1620-4070 and take all actions necessary to provide for such payments, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute any needed Agreements with National Grid and/or any other documentation and authorizes and directs the Town Supervisor and/or Town Budget Officer to take such other and further action necessary to effectuate the terms of this Resolution.
