2002-04-22 SP SPECIAL TOWN BOARD MEETING APRIL 22, 2002 MTG#22 RES#21O-211 7:00 P.M. BOARD MEMBERS PRESENT SUPERVISOR DENNIS BROWER COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN DANIEL STEC COUNCILMAN TIM BREWER SUPERVISOR BROWER-Opened meeting DISCUSSION GLEN LAKE BATHYMETRIC SURVEY PRESENTATION DAVE WICK DISTRICT MANAGER OF WARREN COUNTY SOIL & WATER COMMISSION Mr. Wick spoke to the board regarding the Warren County Soil & Water Commission and what their duties are. Mr. Wick gave presentation to board members regarding doing a Bathymetric survey on Glen Lake to figure out where the real bottom of the lake is and to figure out what is muck that has either floated in or has re-suspended. Noted on Friday, May 17th, will go out on Glen Lake to take two measurements one of the top of the muck and one of the bottom of the muck through the GPS it will have two lines of contours through this they can create a volume regarding the lake. Mr. Wick to report back to board will take about one week to put together information to bring back to Supervisor noting he would come back for another board meeting to go over information. GIS SURVEY OF HALFWAY BROOK WATERSHED -DAVE WICK Mr. Wick spoke to board regarding a proposal that was put in with conjunction with the Recreation Commission, which is to work within the Hovey Pond wetland area. Put together proposal for environmental projection fund money to go in and improve the quality of the wetland. This encompasses going in with an excavator to clean out some areas and create some potholes for wildlife and fish habitat. Second, is to manage the evasive species that are in there. Spoke to the board regarding improvements of plantings along Halfway Brook watershed also spoke to the board regarding Cemetery Pond and cleaning it up noting it runs into Halfway Brook. Spoke to the board regarding the watershed management plan noting they are talking about sites two and three. Two is from Sweet Road all the way down to where it empties down to Pine View Cemetery noting they have been working with DOT have come up with a concept plan to put inline swirl chamber after that infiltrating the first half inch, three quarter inch of runoff wich accounts for about ninety percent of the pollutant loading. Mr. Wick noted one of their key recommendations would be to rehab the wetland area and make it a storm water wetland, which has a much higher pollutant uptake than the current wetland. Asked the board if they have any plans for this wetland? Noted if you were to look at storm water improvements they may want to talk about constructive wetlands down on this site, would be happy to be involved in this.
