2009-09-21 SP MTG. #34 243 SPECIAL TOWN BOARD MEETING 09-21-2009 MTG. #34 SPECIAL TOWN BOARD MEETING MTG. #34 September 21, 2009 RES. 308 7:00 pm TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER Representatives of EDC Representatives of West Glens Falls Vol. Fire Company Supervisor Stec-Open the meeting, noted the Councilman Montesi will be here presently. 01. Discussion: EDC Update Mr. Len Fosbrook-listed the following projects 1. Queensbury Business Park-completed the road infrastructure which has been dedicated to the Town and accepted…This park has been highlighted and exhibited through the CEG New York loves Nano Tech Initiative it had been to one international show two national shows and we took it to three regional bio medical shows. This park is also marketed through our website. 2.Marketing and Business attraction – spoke on over all plan that has been in existence for eight or nine years … they are long term objectives. . 3.Business assistance-ongoing outreach-meet with members and other businesses in the community, we have met with seven Queensbury based companies… we serve as the point of entry for perspective companies and developers. We act as a conduit for assistance from any of the County and State Agencies, IDA, County LDC, New York State Economic Development. Congressman Murphy has put us in for an eight hundred and fifty thousand dollar appropriation, eight hundred thousand of that would go for the continuing cost of the expansion of the runway at the airport and fifty thousand to us to conduct engineering studies, on the feasibility of developing a ninety six acre lot inside the fence on the airport property to create an airport technical aviation / industrial park .. 4.In the process of being certified as a Foreign Trade Zone for the County. We serve as the administrative agent for the Queensbury Economic Development Corp. we maintain the financial records, audits, statements, and tax returns. 5.Exit 18 Corridor – construction to start this year… developing a vision for the Exit 18 Corridor, so we have something to take out to developers, private industry, major real estate players to show them the potential of the area. Councilman Brewer-We extended the corridor up to Stewarts and we want to promote that Carey Park we are not going to invest in that park because it is private is that correct? Mr. Fosbrook-It is privately owned, we are investing in the sense we are publicizing it, we would like to do if we could get a grant for an engineering study for sewer, however we would not be able to get grants for the sewer system in there until we had a tenant that required it, then we could go to the State and ask for money. Meeting with Empire State Development Officials that is a topic to be discussed what are the requirement going to be for sewer and water infrastructure. Councilman Strough-We could fund the sewer extension and then get reimbursed once the district is formed. I think we need a sewer now. 244 SPECIAL TOWN BOARD MEETING 09-21-2009 MTG. #34 Mr. Fosbrook-Reviewed for the board the Carey Industrial Park … and the surrounding area… Requested of the Town Board for next years budget $120,000. Supervisor Stec-2009 Town Budget for EDC was $100,000… if we tie in to a figure of 1% of our general fund budget as the norm for their budget amount, it would become more predictable for EDC … EDC Member-I think that is a very defendable proposal. Noted there is a comprehensive development plan for the entire County, these are projects that are worked on for years. Councilman Strough-Questioned the status of the road from Quaker to Queensbury Avenue? EDC Member-Mr. Macri is on board conceptually and we have talked to the people who are looking to putting the training center in, they are also fine with it, it is forefront in our mind to have that happen. Councilman Strough-It is better to have multi access points especially to an industrial park. EDC Member-Reviewed the status of Angio Dynamics and its growth potential in Queensbury. Supervisor Stec-Spoke about burying conduit on major arteries in the Town for use by fiber optics etc. in the future already in place from Main Street to Luzerne Road…trying to think ahead. 02. Discussion: WGFVFC 2010 Budget and Apparatus Request Supervisor Stec-The Town received your 9/6 letter proposing two years worth of budget numbers, and also you wanted to talk to us about a truck replacement request, also looking at your proposed 2010 contract numbers. Looking for three twelve in operations the 2009 contact was an even three hundred that represents 4% in operations. Insurance is thirty four and you are looking for which is up from thirty two, your debt is the same and you did add in a hundred thousand dollar request for a vehicle. With out the hundred thousand the total is 501,100 which is 2.9% over last year. Questioned the insurance amount, is it because of a second station? Representative of WGFVFC-We do pay insurance for the second station, still respond two trucks from that site. Will ask our attorney regarding who should be paying the insurance on the building. Councilman Metivier-Questioned if the Town would do an RFP on all insurance for the Fire Companies? Supervisor Stec-We have talked about that, I think if the five fire companies pooled your buying power and you put out an insurance proposal and shop as a group, each company would have their own policy you could save money. Requested that Councilman Metivier head up the project of pooling buying power on insurance policies. Councilman Metivier-If the five fire companies are willing can I get a copy of your policies…. Supervisor Stec-The MMA report is done, the study says you have four heavy rescue and two aerial and we think you should pear down four heavy rescue as they age out to two heavy rescue before you replace the old aerial. 245 SPECIAL TOWN BOARD MEETING 09-21-2009 MTG. #34 Representative of WGFVFC-We have approached the Board four times on replacing tower four the truck does not meet NFPA standards. Looking at a demo unit to be purchased from a local dealer. Mr. Bob Dunn-Gave a presentation on the proposed purchase and history of the purchases of apparatus for West Glens Falls Vol. Fire Co. Recommendation of MMA for two aerials in the town … life of vehicle approximately thirty years…the existing vehicle is thirty four years old…right now we have six pieces of front line apparatus, four paid for through fund raising and two from town monies...looking at an apparatus that is not only aerial piece but also it carries a pump, hose and water on it…reviewed for the Board the existing units that WGFVFC has in their fleet and comparing it to the MMA Report. Councilman Strough-We are going to have to take look at the five companies their twenty five year programs, the MMA study and look at what is the best way and the way the taxpayers will accept this. I also realize the age of your vehicles, and the safety issues and the need, I am with you all the way, but we cannot possibly get five companies five vehicles this year, we are going to have to sit down and say how can we get these companies what they need we need to sit down and work this out. Supervisor Stec-There are four companies that have not had a piece of apparatus bought in the last two years, South has two engines that are aging, this piece of equipment of yours does not owe anything to anyone, Bay Ridge and North have both been pushing a two for one engine tanker replacement, the good news about North since they are debt free and having some money this is the first year of their three year contract is basically flat over those three years but they can purchase an apparatus two for one and not change their budget. Looking at it from the financial end that one is an easy one to get moving of the three remaining who is next? Representative of WGFVFC-The truck we need is a 100’ aerial the reach need for houses that sit back from the road. This will have a ladder on it to use for rescue. Councilman Strough-Will that be the primary responder to all residential fires? Vendor-Yes. Noted there will be more people that will be able to drive this apparatus over the existing one. The demo units are used for demonstration purposes they are then gone over and the warrantee does not start until it has been placed in service. Truck will also function as a Class A function. Reviewed the specs on the vehicle. Supervisor Stec-What is the cost of the truck? Representative of WGFVFC-Eight seventy six looking at Glens Falls National for financing, 15 note at 4% monthly payment $6500. with a five year renewal. A 15 year loan with a three year renewal it would be $6200. interest 3.35% A 10 year with a three year renewal with a 3.35% the payment $8561. per month A 10 year with a five year renewal at 4% payment would be $8832. per month A 20 year note at 4% would be $5300. on a five year renewable and a 20 year note at a three year renewal would be $5,000. a month at 3.35%. If you stay at a 15 year loan vs 20 year you would save $90,000 a year in interest. First Republic Bank – 9384. a month 10 year note 5.9% interest fixed Supervisor Stec-We will be talking to the other companies in October and we will review the MMA Report… Representative of WGFVFC-Spoke on the MMA report did not see any concerns addressed in the report after the draft was released. Disappointed in the report in that they did not get together with us and drive the districts and see what we have to do, I believe all the Chief’s were in agreement with that.
