2004-12-07 Queensbury Recreation Commission Queensbury, NY 12804 Minutes of the December 7, 2004 regular meeting held at the Town of Queensbury Office Complex Supervisor's Conference Room. Vice Chairman Paul Etu called the meeting to order at 7:00 p.m. Present: Commissioners Etu, Fusco, Goedert, LaBombard, Maine, Mott Staff Present: Director Hansen Others Present: Students Philip Pietrangelo and Garrett Beafy from Government class. Mr. Michael Jarvis, Big Boom Road resident. Councilmen Boor and Strough. Approval of the Minutes: Motion made by Commissioner LaBombard, seconded by Commissioner Maine to approve the minutes from the November 2, 2004 meeting. All members present approved. Communications and Remarks from Visitors: (see file for copies) . Mike Jarvis, a resident of Big Boom Road spoke about his concerns as outlined in his wife's letter dated November 30,2004. A copy of Supervisor Stec's letter was distributed to Commission members. Agreed to wait until spring and summer to see if concerns are warranted. . Letter of November 2, 2004 from Patricia Carte, Program Coordinator of Adirondack Community College Center for Personal and Professional Development regarding Hovey Pond Lecture Series (see file for letters). Concern among Commission of using public property and charging fee. Director Hansen will look into legal implications. In any event Commissioner Mott suggested a final report be submitted. . Letter from Gail Lankenau opposing Meadowbrook site for Community Center and letter from Dr. Richard and Paula Bossert supportive of Meadowbrook site for Community Center (see file). . Planning Committee minutes discussed. Commissioner Goedert questioned second paragraph regarding any discussion with Central Fire Station personnel. She indicated they didn't seem to be interested in selling any property to expand Hovey Pond Park. Commissioner LaBombard questioned the planned placement of the Gazebo. It would disturb the view of the Pond as you come down the path. Change can be brought up to Jim Miller in January. . Budget Control Report as of November 16,2004 distributed. Unfinished Business . Ridge/Jenkinsville Park update: Director Hansen reviewed the drawings for the tennis courts and basketball court as well as parking and planting prepared by Jim Miller. Tentative cost estimate is approximately $190,000 with breakdown as follows: o Parking $71,973 o Basketball $35,739 o Tennis $72,743 o Plantings $ 9,889 Jim Miller will attend meeting in January after Commission has had a chance to review. . Community Center Discussion: Director Hansen walked Meadowbrook site with Army Corps of Engineers. It will be a long (approximately 2 years) and difficult application process to mitigate the wetlands with only a 50/50 chance of success. They encouraged the application process; however they suggested contact with DEC to see if they have any issues. Test pits were dug with Commissioner Maine, Fred Dente of Dente Engineering and Director Hansen present. (See Commissioner Maine's report dated November 19th. Commission needs to keep all options open and begin discussion on other sites both east and west of the Northway. . Park Project Status Report (see report dated 12.01.04) New Business . Commissioner Etu questioned the placement of a 4-foot fence at the new tennis courts at the High School. This will be looked into since no one knew the justification for this placement. . Commission meeting schedule for 2005 was distributed. . Commission Planning Committee meeting schedule was distributed. . Friends of Hovey Pond Letter with attached Memorandum of Understanding was distributed and discussed. Comments made that it was a good letter with diplomacy.
