2003-08-05 Queensbury Recreation Commission Minutes of the August 5, 2003 regular meeting held at Glen Lake Canoe/Car top Access Area, Town of Queensbury. Chairman Doug Irish called the meeting to order at 7:30 a.m. Present: Commissioners Etu, Fusco, Irish, LaBombard, Maine, Staff Present: Director Hansen, Assistant Director Lovering, and Aquatics Director Carr Also attending: R. Boor, Town Board Liaison Approval of Minutes: Moved by Commissioner Maine, seconded by Chairman Irish to approve the minutes of the July 1, 2003 regular meetinK All members present approved. Communications and Remarks from Visitors: The following letters were briefly reviewed: (see file for letters) · Open Space Institute letter from Dan Luciano regarding contents in barrels not being toxic or hazardous · Bay Ridge Fire Company regarding installation of dry hydrant at Glen Lake site and use of existing house at site for fire company training. A motion was made by Commissioner LaBombard, seconded by Commissioner Maine authorizing the fire company to use the building for training, · Bob Hafner's letters regarding the Klak property. · Memo of Marilyn Ryba on meeting between Open Space, Community Development and Recreation Commission. · Financial Report: Copies of the Parks and Recreation Department's Budget Control Report were distributed with the mailing. Budget is currently being worked on and will be reviewed by budget committee Unfinished Business: · Park Project Status Report (see report dated 08/01/03) reviewed: o Hiland Park Area (Klak Property) closing will take place in August, Director Hansen and Commissioner Maine will develop Request For Proposal (RFP) for wetland delineation. o Glen Lake area will have a dry hydrant installed to provide a 12-month source of water for fire protection. Demolition of the house will coincide with other demolitions by the Town. o Faith Bible Property letter from Dan Luciano (see above) o Hudson Pointe Trail Bridge has been closed due to winter damage. It will need to be taken down. e- Ridge/Jenkinsville discussion on parking areas, fences and other planning committee issues. The Chairman expressed his concern with the lack of progress in developing a Park Masterplan for each of the towns parks. The Commission voted to hold month planning meetings to address the issues of park planning and construction projects beginning in August and starting with Ridgejenkinsville. o New Business · Discussion on need for additional monthly meetings. It was decided that additional Planning Committee meeting would take place each month with the first one scheduled for the third Tuesday of August, which is August 19th at 7: 3 0 p.m. Any and all Commissioners are invited to attend. · Open Space Vision for Town of Queensbury was distributed with packet. · Bay Meadow Development discussion did not materialize due to lack of reliable and contradictory information. Committee Report Hovey Pond-Chairman Irish discussed mowing irregularities and the possible bidding out of maintenance of this park. It might be to the Commissions advantage to have a comprehensive plan for plantings and design for this park. The Chairman directed Harry Hanson to arrange a meeting with landscape architect Jim Miller and the Commission to discuss a plan for Hovey Pond. Adjournment Motion made by Commissioner Maine, seconded by Commissioner Etu to adjourn at 8:35 a.m. A tour of the building on the Glen Lake site took place.
