2002-10-28 SP SPECIAL TOWN BOARD MEETING OCTOBER 28, 2002 MTG. #51 RES. 437-439 7:00 p.m. TOWN BOARD MEMBERS PRESENT SUPERVISOR DENNIS BROWER COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN DANIEL STEC COUNCILMAN TIM BREWER SUPERVISOR BROWER-Opened the Meeting 1.0 EXECUTIVE SESSION RESOLUTION CALLING FOR AN EXECUTIVE SESSION RESOLUTION NO. 437.2002 INTRODUCED BY: Mr. Tim Brewer WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Theodore Turner RESOLVED, that the Town Board of the Town of Queensbury hereby moves into an Executive Session to discuss personnel matter. Duly adopted this 28th day of October, 2002 by the following vote: AYES: Mr. Turner, Mr. Stec, Mr. Brewer, Mr. Brower, Mr. Boor NOES: None ABSENT: None 2.0 DISCUSSIONS 2.1 Budget Review - North Queensbury Fire Company Supervisor Brower-Questioned why the Physical Exams and Immunizations have gone down? North Qsby. Fire Co. Representative-Changed from Smart Net to Glens Falls Hospital noted Bay Ridge, and Queensbury Central also use the Hospital...have gotten a group rate...Councilman Boor-Questioned what it costs to have physicals done at the Hospital? North Qsby. Fire Co. Representative-Noted it depends on the physical shape of the individual, further testing needed etc...noted they received a boat from the Warren County Sheriffs dept. for a thousand dollars, noted new costs for storing the boat and repairs and usage... Councilman Stec-What is the fixed asset purchase? North Qsby. Fire Co. Representative-Air Pack bottles and face piece...looking for 36 bottles...discussed life of air packs of fifteen years. Noted building will be paid off in 2008... Noted budget is high due to short term financing...building and two trucks...right now we have six trucks and will be reducing the fleet by one truck, combining the pumpr and tanker into one truck... we have a good twenty five year plan... Councilman Stec-Questioned the smaller budget for the Chiefs car? North Qsby. Fire Co. Representative-We used some money for the Chiefs car and we bought a van and used it as a first responder, all officers are self employed noted they felt it was a conflict of interest to have them drive around with tools in the truck, we used it to buy equipment for the fire department..we give a fuel allocation to the Chiefs, $600.00 a year, it gets broken up six ways...Councilman Brewer-Noted he would like the Chiefs budget stay at $6,000. Councilman Boor discussed with the Fire Dept. a proposal of a second way into Assembly Point, with EMS and Fire Dept. having a key to enter...North Qsby. Fire Co. Representative-Noted that the main road is scarry, it would be nice to have a gate there to get into and go around...noted it is a sensitive issue...noted the fire company is working on the insurance fire rating to help lower the rates for the residents. . noted this can be done town wide... Councilman Stec- Weare trying to keep operations in the ball park of 3 % increase for everybody... Supervisor Brower-How many members do you have? North Qsby. Fire Co. Representative- 35 active and another 7 to 8 semi active. Supervisor Brower-How many are you allowed to have? North Qsby. Fire Co. Representative-No limit. Councilman Stec-Questioned what the plan was for the ten thousand in operating? North Qsby. Fire Co. Representative-noted gear is two thousand per person...replacing as needed... Supervisor Brower-Questioned if the treasurer is paid? North Qsby. Fire Co. Representative-no, we have thought about it because it is a tough job... Councilman Brewer-Would like the Chiefs car 6000 and combine with the marine division. North Qsby. Fire Co. Representative-We can do that. Discussed EMS issues, such as third party billing... Supervisor Brower-Questioned if the fuel is purchased through the Town? North Qsby. Fire Co. Representative-No..we get a pretty good deal, hve seen the costs from the Town it is very close and we make them come to that figure basically. Thanked the representatives for coming. 2.2 BUDGET REVIEW SOUTH QUEENSBURY FIRE COMPANY Comptroller Hess-Reviewed for the Board the operating budget for South Queensbury noted energy cost (utilities) was under budgeted last year, this was the cause for most of the increase in their budget...other items increased by two to three percent increase...plus the four items, building improvement, communications equipment, medical supplies and refreshments...Councilman Brewer-change the 2004,2005 request for the Chiefs car to 6,000...South Qsby. Fire Co. Representative-Spoke to the Board regarding their air packs, and noted they have thirty four members...Councilman Boor-What are the majority of your calls? South Qsby. Fire Co. Representative-Car accidents and mutual aid with the air van filling air bottles for other companies...Councilman Boor-Where do you have your physicals done? South Qsby. Fire Co. Representative-North Care...Councilman Stec-Noted that if all the companies got together they may be able to negotiate a good rate. Councilman Stec-Do you pay your treasurer? South Qsby. Fire Co. Rpresentative-No Used accountant to do the bookkeeping on a month to month basis. Councilman Boor-How long does your debt service go out? Comptroller Hess-Twenty years on the rescue truck, and the building was re-mortgage in 1999 with a twenty year amortization ... Supervisor Brower-Questioned the amount in for physicals. Councilman Brewer-We will make a note that the figure is low and before we approve the budget we are going to find out if we can get some kind of deal for all the companies. Comptroller Hess-Noted he will do some research. Discussion held regarding the airport...Councilman Boor-Noted this can become a larger airport and we are giving free fire protection every time someone comes in with thirty people... South Qsby. Fire Co. Representative-The Town asked for a five year plan on our vehicles, I spent a lot of time working on that, I have got a 1958 Dodge brush truck, this year we were supposed to replace...Comptroller Hess-Noted that truck was factored in the plan for 2002 or 2003 andthere is cash in the fund to buy it when you are ready, it is not a debt buy but a cash buy. Councilman Boor- Noted they are going to hear all the fire companies and see how to approach them all. Supervisor Brower- Thanked the Fire Company for coming in. 2.3 MISC. Supervisor Brower-Spoke about the upcoming Association of Towns Meeting, questioned who was going to attend? February 16-19 Councilman Stec-Noted he planned on going...Councilman Boor noted he had a conflict... Councilman Brewer-noted he would have to check on the dates. .. Councilman Boor-Spoke to the Board regarding writing a letter in support of the bed tax, need to do this as a Town Board because if we don't do that then our sales tax is going to go up and I do not want to see it go that way. Councilman Stec-Felt strongly that the bed tax and not the sales tax is the way to go especially when you consider how sales tax is distributed. Discussion held on bed tax, will have to be passed by the Warren County Board of Supervisors and then set to the State for passage... Supervisor Brower requested that the Town Board Members contact the Warren County Supervisors requesting their support of the issue. Board agreed to write a letter in support of the Bed Tax...
