1. Minutes of April 1, 1981 meeting approved.
2. Public Hearing Subdivision #4-81, Kelly Carte - to divide one lot
into two lots at the corner of Lupine Lane and Arbutus Drive in the
Old Forge Park Subdivision. Kelly Carte present. The character
of the area seems to be double size lots. Neighborhood seems to be
opposed to divided lots. Motion by Montesi seconded by Dybas to
disapprove this request. Motion carried unanimously.
3. Stonemere (West Mountain Development Corp.) Subdivision #7-80,
Northwest Road. Michel Brandt and G. Armando present. Motion by
Montesi seconded by Mann to grant Final Approval of Map #1 of
Phase I of Sector II. This does not include all of Sector II, only
that of Map #1. Motion carried unanimously.
4. Subdivision #3-81, William Kostechko, 15 lots off Aviation Road
east of Eldridge Road. Torn McCormack present on this subdivision.
Motion by Mann seconded by Montesi to grant Preliminary Approval.
Motion carried unanimously. Public Hearing scheduled for June 3,
1981 meeting.
5. Off-Premises Sign No. 12, B.P.O.E. (Elks Club) Harry Moon property
corner of Bay and Cronin Roads. Gerald Yole present representing
the Elks Club. Motion by Dybas seconded by Mann to table until the
June 3rd meeting. Motion carried unanimously. The Board would like
to see if 2 or 3 signs could be put up on a single pole, uniform
in nature and be an asset to the corner.
6. Variance NO. 707, David arid Colleen Cook - to Þuild a dwelling on a
lot that does not front on a public street on the property situated
off Twin Channels Road and on the Hudson River. Motion by Mann and
seconded by Dybas to recommend approval of this variance. Motion
carried unanimously. Recommendation for approval based on the following:
1. Part of road has been maintained by the Town for years. 2. Applicantl
have deeded easement to get to the property. 3. Fire and emergency
vehicles should have ready access to this property. 4. It is reason-
able use of the land. David Cook was present for this variance.
7. Variance No. 708, Robert ändJoyceEggleston - to place a dwelling on
a lot that does not front on a public road on the property situated
off Twin Channesl Road on the Hudson River. Joyce Eggleston present.
Motion by Mann seconded by Dybas to recommend approval of this variance.
Motion carried unanimously. This recommendation for approval based
on the same reasons as stated in Variance 707 above.

8. Variance No. 709, Timothy and Linda Harrington - to place a swimming
p~ol in the side yard in lieu of the rear yard on the property
sltuated at 27 Everts Avenue corner of Patton Drive. Linda Harrington
present. Motion by Mann seconded by Dybas to recommend approval.
Motion carried unanimously. There is more than adequate yard space
and septic tank field denotes where pool can be placed.
9. Variance No. 710, Stanislaw Kostek, Stan's Seafood Specialties - to
place a 16 ft. by 36 ft. addition to restaurant in M-2 Zone on the
property situated at 284 Bay Road. Stan Kostek present. Motion by
Dybas seconded by Mann to recommend approval. Motion carried
unanimously. This is an expansion of a non-conforming use restaurant
in a light industrial zone. The Board sees no problem with the
expansion of parking lot and drive around building. The Board feels
this will improve the area.
10. Variance No. 711, Robert Eldred, Sr. - to operate a dog kennel as
part of Pet Shop in an R-4 Zone on the property situated at 20
Richardson Street. Robert Eldred, Sr. present. Motion by Mann
seconded by Montesi to recommend disapproval of this use variance.
Motion carried unanimously. Recommendation based on the following:
1. From planners point of view not a good place to establish a
kennel. 2. Very high residential area. 3. No water. 4. No real
formal plans for a top-notch kennel. (NOTE: Applicant withdrew
this variance May 7, 1981)
11. Variance No. 712, Guy Bevins - to construct a dwelling on a lot that
does not front on a public road in R-3 Zone on the property situated
south off Corinth Road, 2 miles west of the Northway. Motion by
Dybas seconded by Montesi to recommend approval of this area variance.
Motion carried unanimously. Guy Bevins was present. The Board
recommend approval as it is good use of the land and the right-of-way
is being used on a règular basis.
12. Variance No. 713, Levi and Jacqueline Brown - to convert a preexist-
ing single family dwelling to a multi-family dwelling in C-3 Zone
on the property situated at 99 Lower Dix Avenue. Levi Brown and
Attorney Scott Walling appeared on this variance. Motion by Dybas
seconded by Montesi to recommend approval of this use variance.
Motion carried unanimously. This house has not sold for two years.
The Board feels that this is gQod use of this building.
13. Variance No. 714, Samuel L. Peca dbaAudio Genesis - to construct
an addition to retail store with 5 ft. side and rear setbacks in
lieu of the required 20 ft. side setback and required 50 ft. rear
setback, with lot coverage of 46% in lieu of the permitted maximum
of 40% in a C-2 Zone on the property situated on the south side of
Quaker Road. Samuel Peca present. Motion by Montesi seconded by
Dybas to recommend disapproval. Motion carried unanimously. The
Board did not have enough information to make a good decision. It
seems as though 60 - 70 percent of the lot will be covered with
building and blacktop.

14. Variance No. 715, Zayre Department Store - to replace existing
non-conforming sign with a less non-conforming sign in C-3 Zone
on the property situated at Route 9, Miller Hill. Motion by Dybas
seconded by Montesi to recommend approval of this sign variance.
Motion carried by vote 3 yes and 1 no. Robert Platt present on
this variance. This recommendation is with the condition that
this sign meets the 1986 sign ordinance requirement to conform.
15. Subdivision #10-80, Southern Exposure, 32 lots Corinth and Sherman
Island Roads, Robert McDonald-Developer. Raymond Buckley PE was
present representing the developer. Motion by Montesi seconded
by Mann to grant Preliminary and Final Approval of this subdivision.
Public hearing was held Dec. 3, 1980. Still need State Health
Dept. and Town Water approvals. Motion carried unanimously.
