I am sure many of you would much rather be back there at home in bed in fact I am looking at one here in a red jacket in the front row I know she would much rather be. But I do have to tell you that we did this simply because Champagne's theory in life has always been that the early bird gets the worm and secondly that time is money and money is time and we all need the rest of the day to be with our families. I do appreciate you being with us at this hour of the day. Moving right along, I am honored to have one of my very best friends the Honorable Judge Austin preside over our installation ceremony, so with that Judge? INSTALLATION OF OFFICERS JUDGE JOHN AUSTIN PRESIDING Judge Austin-Well folks, I have lived here since 1942 I have got a bad throat so bear with me, but, I am very happy and proud to be here, I love Queensbury and it is just great to be here this morning with this crowd and the enthusiasm that we have to start a new year. I just would tell you a little something that happened to me last Monday, I think it was, I was kind of embarrassed I had so much stuff to throw into the landfill from Christmas wrappings and so forth couldn't get in there on Saturday or Sunday so I went up Monday and deposited my load. I had so many bags that I had to give Don Vaughn a twenty and I got back to work and I picked my pockets and I was missing ten bucks, about fifteen minutes later the phone rings its Don Vaughn at the landfill Austin, did you leave, are you missing ten dollars? Yes. Well we found it up here, can you believe that? The guy that found it was Bill Pateman, I do not know if he is here but we should, you should all tell him thank you. So, that is what it is like to live in Queensbury. In any event I am very happy to proceed here today and Fred I will go in what ever order you think is required here. Naylor Town Justice Michael Muller Supervisor Fred Champagne-Thank you very much Judge and again I would like to call up Dante Orsini to say a few words from Jerry Solomon, Congressman Solomon who is unable to be with us today. Thank you. Mr. Dante Orsini-Thank you very much Fred, Barbara, Members of the New Town Board 1994-1996, Ladies and Gentlemen, it is a real pleasure for me to be here this morning representing a great Congressman Jerry Solomon. What a great day for the Town of Queensbury. What do I see? I see unity and I see a new direction for the Town of Queensbury. Congressman Solomon is spending two full days with his family because he is making decision time about now. So, you understand why he is not here this morning, but he is very excited about the new directions that the Town Board of Queensbury will take and he is excited for those that are participating and especially excited about the residents of the Town of Queensbury. It is evident this morning that there is a level of support and concern out there that I am sure Fred and his new team will take into every consideration on both sides of the isle. So, I want to say thanks for having a moment, Fred, to be able to say this on Jerry's behalf and I wish you and your new team well. Thank you very much. Supervisor Fred Champagne-Thank you, Dante. A couple of things you left out of what this new Board is all about, one of which is humor and I hope you will appreciate it today, Paul Naylor is our humorist so I am sure you will appreciate and we are going to try to have Paul, although he wasn't able to make all the meetings the last couple of years, we do hope that he will be with us as often as he possibly can for the next couple of years. In addition to that I think that we are going to find that Queensbury is a little more gentler place a little more kinder place to do business and we are looking forward to that too. RESOLUTION NO.: 24, 94 INTRODUCED BY: Mrs. Betty Monahan WHO MOVED ITS ADOPTION SECONDED BY: Mr. Nick Caimano WHEREAS, the Town Board of the Town of Queensbury has deemed it appropriate and beneficial to the Town that social and recreational activities and programs be provided for senior citizens residing in the Town of Queensbury, and WHEREAS, the Town Board of the Town of Queensbury has determined that an agreement should be entered into with the Glens Falls Senior Citizens, Inc., to provide said recreational and social activities and programs, and WHEREAS, a proposed agreement between the Town of Queensbury and the Glens Falls Senior Citizens, Inc., for the 1994 calendar year has been prepared, a copy of which is annexed hereto, and the form thereof has been approved by Paul B. Dusek, Town Attorney for the Town of Queensbury, and WHEREAS, it would appear to be in the best interest of the Town of Queensbury that said agreement be approved in its present form and that the programs and activities described therein be provided to senior citizens of the Town of Queensbury, and WHEREAS, this agreement is permitted and authorized by Section 95A of the General Municipal Law of the State of New York, NOW, THEREFORE, BE IT RESOLVED, that the Supervisor of the Town of Queensbury be and hereby is authorized on behalf of the Town of Queensbury to execute said agreement, and BE IT FURTHER, RESOLVED, that upon execution thereof by the Supervisor of the Town of Queensbury and the authorized officer of the Glens Falls Senior Citizens, Inc., said agreement be in full force and effect under the terms and conditions specified therein, with an original copy of this agreement to be on file with the Town Clerk of the Town of Queensbury, and BE IT FURTHER RESOLVED, that payment due on said contract be paid from the previously budgeted account. All right now comes the time when Champagne has an opportunity to review the past I guess ten months since we have first started this launch and got the ship in order. I have to tell you that it is a very satisfying pleasing day to be here with you and to see the sea of folks out there that have worked extremely hard to make this day happen and I am sure that there are several of you out there that have been looking forward to this day probably since about last about last January 1, of 1993 and maybe 1992 I do not know. Honorable Judge Austin, my family and I am going to take a moment here to have my family stand if they would, Barbara, my wife, who has worked extremely hard, my daughter Deborah, where ever she is, ok, and my little grand daughter Emily, and Michelle my other daughter, Craig Bardin who is over there taping this, looks like I will have to go through this agony again sometime, my sister Ruth where ever she is, thanks Ruth for joining us and we have our nephews and our nieces that are scattered through out. So, thanks again. Then it is the friends, its the council members and certainly most important to me or one of the most important groups to me obviously is the town employees, let me express my sincere appreciation and thanks for each of you taking your time today on the first day of the New Year to be with us on such an exciting occasion. I must tell you right up front that today is without a doubt one of the greatest highlights in the Champagne family. It is not because Fred Champagne is becoming the new Supervisor of the Town of Queensbury, but it is because I envision a new beginning for our Town, one that will take us into the 21st Century with hope, pride and accomplishments. It is called the new paradigm, a change in the way we have done business in the past. The change will focus on the needs of the Town and the Town employees a combination that I believe is critical for town government to provide total quality services to its residents. We need to zero in on the future of our town through strategic planning. Giving specific direction to where Queensbury will be in the year 2000 and beyond. This plan will begin Ladies and Gentlemen on Monday, January 3rd 1994 and this plan will include the over all mission of our Town, its goals, objectives, expected outcomes and an evaluation plan to ensure those results are achieved. Each department within our town will follow the same procedure so that we are fully aware of the direction the thrust and certainly how we get there. I made it very, very clear in my campaign promises that I would eagerly work toward maintaining taxes a promise that I intend to keep. All levels of government have created an unfriendly environment that makes it very difficult for businesses to survive in New York State and I do not have to tell you people that. In order to attract new business to locate here while keeping our current ones here we must work together very diligently to correct this problem. Growth in our economy is critical to the future of our town our youth and ourselves as well as other communities throughout this great State of New York and in fact the north east. Another strong platform promise was to quickly resolve our Town's traffic congestion. We continue to watch total grid lock at the intersection of Route 9 and Aviation Road and the hazardous conditions of Route 149 in the million dollar half mile. We must realize the importance of making traffic a priority. This Board has identified several priority issues that we believe are critical challenges now facing Queensbury. However, as Town residents must meet during open forums and we are planning to do this on a quarterly basis where our Board will meet in open forum in the various fire houses. We certainly hope that this input coming from our residents is that which we will use as the basis for our future plans. You know, as a matter of fact we have scheduled our first open forum at the West Glens Falls Fire House on Monday, January 24th at 7 :00 P.M. so certainly we are taking your input seriously. Let me share with you some of the boards's most important issues that we intend to address, these are going to be our start up right out of the shoot as soon as we hit the pavement. Cost control and down sizing government is key, landfill closure is probably one of the bigger head aches that I will experience along with the Board over the next several months. Our job development we need to look hard at that, comprehensive landuse plan we will be pulling that off the shelf and putting it to real use and beginning to make the necessary adjustments and changes in order to make Queensbury what it needs to be. We will be looking at a new water plant starting immediately. As I mentioned earlier our traffic situation, long term spending, long term capital spending plan which needs to be put in place. We need to assess the town labor force to promote team work share decision making and certainly to improve productivity and cost effectiveness with in Town government. We will be fortunate this year to even get to ratify a contract with our town employees that I am really looking forward to. We will be reviewing the town ethics law and its merit. Care to take a vote on that today? Councilman Caimano-My vote is still the same. Supervisor Champagne-Above all we will be looking at the various ways that we can build some intra municipality cooperation, Vince DeSantis and I have sat down on a few occasions already taking a look at how we can make Queensbury and Glens Falls and certainly other neighboring communities join hands and begin to plan with that in mind. I think that there is a goodly number of ways that this can be done certainly through consolidation of our services and our efforts. This Board fully understands that it is not on easy street, that challenges do lay ahead to make matters worse the State mandates are increasing while the revenue stream obviously as we all know is decreasing. Your Town Board is committed and anxious to begin discussions with our neighboring communities to share our assets including water, sewer, recreation, public works and the other services, again searching for ways to improve services while cutting costs. My one most important and I believe critical goal for this Town, this County, this State and this Nation is to build trust, confidence back into government, this to me is essential if the democratic process is to succeed. Truth, trust, integrity, dignity and above all honesty must prevail. You and I take great pride in our community our schools our churches, one another our youth and certainly that is a total commitment on our part. We are a world class Town, ladies and gentlemen and we deserve world class leadership. I believe in creating a climate that is positive, respectful, open, trusting, and I repeat it is a matter of truth, trust, integrity, dignity and honesty. Team work, as I said earlier the shared decision making and hard work will ultimately bring positive change to our town, our future is at steak. Now, we are talking leadership with a vision. We are fortunate to have on this Board five realist, who have their heads in the clouds but their feet on the grounds, and they have the experience and they have the dedication to move this town into the 21st century and beyond. I was going to just take moment to identify our people over here as new board members and I guess we have already been through that now with our induction ceremony but I have to tell you we have, Carol is here to my immediate left with plenty of experience on the Planning Board and plenty of experience in the civic duties out there, we have Nick Caimano who served a couple of years already and done an excellent job certainly I am going to be relying on him very heavily and Doc Wiswall we are in good hands, Doc has taken on the role of kind of overseeing the dog control and some of those other major head aches that typically the Supervisor has to be involved with so we are fortunate to have Doc on he has told me that he has been in Queensbury for 39 years, 49 years, 59 years. Councilman Wiswall-Fifty two Supervisor Champagne-Fifty Two years, I knew it was somewhere in there, well any way we are extremely fortunate to have a gentleman of Doc's caliber here and certainly Betty Monahan for those of you that have been to the meetings in the past or know Betty as well as I do know that we are in pretty good hands with Betty certainly in Ward I where she just won incredibly on the voters list so Betty you are tops on my list too. Before we embark on the outstanding food that I have to tell you that the Queensbury Citizens have been most graceful to put this together and they have worked very hard certainly and I want to express my sincere appreciation for all the efforts that they have put into this. In particular Betty Spadaro, my wife Barbara who has put a lot of time and energy into this and certainly Betty Monahan who helped organized it as a Board Member and Darleen Dougher who put a lot of effort into it and it goes on and on and on, I would be embarrassed if I left someone out but certainly that has been the team that has put todays events together.
