1992-04-17 SPECIAL TOWN BOARD MEETING APRIL 17,1992 5:00 p.m. MTG.#39 RES. 227-228 TOWN BOARD MEMBERS PRESENT Supervisor Michel Brandt Councilman Betty Monahan Councilman Nick Caimano Councilman Pliney Tucker TOWN BOARD MEMBERS ABSENT Councilman Susan Goetz Supervisor Brandt -Called the Meeting to order Discussion held regarding Compactors at the landfills... Mr. Coughlin Landfill Supt.-noted that he received a quote from North American Recycling in the amount of $7,750. for compactors at the landfill...recommended that they be purchased... Councilman Monahan-What are you going to do about the boxes? Mr. Coughlin-That is included in the hauling. Supervisor Brandt -You told me that you think that we should not own the boxes because if we own the boxes the truckers could abuse the boxes and break them if they own them they will be a little more careful about them...the hauler should own the boxes...ifwe go for compactors new what would it cost us? Mr. Coughlin-You are looking at $20,000 plus... Councilman Tucker-These have been there 14-15 years and have given good service... Supervisor Brandt-They are basically a hydraulic ram so there is not a lot that can break down....ifyou buy new there is no estimate yet of what it would cost to remove what is there and put in new, it would cost quite a bit because you have a structural change ... Councilman Tucker -You would have to re-design all the hoppers ... questioned if the price was for both? Mr. Coughlin-Yes RESOLUTION AUTHORIZING PURCHASE OF COMPACTORS RESOLUTION NO. 227, 92 INTRODUCED BY: Mr. Michel Brandt WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. Pliney Tucker I would make a motion to go ahead and buy the ones (compactors) that are in place at the price quoted by North American ($7,750.00) to be paid from the Landfill Equipment Account. Duly adopted this 17th day of April, 1992 by the following vote: AYES: Mrs. Monahan, Mr. Caimano, Mr. Tucker, Mr. Brandt NOES: None ABSENT: Mrs. Goetz Mr. Coughlin-Spoke to the Town Board regarding Summer Youth Program. .the County will supply us with 4 to 6 youths to help clean up the roads... Discussion regarding the administrative wing of the Water Treatment Plant... Supervisor Brandt-My intuition is that we just might as well not finish the upper deck, leave it rough until we really know exactly what our needs are going to be...there will be some savings although not enormous, the engineers talk about at least $80,000 the detailed analysis has not been done yet. Councilman Monahan-noted that we are in a very low contractor point of work right now, if it is delayed two or three years you may pay a lot more than $80,000... Supervisor Brandt-The problem is when you start building specific offices for specific things that you may not need or want... Councilman Monahan-suggested movable walls...questioned if the wall inside would be sheet rocked? Councilman Caimano- The only thing that will not be done is partitions for individual offices.. Supervisor Brandt-The bearing wall will be built.. Councilman Caimano-We are telling them what we want and they will come back with a revised plan and what that plan will cost... Councilman Tucker-They will tell us what we are going to save? Supervisor Brandt-yes... Councilman Caimano-It all started, just to put it on the record again, because one of the gentlemen, he said that they were faced with the same problem, when it came right down to it they did not finish the upper floor, the shell.. Supervisor Brandt-They put in the plumbing, the heating system and all of that... Councilman Tucker-on the bearing wall there will be one door opening because future doors could be put anywhere in the bearing wall without any problem. Councilman Monahan-Questioned how much the architects want to revise the drawings? Councilman Caimano- There was no mentioned of dollars and cents... Councilman Monahan-They have already done the working drawings haven't they? Councilman Caimano-As I understood it they have not completed all the working drawings...Councilman Monahan-We had a GC bid and I do not see how a GC bid without a finished working drawings? Councilman Caimano- That is a question to be brought up... Supervisor Brandt-What is your pleasure...Councilman Caimano-I would just as soon go ahead and see what it is going to cost without finishing the second floor. Councilman Monahan-I would like to see what the architect is going to cost to revise the plans... Councilman Tucker-That has got to be all part of the package have him put it all together. Supervisor Brandt-I will contact and ask them to give us a quote to not finish the upstairs.. Attorney Dusek-questioned that there were some changes with the other building and its layout, is that tied into your proposal now...Councilman Tucker-Some of the old building could be used for chemical storage... Supervisor Brandt-We want to know what it is going to cost us, what specific savings there are, what specific costs we are going to incur by doing that and what options we have got by doing that. .. RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 228, 92 INTRODUCED BY: Mr. Nick Caimano WHO MOVED ITS ADOPTION SECONDED BY: Mr. Pliney Tucker RESOLVED, that the Town Board of the Town of Queensbury hereby moves into Executive Session to discuss personnel matter.
