2002-04-08 SP SPECIAL TOWN BOARD MEETING APRIL 8, 2002 MTG. #21 RES. 183 7:00 p.m. TOWN BOARD MEMBERS PRESENT SUPERVISOR DENNIS BROWER COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN DANIEL STEC COUNCILMAN TIM BREWER SUPERVISOR DENNIS BROWER-Called the meeting to order. 1.0 RESOLUTIONS NONE 2.0 DISCUSSIONS 2.1 WEST GLENS FALLS EMERGENCY SQUAD Members of West Glens Falls Emergency Squad present-Sandy Boucher, Katherine Webb, Jim Webb Discussion regarding possible expansion or new building for squad...noted fifty members at presenLpresented the Board with the appraisal of the existing building...questioned raised if road was going to displace the building, unknown at this time... Supervisor Brower-questioned where they would go in West Glens Falls if relocated? Mr. Webb-noted site behind W.G.F. Fire House, 2 acres-30,000 dollars...spoke about new construction, approximately seven month turn around... Discussion held regarding speaking to W.G.F. Fire to offer the site for less than 30,000 to the Emergency Squad....It was noted that the Emergency Squad needs to know if the connector road will go in... Supervisor Brower-Noted that QEDC is meeting tomorrow night they will then report back to the Town Board...noted they are moving in the direction of a connector road.. .Discussion held regarding size of proposed building, 6,000 square feet looked aLallowing for three bays...noted squad had over fifteen hundred calls in 2001. Discussed proposal of charging for runs...a lot of work to bill for service...no decision made... 2.2 CHAPMAN HISTORICAL SOCIETY Members of Chapman Historical Society Tim Widener - Joan Jenkins - Richard Merrill Spoke about various past and ongoing projects of the Society, bring more information about Queensbury to the Community in the progranuning. (passed out newsletter to the Board Members) upcoming articles and exhibits relating to suburbs in Queensbury, early housing units, articles on Bloody Pond, Story Town USA and Quaker Road...Councilman Boor-Requested that materials from exhibits be able to be accessed at a later date such as through the internet or on site...Mr. Widener-Announced a research space at the Chapman has been rehabbed, a place to access archival materials...Discussed new bike trail signage that the Chapman help develop...Noted the proper name of the Society is the Glens Falls, Queensbury Historical Association, housed at the Chapman in Glens Falls... Supervisor Brower suggest the John Webster, H. Russell Harris and Sarah McEchron be interviewed ...Ms. Jenkins spoke about the Rural Heritage Celebration-held at the Mohican Grange at Oneida Corners, very successful event highlighted all the barns, his year proposed to have a second one, theme of one room school houses...at night there will be music by Chris Shaw Adirondack songs and during the day he will depict the 18th century settler....there will be exhibits and demonstrations...The Museum will set up a country store and the demonstrators will be able to sell their wares also...Honor some of the school teachers that taught at the one room school houses with a reception...October 12th date of event. No Charge for event just for supper...we have two sponsors for the event, looking for more...ads are available for the yearly magazine...Next exhibit-This sunnner, Points of Interest 2.3 MISC. DISCUSSIONS Discussion held regarding the generator and cook stove at the Bay Ridge Fire House..Councilman Turner- Noted at a previous meeting with the Fire Dept. it was noted that they would take the generator and cook stove to the new building... Discussion Hovey Pond regarding boundary issues...willlook into the issue. Discussion Joint project with Feeder Canal, Town of Queensbury and Warren County Off Richardson Street on Feeder Canal- old boat launch ... idea originally was to create a park, noted the shelter is up and drainage work done by Warren County...will have a meeting with Recreation Director Harold Hansen and Orian Company noted problem with vandalisrn... asked for Board support for the projecL20-25 thousand to do the project to grade it off, crush stone for parking lot, trails have been cuLfunding for project to be reimbursed by Orian Co. after they get their approval for the dam work.... Supervisor Brower-Support the idea but wants the Recreation Commission to back it and fund it. Noted he opposed blocking the boat launch...Councilman Brewer-Noted there would be a place for car top boats to be launched... Discussion-Councilman Stec-would like to see power brought out to Hovey Pond and a fountain... Discussion regarding Bay Ridge Fire House-Councilman Boor requested that he see the listing of that facility when it was put in the market, noted he would have a problem with them removing the items if it was part of the listing...Councilman Turner-noted the meeting was held long before they listed the building. .. RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 183, 2002 INTRODUCED BY: Mr. Daniel Stec WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to discuss personnel matters and interview for ZBA Alternate position. Duly adopted this 8th day of April, 2002 by the following vote: AYES: Mr. Boor, Mr. Turner, Mr. Stec, Mr. Brewer, Mr. Brower NOES: None ABSENT: None No action taken - Meeting adjourned.
