Supervisor Brandt called meeting to order ... I attended a meeting today with members of the Lake George
Park Commission regarding the Stormwater Regulations. Would like to request a meeting with them and
the Town Board as soon as possible ... Town Board held discussion and agreed to schedule meeting for
May 12th, 1992 at 7:00 p.m.
Councilman Tucker-Questioned the status of Industrial Water Rates, whether the engineering firm has put
something together yet?
Supervisor Brandt-Noted that there's presently a study in process and he's scheduled to meet with them
tomorrow.
Town Board discussed possible 'Resolution Acknowledging Disclosure' regarding Sheldon Willett ...
agreed to pay him for the work performed at the Landfill during the past week but to hold off hiring him
with regard to the County work until needed.
Discussion held regarding the possibility of accepting Sewage Sludge from Lake George. Supervisor
Brandt recommended taking the sewage sludge only under a mulching operation to make top soil. Town
Board agreed it needs to be discussed and reviewed further regarding operation, policies and fees, before
approval. Board agreed to schedule discussion for Monday, May lIth's Workshop.
Town Board referred to proposed fee schedule from Building & Codes that is scheduled for discussion on
Monday's Workshop and agreed to hold off, to review possibly in June.

Town Board reviewed revised proposed local law ... made further recommendations and revisions agreed
by the Board. (revisions listed on tape on file in the Town Clerk's Office)

RESOLUTION CALLING FOR EXECUTIVE SESSION
RESOLUTION NO. 273, 92, Introduced by Mr. Nick Caimano who moved for it's adoption, seconded by
Mrs. Susan Goetz.
RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns from Regular
Session and enter Executive Session to discuss Personnel Matters regarding Ethic's Law and Litigation.
Duly adopted this 7th day of May, 1992, by the following vote:
ALL THOSE IN FAVOR: Ayes
ALL THOSE OPPOSED: None
ABSENT: None
RESOLUTION TO RECONVENE
RESOLUTION NO. 274, 92, Introduced by Mr. Michel Brandt who moved for it's adoption, seconded by
Mr. Nick Caimano.
RESOLVED, that the Town Board of the Town of Queensbury hereby adjourns from Executive
Session and enter Regular Session of the Town Board.

FOR THE RECORD, Attorney Dusek presented to Town Clerk the proposed local law with revisions,
reflecting the changes from the Town Board of this meeting to be placed on file.
Town Board agreed to move forward, set date for public hearing on Proposed Ethic's Local Law and the
following resolution was proposed:
RESOLUTION SETTING PUBLIC HEARING
ON PROPOSED LOCAL LAW NO. _, 1992
A LOCAL LAW TO AMEND THE CODE OF THE TOWN OF QUEENSBURY
BY DELETING AND REPEALING CHAPTER 14 THEREOF, ETHICS, CODE OF,
AND REPLACING IT WITH A NEW CHAPTER 14, TO BE ENTITLED,
ETHICS AND DISCLOSURE LAW, WHICH CHAPTER PROVIDES FOR A REVISED
CODE OF ETHICS, DISCLOSURE STATEMENTS,
ETHICS ADVISORY COUNCIL, ETHICS BOARD, AND
PENALTIES FOR NON-COMPLIANCE
RESOLUTION NO. 275, 92, Introduced by Mrs. Susan Goetz who moved for it's adoption, seconded by
Mr. Nick Caimano.
WHEREAS, there was previously presented for adoption by the Town Board of the Town of
Queensbury, Local Law No. _, 1992, A Local Law to Amend the Code of the Town of Queensbury by
Deleting and Repealing Chapter 14 thereof, Ethics, Code of, and Replacing it with a New Chapter 14, to be
Entitled, Ethics and Disclosure Law, which Chapter Provides for a Revised Code of Ethics, Disclosure
Statements, Ethics Advisory Council, Ethics Board, and Penalties for Non-compliance and
WHEREAS, a public hearing was held on said proposed Local Law, and the same was not
adopted but instead revisions were subsequently made, and
WHEREAS, such legislation as revised is now presented for adoption, the same being authorized
pursuant to the General Municipal Law and Municipal Home Rule Law of the State of New York, and
WHEREAS, prior to adoption of said Local Law as now revised, it is necessary to conduct a
public hearing,
NOW, THEREFORE, BE IT
RESOLVED AND ORDERED, that the Town Board of the Town of Queensbury shall meet and
hold a public hearing at the Activities Center, 531 Bay Road, Queensbury, Warren County, New York, at
7:00 p.m., on the 1st day of June, 1992, to consider said Local Law No. _, 1992 and to hear all persons
interested on the subject matter thereof concerning the same to take such action thereon as is required or
authorized by law, and
BE IT FURTHER
RESOLVED, that the Town Board hereby determines that the action proposed to be taken herein
is not an action as defined under the State Environmental Quality Review Act or is it a Type II action
thereunder and no further SEQRA review is therefore necessary, and
RESOLVED AND ORDERED, that the Town Clerk of the Town of Queensbury is hereby
directed to publish and post the notice that has also been presented at this meeting concerning the proposed
Local Law No. _, 1992 in the manner provided by law.

Town Board held discussion regarding public access of the disclosure statements. Town Attorney referred
to page 13, paragraph G of the proposed local law, covered under State Law, being similar to the ones that
are filed at the County. Councilman Monahan questioned whether the Town could make this provision
tougher? Attorney Dusek uncertain ... would have to research further ... would like to note, by the language
I've used, it seems to me, you have at least as much protection as anybody else who has, in filing these ... I
don't know that I can do any better for you than that. Councilman Goetz, would like to review the people
on Boards and Commissions who have to fill out the disclosures. Attorney Dusek noted that everyone
would have to except members of Advisory Committees.
No further action was taken.
