The meeting was called to order at 7:30 p. m.
The Supervisor greeted the following visitors:

The minutes of the meetings of March 11th and March 18, 1965 were
approved.
Carried unanimously.
Mr. Paul Bishop of Bronk Drive off the West Mountain Road, was granted
the floor. Mr. Bishop presented a petition to the town board which was
signed by 62 residents of the area, requesting water service on West
Mountain Road and its adjoining roads.
Supervisor Webster explained to the petitioners that consideration will
be given to the possibility of an extension as requested as soon as
possible.
Mr. Charles Atwell questioned the town board as to what State or Federal
Agencies could be approached to assist in defraying the cost of such
an'extensi6n.
Supervisor.Webster explained to the group that at this time the government
grants are exhausted. The Supervisor stated that any agencies who might
offer a loan, are not practical due to the fact that the Town of Queensbury
has a credit° status that would allow the town to borrow money on a bond
issue without the help of any outside agencies.

The Clerk presented an application to locate a mobile home outside
of a duly licensed Mobile Home Court.
The -application was read by the ,clerk and same was studied by the -
Town Board.
RESOLUTION TO AUTHORIZE PUBLIC HEARING
RESOLUTION N0. 68, introduced by Mr. Turner, seconded by Mr. Robertson
WHEREAS, John Stranhan of R.F.D. #1 Lake George, New York has made
application in accordance with paragraph 2 (c) , .Section 4, ,of an
ordinance of the Town of Queensbury entitled ORDINANCE FOR THE
REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE .TOWN OF —
QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home -
outside of a duly licensed mobile home court at property situated
z mile North of Route #149 on Bay Road West Side, and
WHEREAS, it is hereby ,determined that said application complies
with the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the abole mentioned
ordinance, the town board shall conduct a public hearing do said
application on April 15th, 1965, at 7:30 p. m. in the library of
Queensbury Junior High School, Aviation Road, and that the Town
Clerk is hereby authorized and directed to give proper notice of
said public hearing in accordance with the provisions of said
ordinance.

Gentlemen:
This office has received a complaint from Mr. Hammer of
Walter Hammer and Sons regarding the sewage disposal system serving
the Boulevard Bowl. It is alleged that the septic tank serving '
this establishment is overflowing onto the property of Mr. Hammer.
Mr. Hammer has spoken with the owner of Boulevard Bowl on several
occasions but no action was taken to rectify the alleged condition.
This complaint is being brought to your attention for
your information and whatever action you deem necessary'.

Gentlemen:
On March 16, 1965, an inspection was made by me of the
refuse disposal area operated by the Town of Queensbury.
The following violation of Part 19 of the State Sanitory
Code existed at that time:
REFUSE NOT CO1VACTED AND COVERED DAILY
Refuse shall be compacted and covered each day the refuse
area is used, with a compacted layer of at least six inches
of suitable cover material. a
After the inspection, a conference was ;held with Mr. Webster,
Town Supervisor. At this conference this violation and the operation of
the disposal area were discussed.
It should be pointed out again that the State Health
Department has given you well over two years to make the necessary
changes and we now expect complete compliance. Several municipalities
-- in this district have already made the change to sanitary landfill
operations. The neighboring towns and villages of Kingsbury, Hudson Falls
and Fort Edward have a committee working on a joint effort. The Town of
Moreau is very near completion of their change to this type of operation.

Dear Mr. Webster:
Your recent correspondence concerning the alleged abondonment of
debris on the ice of Lake George has been referred to me by Doctor Loudon.
Both your letter and the copy of Resolution No. 57 are interest and
invite comment.

The alleged act is indeed a violation of Sectionsl153 and
1153a of the Public Health Law which further specifically provides
that the investigation and abatement of such violations is the
responsibility of the local board of health. Such matters can and
should be handled at the local level and this concept is the real
purpose of this special Lake, George law.
If, a specific instance, investigation by the local board
of health reveals the need for support; advice and assistance are
available from this office on request. Such a situation might occur
if unusual technical questions were involved. I would expect that
if assistance was requested, any investigation would be a joint —
venture in company with the local board of health or its representatives.

Subject: Water District Extensions
Dear John:
Just a brief note to advise you of our progress on the subject projects.
I am completing an agreement for Engineering Services in accordance
with our discussion at the meeting of March 15th.
The R; E. Chapman Company is sending you a proposal for drilling a
new well on the east side of the Northway in the southwest corner of
the well site. - The crew who drilled the previous well are presently
engaged in a well cleaning project in Massachusetts and Mr. Sullivan
told me this morning that the work could be started on Monday, March 29th
if the Town Board wishesto do so.
I expect to meet Mr. Sullivan in Queensbury on next Tuesday or Wednesday
to look over the West Glens ,Falls area and review the test work done
during 1953.
We are preparing the maps, descriptions, report and estimates of cost
for the three water district extensions and expect to complete them
by the end of this week.

Re: Proposal to Install
Gentlemen: Gravel Packed Well #3
With regard to driving several 22" test wells, including a
2k" observation well in the existing well field off Route -9 to try
and find a suitable location to install a third gravel packed well,
our driller's test well log on test well #5 shows the following re-
sults:
0' - 4' - loam
4' - 15' - gray sand
15' - 34' - gray sand and gravel
34' - 50' - `gray sand and gravel
50' -- 60' - fine -sand and gravel with
clay mixed
Pipe pulled back to 50' . Pumped 60 g.p.m. Static Level
8'2". Observation well #6. driven 2' from #5. Pumped
60 gop.m.
A short pumping test was conducted on #5 at -a rate of
60 g.p.m'. Water level measurements made in #6 obs.
well indicated a drawdown from static level 8'2" to
8'9"
From this test data we would estimate the yield of a 24" x 18"
well 50' deep to be between 500 and 600 g.p.m.
There are two 24" x 18" wells at this location installed
during the summer of 1963 under a contract known as Contract #2,
Well Water Supply Development, Project #APW-NY-52G. This work was
done by R. E. Chapman Company. We would be pleased to install a third
24" x 18" wcll in the above-mentioned well field for the same prices
and specifications as outlined in the 1963 contract Item 1 of $8,466.00.

Mr. Charles Dunn visited the meeting at this time. Mr. Dunn presented
a map which will be prepared and submitted to the Town of Queensbury
Pldnning Board at a later date. -
Mr. Thomas K. Flaherty, Superintendent of the Queensbury Water District,
visited the meeting at this time.
Councilman Beaty reported on the progress of the Town of Queensbury
Recreation Commission.
Supervisor Webster presented the final certificate of the State of
New York, Board of Equalization and Assessment. The equalization rate
for the Town of Queensbury, has been set at 38.
Superintendent of Highways Bernard Codner, discussed the purchase of
a used back hoe machine to be used by the Highway Department.

RESOLUTION NO. 69, Introduced by Mr. Lampson, seconded by Mr. Beaty.
WHEREAS, this board received an application from Robert Blowers to
locate a mobile home on the West side of Mountain View' Lane and
adopted Resolution #64 which authorized a public hearing, thereon,
and
WHEREAS, this board has now been informed by the Town Clerk that the
- applicant wishes to withdraw said application, now therefore be it
RESOLVED, that the authorization to conduct a public hearing on
said application as stated in Resolution #64 is hereby rescinded
and the Public Hearing cancelled.

of the water department, at rates of pay as follows:
Motorized Equipment Operator (MEO) $1.70 per hour
Laborer 1.60 per hour
and be it further
RESOLVED, that Scott Hopkins employed at $1.70 per hour, be and he
hereby is classified as Motorized Equipment Operator, effective
March 16, 1965.
