2004-04-12 SP MTG17 558 SPECIAL TOWN BOARD MEETING 04-12-2004 MTG. #17 SPECIAL TOWN BOARD MEETING MTG. #17 APRIL 12, 2004 RES. 205 - 207 7:00 p.m. TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN JOHN STROUGH-absent COUNCILMAN TIM BREWER TOWN OFFICIALS Highway Superintendent Rick Missita Deputy Highway Superintendent Mike Travis Cemetery Superintendent Mike Genier Supervisor Stec-Introduced the Town Board Members noting that Councilman Strough is on vacation and will be absent tonight. ?? HIGHWAY DEPARTMENT SATELLITE BUILDING DISCUSSION Highway Superintendent Rick Missita gave an over view of the size constraints that the department is faced with at the present site…spoke on the various pieces of equipment that are not under cover….six pieces of equipment are stored at the West Glens Falls pole barn in the winter…requesting that the Board consider a building on the west side of the Town ..several locations have been looked at in the past, two on Luzerne Road both are vacant lots privately owned or the Town owns 7.2 acres of land on Big Bay… Size of building proposed would be one hundred and twenty by a hundred and fifty feet, estimated price six hundred and fifty four thousand dollars .. regarding utilities: town water, gas, and electricity are available. Reclamation project underway on the Town’s property, planting of trees…Discussion held regarding materials being dumped on the Town’s property letters have been written regarding the removal of the materials. Board discussed what the proposal of a full time garage would do to the character of the neighboring properties…noted that the present location would house the maintenance and half of the equipment the other half would be relocated to the new proposed site with the offices.. Discussion held regarding the advantages of having the equipment undercover vs. outside…also the use of the original building for expanded office space…need to know the O&M costs on the new building .. Financing of project-bonded for twenty years, use of yearly savings from Highway Budget to be used for paying off portion of bond…Consensus of the Board to wait a few months to see if steel prices come down before any decision is made… Discussion held: purchase of used Garbage Truck from Albany DPW via William Clark under ten thousand dollars – to be used for spring and fall yard waste and Christmas tree pickup… Board agreed to have the shop foreman check the vehicle out and report back. ?? CEMETERY MAINTENANCE 1 - CEMETERY DEPARTMENT – MIKE GENIER 559 SPECIAL TOWN BOARD MEETING 04-12-2004 MTG. #17 Cemetery Superintendent Mike Genier-passed out list of duties for various positions in the Cemetery…Board agreed to have the Supervisor, Town Counsel and Mr. Genier sit down and review the positions later this week. Discussion held on fence bidding-nine to ten to bid on the fence… ?? LAKE GEORGE – DUNHAM’S BAY BOUY MOVING Carol Fuchslocher-President of the Dunhams Bay Association and Lenton Simms, Secretary- presented to the Town Board the following proposal: gave statistical data regarding the number of boats that go in and out of the bay…around three percent of the boats on the lake use this Bay…the area of the bay is a half of a percent of the entire lake…Marina and launch boats represent fifty percent of the three hundred thirty five boats in the bay…typical day a boat goes in or out of the bay every forty seconds on average…requesting to move the markers out to the head or throat of the bay Board agreed to moving the bouys…need to survey the area to place the bouys…have Counsel review the proposal… ?? FIRE ADVISORY COMMITTEE DISCUSSION Supervisor Stec-presented the Town Board with a proposal on Fire Advisory Committee - we are looking for advice, a group that has more expertise than we do on fire matter… to give us suggestions or recommendations … five points: 1. Advisory to Town Board (we create, appoint members, reappoint annually) 2. Meet as needed or at least twice each year 3. Non binding recommendations (meet on large purchases) and budget request reviews every two to three years .. Misc. items that may come up 4. Five to nine Members - Town of Queensbury Residents - One member from each of the fire districts 5. The majority of the members will possess extensive fire operations knowledge …not current Presidents or Chiefs of Fire Companies… Discussion held-Supervisor asked that each councilperson give him a name from all five districts…Councilman Brewer-I think if we are going to have a committee that is going to look at budgets, going to look at purchases they should not be a member of the organization they are looking at budget and purchases that they are making. Councilman Boor-noted good advice can be had from persons from another community…it is strictly advisory…Councilman Brewer-noted he felt that there doesn’t have to be a member from each fire district…Councilman Turner- noted he felt that the Board can find one person from each fire district…Councilman Boor-Questioned if a fire company would have to go before the advisory committee regarding large purchases before they come to the Town Board? Supervisor Stec-yes. The committee would make a recommendation to the Town Board…Councilman Brewer-need to have the five year plan and inventory from the fire departments. ?? GLENS FALLS SYMPHONY CONTRIBUTION Discussion held regarding contribution from the Town to hold concerts in the City…eight concerts, four in City Park and four at the band shell at Crandall Park…noted it was not in the Town Budget, will look at this in next years budget… ?? OUTDOOR FURNACES Supervisor Stec-Noted that the moratorium is still active. 560 SPECIAL TOWN BOARD MEETING 04-12-2004 MTG. #17 Discussion held: Proposal to allow the furnaces in certain zones, only allow certain fuels, minimum lot size and set backs, limit on months of operation, would require a permit and would be revocable, that authority would be the responsibility of the fire marshals, certain nuisance situations, opacity very standard nuisance language…the fire marshal could remove the permit under certain conditions noted that there are fines involved. It would allow grand fathering of the ones that exist and allow new ones if they met the criteria. Copies of the proposal given to the Town Board Members for their review and comment, workshop to follow. ?? TOWN BOARD DISCUSSION ITEMS Councilman Brewer-Luzerne Road-needs to be cleaned up Supervisor Stec-Noted that this is QECD property, will contact them on this. Councilman Brewer-Junk Yards in general will speak about this in an executive session.
