NOTICE TO F_ NERAL DIRECTORS
Inasmuch as the Cemetery Commission of the Town of Que-ensbury has
been given the responsibility of caring for and maintaining the rural
cemeteries of' the Town, and having had the experience of being required.
-to go to some of these cemeteries after a burial has taken place to clean
up and remove surplus dirt from the area when an opening has ,been made by
workers other than our regular Town of Queensbury Cemetery employees,
the Cemetery Commission has made the fcllotiri% .rule which has been ap-
proved by the Town Board of the Tovm of Queensbury:
"All openings of graves in the cemeteries of the Town of Queensbury
which come' under the custody and care of the Town ct Queensbury Cemetery
Commission must be made by Town ,Employees under the supervision of the
Cemetery Commission."
Copies of this. letter are to.be mailed to- all, area funeral direct--
ors and others who may have occasion to participate in. the opening of
graves in the Town of Queensbury.

Mr. Harris expressed appreciation for the manner in which the roads were
being kept an,d requested that at the junction of the Route 9 and Sanitar-
ium Road, there be placed. a sodiAM vapor street light. He stated that
70 people were in the infirmary and that ambulances and other vehicles,.

were constanely moving to and out of the infirmary to the junction
creating a dangeroj�Zs traffic condition.

The following were present respecting the sewer district and taxes
relating to the Reservoir Park area: Duane Kingsley, Frank J. Beauchamp,
H. Bentley., Frank Costello, W. H. Durling, R.. Linehan, --W. J. Hart,
Lou Kurzmack.
Duane Kingsley acted as spokesman and generally discussed the increase
in the sewer assessment. Mr. Miller generally explained why there was
n increase in this area. The Board members and. the people Mere respect.,
ing the Reservoir Park sewer entered into a general discussion, discus-
sing besides the increase of the assessment for the sewerp increase in
real estate taxes and the drainage of highways in the Reservoir Park
area.
Jesse Smith and Nesbert DeHoney were present and discussed the condition
of the Potter Road and requested it be black-topped.Peed Mr. Smith also
discussed the road bed situated just west of the Plug Mill between t
Plug Mill and the present road. he

Ms. griller read a letter dated February 3, 1959, from the State
HiZhway Department. Mr. Miller-also read a. letter from Joseph
Kestner. _ These letters related to the regulating of- water pipes
under the proposed Northway at the Aviation Field Road. The matter
was referred to the County Attorney. Mr. Miller retained the letters.
Mr. Akins,, as chairman of the committee on Fire Companies in the
matter relating to purchase Of a, two--way radio for the Bay-Ridge
Volunteer Fire Company, Inc. for which the said Fire Company would
reimburse the Town the amount expended by it for such radio, reported
that he knew of no authority for the advance of Town funds for this
purpose.

WHEREAS, the contract between the City of Glens Falls and the
Town Board: of Queensbury, acting'on behalf of the Pershing-Ashley-
Coolidge Sewer District provides for an annul rental charge of Fifty
Dollars ($50.00) for each connection to said City Sewer System, and
WHEREAS, there are eighteen (18) connections to said Sewer .
System and all charges for such connections have been paid to the
Sewer District by each person so connected.
Nalff THEREFORE BE IT RESOLVED, that the Supervisor be, and he
is hereby authorized and directed to make payment of said charge to
the City of Glens Falls in the total amount of Nine Hundred. Dollars
($900.00) and to charge the same against the.funds earmarked-for the

The Towel Clerk reported that a claim had been filed with her by
Angelo Velastro on February 22, 1959 f9r damage resulting from a co-

to Royal Chadwick a member of the West Glens Falls Volunteer Fire

of speed on all the highways on Assembly Point in the Town of Queensbury,
We have received the endorsement of the Warren County Superintendent of
Highways , and have, therefore, issued the order for the area speed
limit. The order is enclosed . A copy of the order and this letter are
enclosed for the use and information of the Town Superintendent of
Highways.
A study of the map of this area indicates that there is only one
access to this area from Route 9L, SH 1869. Consequentlyr perimeter

posting of this area restriction would consist of an R 10 or R 11
- entrance sign, and. an R 13 exit sign. Area speed limits are discussed
- on Pages 34 through 39-._of the Commission's Manual of Uniform Traffic
Control Devices. The appropriate signs relating to• such speed limits
are also illustrated and described within those Pages.
Interior signs may be Posted within the area at the discretion
of the -Town. The, appropriate type signs for interior posting are the R112
R 12' and R 5 or R 5L signs which are also shown and described in the

Dear Sir:
We .have the joint request, form completed, by you and. the Queens-
bury T.qwn Board and the copy of a letter dated December 30 froir Coun•
cilman Stanley B. Miller relative to traffic conditicrs in the vicinity
of the Kensington Elementary School.
It is assumed that the school is part of the Glens Falls City
School. System and. Is located within the city limits. Apparently, some
action has been taken by City or School authorities in the vicinity of
the school. This action may involve warning signs such as School,
School Crossing, or School Zone signs or may involve regulatory
measures , such as Portable School Speed. Limit signs , School Speed
Limit Sign�.ls , adult or police supervision of school children , a lower
speed limit on one or more streets in the vicinity of the school or a
combination of 2 or more of the above.
If the Town Board 's request only involves School-Warning signs,
these may be erected at the discretion of the Town Superintendent of
Highways. These signs are found in Section 49.0 through Section 49.3
on Pages 122 through 125 of the ,Commission' s New Manual of Uniform
Traffic Control Devices which was forwarded to all Town Superintendents
of Highways in August , 1958.
The joint request form asks that a traffic study be made on the
streets in the vicinity of the Kensington Elementary School for the
restriction of speed , but does not identify any of the streets by name.
Speed is presently limited to 35 MPH on Coolidge Avenue and Ashley
Place between the westerly Glens Falls City line- and. Dixon Road (pos-
sibly Kensington Road within the City) by the Commission"s order
dated November 3 ,, 1954.
Councilman Miller's letter mentioned Roosevelt Avenue , Broadacres
. Road and Pershing (Drive) . Roosevelt Avenue is a City street and , there«
fore , not within the jurisdiction of this Commission. Portions of
Broadacres Road and Pershing Drive are both City streets and town high-
ways. It appears that consideration should be given to the use of
. traffic -measures mentioned in the second paragraph of this letter
before studies of speed restrictions are made,
An extra copy of this letter is enclosed in the event you wish to
forward It to Mr., Miller. It should also be noted that a copy is being
forwarded to the Town Board.
If, after consideration has been given to the suggestions made
in the-.second paragraph of this letter, the Town Board still feels
that Commission action is desirable in regard to Broad-acres Road,
Pershing Drive and/or other streets in the area, we will be glad to
initiate a study of conditions upon receipt of further details. Addi-
tional information. should include the name-. of each street and the
terminal points on each on which speed restrictions are requested.
It would also be helpful to• have information on the methods presently
being used to protect-the movement of school children attending the
Kensington Elementary School.
We do not propose to take further action on this matter until

This concerns Resolution No. 21 adopted by the Board of Supervisors
Qn January 12 which requeststthe Commission to consider the instal-
lation of anstandard traffic light control"'on Ridge Road, Route 9L, at
its intersection with the Farm-to-Market Road which might also be.
identified as the Fort Ann .Road in the Town of Queensbury.
The Commission has had this intersection under observation for some time
and our reports have indicated an unsatisfactory accident situation. The
controls now in effect consist of the new standard stop signs on both
arms of the Fort Ann Road which are reinforced by stop lines and the
word Stop painted on the pavement. In addition 3 _thpre are signs in
advance of the stoP sighs warning of the stop requirement. It might be
said that'the intersections is one of the best-sighed in this area.
Sight or visibility conditions are goodl The volume of traffic entering
the intersection is not high, although there is a seasonal increase
during July and August over the other 10 months of the year.
lamination of the accident record leaves no doubt that failure of motor-
ists on the Fart Ann Road to comply with the stop requirements is the
major contributory cause, and that failure applies to local motorists
probably to a greater degree than non-local traffic.. We might say that
we have a. pattern of disobediende to an existing regulation and that the
solution is fore extensive enforcement.
Under any reasonable or normal set of volume and sight distance 'warrants,
it is difficult to conclude that the present controls are inadequate.
We have concluded that emphasis is needed on the stop requirement and
also unmistakable warning of the intersection is desirable. To accomplish
this objective, the Commission has ordered the installation of a flashing
signal or, rather, an over-sized flashing signal which will display the
proper indications from 12-inch lenses rather than the normal 8-inch lens.
We propose farther to maintain the location under close observation fol-
lowing the signal installation_ to determine effectiveness of the added
control.
