TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER Town Clerk-Darleen Dougher Budget Officer Barbara Tierney Water Superintendent Bruce Ostrander Wastewater Superintendent Mike Shaw IT Coordinator Ryan Lashway Senior Planner Stu Baker Shelter Planning Project Manager Marilyn Ryba DISCUSSION: Water and Sewer Billing Software Bids Supervisor Stec-Discussed with the Board the proposal for new software for billing and collection for the water and sewer bills…Business Automation Services – cost for service $48,060. with annual support and maintenance fee of $5,400. was the lowest proposal. The present program Govern is approximately ten years old, the only other department that is using it would be Community Development who is also looking for newer programs. Noted that the existing program has not done what the Receiver has needed in regard to accounting of unapplied credits but it has fulfilled the water/wastewater department for their needs. Noted that the auditors are not satisfied with the way the present system is working. In order to get this process started and ready for the November billing BAS will have to start this month. Noted November is the beginning of the water billing cycle. Board agreed to have a resolution for Monday night accepting the proposal from BAS. DISCUSSION: Budget Officer Barbara Tierney 1. Cemetery - Resolution forthcoming regarding repair to the Crematory - requested Town Board waive the self imposed rule regarding two bids. Board agreed 2. Insurance –The Governor imposed a tax on health care policies, that was passed along to the employees it was a mandate, the Governor has changed this policy and there is a credit coming. A resolution will be forthcoming 3. Budget Officer suggested that at the organizational meeting to authorize my department to if there are mandated changes that come in regarding insurance, I have the authority to pro-rate it. 4.Renewal for property and causality has come in three thousand dollar increase.. 5.Announced that volunteers will need to be added to the workers compensation policy will need the following information: Number of potential volunteers involved in a project, type of work to be done, duration of volunteer work. DISCUSSION: Intersection of Quaker and Bay Roads 52 SPECIAL TOWN BOARD MEETING 06-08-2009 MTG. #23 1.Mulch has been delivered at the site and more heads are being added to the sprinkler system. … Friends of Hovey Pond work on the site once a week. DISCUSSION: Update on Housing Rehab 1.Received one hundred and ninety five thousand grant for thirteen or more home rehabs. Marilyn Ryba-Reviewed for the Board the housing rehab that has been used in the Town . The last amount of grant money received was a hundred and fifty one thousand two hundred dollars and sixteen projects were done. Starting in 2001 the Community Block Grant money was four hundred thousand dollars and that was twenty projects, the 2005 program which has now closed out twenty one projects at four hundred thousand dollars. The 2008 program we just finished the set up for that, we have got environmental review done, we can start committing money, all the plans, forms everything is updated and ready to give to Stu on Friday. We are predicting for the 2008 program will also be twenty projects. It is not all about numbers it is about meeting standards, such as air quality etc. Queensbury has been ahead of the curve in that understanding. Listed for the Board the various time constrains that must be met. We are in the progress of updating the applicant information, need to watch income verification. Councilman Brewer-Requested a current list of projects that need to be done. Marilyn Ryba-To date the Town has received two million three hundred and forty six thousand two hundred dollars. I have a hundred and twenty eight projects expected, that is what we expected to do but when you look at the homes, that is probably closer to ninety five to a hundred, but we do not know. Target areas focus is on West Glens Falls, South Queensbury because that is what the census data has shown. There are some funds available to be used outside the target areas such as in cases of the elderly or disabled. Lead based paint removal-bid from RTK Environmental will hold bid price for risk assessment for three years. Will need a resolution for the CDBG program at the next meeting. Stu Baker-We will be doing some promoting of the programs. DISCUSSION: Maintenance of outside Cemeteries Councilman Brewer-Requested that Pine View Cemetery Supt. Mike Genier come to a workshop meeting to discuss maintenance of outside cemeteries.
