TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN THEODORE TURNER COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER TOWN BOARD MEMBERS ABSENT COUNCILMAN ROGER BOOR 1.0 Maureen Donovan Warren County Economic Development Corp. Ms. Maureen Donovan-Spoke on the Annual Boundary amendment, also present Len Fosbrook from Warren County EDC List of businesses that are included in this years boundary amendment prepared by the Empire Zone Board as approved, noting that New York State still has final approval, if any do not make the New York State list we will come back to you with the approved list by the State; additions to the list- Doug Miller – Recreation Project, Yaffee - Family Partnership – Cool Insurance + businesses removals from the list – Anjio Dynamics expansion completed will take the land that surrounds it keeping the footprint of the building, Kelly Property-Ice Cream Shop will reduce land surrounding the building, Stone Cast Property also taking the land away keeping the foot print of the building, Saturn Property will be taken out of the Empire Zone Noted that three State Agencies review everything that we do here, after the Board passes a resolution and we change the local law then an application will be filed with State of New York that application then goes to Tax and Finance, Economic Development, Labor before it gets approved then they would be zoned a verified business at that time. Discussion held on proposal – question raised why the business couldn’t be named? Ms. Donovan-Because of competitive reason we are unable to disclose the name of the business-we are just including a piece of property in the Zone, the piece of property is in the Warren and Washington Industrial Park (showed map) Some time in the four week range we can disclose the name…Mr. Fosbrook-The location had warehouses they are now being turned over to manufacturing facilities which will now qualify for the zone benefits… 863 SPECIAL TOWN BOARD MEETING 01-31-2005 MTG. #5 2.0 MARILYN RYBA EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT – SHELTER PLANNING – GRANT APPLICATION FOR HOME IMPROVEMENT FUNDS Discussed Home Improvement Grant – passed out memo - successful program. Discussed Affordable Housing Corp. – last year the Town Board authorized Shelter Planning to write three grant applications, one for the Home Program which we received, one for Affordable Housing Corporation and one for Small Cities. We did not receive the Small Cities one last year we have contacted the grant office to find out how to strengthen a future application…The Affordable Housing Corp. grant application is covered in terms of payment. Bob Murray -When we started this process we were seeking grant funds right after the completion of the affordable housing strategy, we identified right up front three major sources of funding to take on housing rehabilitation activity which was the Affordable Housing Corp. Small Cities program, and the Home Program. The game plan always was to go after all three, pyramid them match them do what ever you could to get a sustainable flow of money to deal with the rehab problems on a continuing basis. All aimed at housing rehab that was the strategy when we started we hit one out of two to start with. We are looking at how to fix the small cities situation. The Affordable Housing grant was going to be last year but they delayed their funding and their application they are now on for a deadline of th February 15. Applying to them is consistent with the strategy we had worked out a long time ago. Affordable Housing Funds Housing Rehab activities in a manner is virtually the same as the Home Program. If we apply for it would add eight additional households to the current list of twenty two we expect to fund. The trick with Affordable Housing is it has to be matched with 40% of other funds. What we have done in terms of timing we have a Home Application Approved, you are going to spend 50% of that money and commit it by November, October of next year but we can apply for affordable housing now by the time we get approval and get a contract it will be October, November of next year. At that time you will still have more than the 40% match, committed under Home which you then use to meet your match requirement for Affordable Housing which gives you an extra one hundred and fifty one thousand dollars. That is what we are suggesting that we do. Executive Director Marilyn Ryba-Because of the application deadline th of the 15 we will need a resolution from the Town Board at your next meeting. Supervisor Stec-Noted that we could have the resolutions ready… Executive Director Marilyn Ryba-RE: Small Cities we will need to do a public hearing at the end of February or beginning of March. We do 864 SPECIAL TOWN BOARD MEETING 01-31-2005 MTG. #5 not have an agreement with Shelter Planning to pay for that grant application… Mr. Murray-We have proposed a fee of thirty five hundred. Supervisor Stec-Noted that the Town wants to support these programs. Executive Director Marilyn Ryba-Noted there are a possible five hundred homes that could be eligible for one program or the other, the need is there. (Board Meeting moved to the Queensbury Activity Center) 3.0 TOM ISABELLA FROM THE NEW YORK STATE PUBLIC SERVICE COMMISSION – ADELPHIA CABLE TV SERVICE CONTRACTS Discussion held with nine municipalities regarding Cable TV Services…Carol McTague Senior Municipal Consultant from the State Public Service Commission spoke to the issues noting communities have no control over rates and programming choices…spoke to the communities encouraging them to write to their federal elected officials to change the existing law to allow for negotiations of cable rates… Consensus of those attending that they would propose resolutions in their various communities to change the federal laws…Supervisor Stec noted that he will be pursuing resolutions at both the Town and County level to be sent to US Rep. John Sweeney, Senator Hillary Clinton and Charles Schumer to change the federal laws to allow for negotiated cable TV rates.
