2009-11-09 SP MTG.#41 SPECIAL TOWN BOARD 11-09-2009 MTG. #41 328 SPECIAL TOWN BOARD MEETING MTG. # 41 NOVEMBER 9, 2009 RES. 348 7:45 p.m. TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER REPRESENTATIVES-BAY RIDGE VOLUNTEER FIRE COMPANY SOUTH QUEENSBURY VOLUNTEER FIRE COMPANY SUPERVISOR STEC-Opened the Meeting DISCUSSION: 1.Bay Ridge Vol. Fire Company 2010 Contract Supervisor Stec-They wanted to review the contents of a letter that they sent and how that might impact the contract for the next year or two. Representative of Bay Ridge Vol. Fire Company-We asked for a two and a half percent increase… to re-engineer our oil delivery system from outside to inside we got two quotes 51,800+- including engineering the other quote 46,780 with no engineering stamp…Reviewed for the board their 2010 Adjusted Budget removing two trucks from service will allow company to take funds from maintenance to allow usage of equipment on board the trucks for use in new vehicle also cutting equipment in that line item will allow payment on the new truck…no increase to the budget…$69,700. payment each year over a period of ten years… Supervisor Stec-We have set a public hearing on the truck for next Monday…you have proposed a two year contact through 2011, pays for the first year of the ten years without increasing the budget…what about years two through ten? Representative of Bay Ridge Vol. Fire Company-If the economy stays the same and hold the fixed expenses, I think we can maintain that and carry it thorough. I cannot say we wouldn’t ask for a slight increase depending on the economy. Supervisor Stec-No one is saying we are not going to replace the trucks, but how quickly and in what order and at what rate of increase to the taxpayer. Representative of Bay Ridge Vol. Fire Company-We have around sixty three thousand dollars in our current truck fund, we took seven thousand out of the Fire Company supplemental, we put seventy thousand dollars down at contract signing and then in April in 2010 with the extra $30,000 in the 2010 budget we took another six thousand out of the fire company fund raising money to put down thirty six thousand so we made half a payment in March or April of 2010 and the full payment starts in April 2011, they were receptive to that. Councilman Strough-Questioned if the Company could give the Town a three year plan? Representative of Bay Ridge Vol. Fire Company-We do not have a problem with that. The only thing we are concerned about is fix expenses depending on the economy. Councilman Strough-If everything stays consistent then we want you to live by a certain budget. Supervisor Stec-If you can get to us before Monday a clean copy of a proposed ten, eleven and twelve contract that shows you can make this work with roughly inflationary SPECIAL TOWN BOARD 11-09-2009 MTG. #41 329 kinds of numbers, that would still leave uncertainty on years three thorough ten but we will cross that bridge when we get to it. Update the 2010 to reflect the bottom line oil spill numbers. Councilman Brewer-Are you going to wait on the $40,000 storage building? Representative of Bay Ridge Vol. Fire Company-Yes. Councilman Strough-When would be the next replacement truck? Representative of Bay Ridge Vol. Fire Company-2018. Councilman Strough-Spoke about a vehicle replacement fund not dedicated to any company. Supervisor Stec-Noted that the MMA Report does lay out replacement schedule. We are having a public hearing on the truck but I think the whole three year plan is probably in integrals part of that decision, would like to set a public hearing on a three year contract for Bay Ridge. Supervisor Stec-Spoke again to the companies about shopping as a group for insurance, lawn care, janitorial work… Board agreed to designate Councilman Metivier as the insurance coordinator for Fire and EMS… Board also spoke about energy audits being done on the fire and ems buildings 2.South Queensbury Vol. Fire Company 2010 Contract Representative of So. Queensbury Vol. Fire Co.-Noted that they have not met up the neighbor regarding the property line. Regarding the mortgage we owe $123,000 … To pay it off by the end of next year it would be ten thousand dollars a month. Supervisor Stec-That is not going to happen.. I do not have a problem accelerating it, if the goal is find a way to this done without a huge increase off the bat, the way to do it is to get rid of the older debt first… Representative of So. Queensbury Vol. Fire Co.-Our plan is we have approximately seventy seven thousand in our truck fund, if we do not have that money for a truck we would have to finance the truck for a higher amount…with seven new air packs and some hose…if we continue making our mortgage payments at fifty five thousand three hundred and ninety eight, we would have to come up with seventy two thousand at the end in December 2010, the only option is to take the truck fund money and pay it off… Councilman Metiver-When would you start making payments on a new truck? Representative of So. Queensbury Vol. Fire Co.-Thirteen to fourteen months. Noted the truck has not gone out to bid. Councilman Montesi-Once your mortgage is paid that money can be used for the truck. Representative of So. Queensbury Vol. Fire Co.-length of loan for truck-ten years… Councilman Strough-When would the next replacement be? Representative of So. Queensbury Vol. Fire Co.-We have an 88 and an 84…we are saying five to seven years. SPECIAL TOWN BOARD 11-09-2009 MTG. #41 330 Discussion held on the writing of the specification…fire company wrote their own specs and sent them to seven different vendors. Board questioned if the company looked at demo trucks? Representative of So. Queensbury Vol. Fire Co.-Yes… Councilman Metivier-You came with a 2011 flat budget with a truck could you do a three year flat budget? Councilman Strough-Two hundred and sixty five for 2010, what are you looking for in 2011 Representative of So. Queensbury Vol. Fire Co.-Two hundred and sixty nine. Councilman Strough-And that will be the trend. You would not have a problem submitting a three year? Representative of So. Queensbury Vol. Fire Co.-We submitted a three year last year.
