1999-09-07 QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING SEPTEMBER 7, 1999 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury held Tuesday, September 7, 1999 at the Queensbury Town Office Building, Queensbury, New York. Chairman Simmonds called the meeting to order at 7:00 pm. PRESENT: Commissioners Auer, Hersh, LaBombard, Maine, Schachner and Simmonds ALSO PRESENT: Aquatic Supervisor Herald and Director Hansen ABSENT: Commissioner Carusone VISITORS: None APPROVAL OF MINUTES Commissioner Maine made a motion, seconded by Commissioner LaBombard to approve the minutes of the August 3, 1999 meeting. There were no corrections and the motion was unanimously approved by voice vote. COMMUNICATIONS AND REMARKS FROM VISITORS The director reviewed the items of correspondence included in the monthly packet beginning with the Recreation Commission's Hudson Pointe Nature Preserve (HPNP) memo. The director pointed out that the Open Space Institute (0.5.1.) would follow-up the commission's letter with a note to the Town Board in hopes of speeding up the process (Nature Preserve property officially accepted by the town). The commission also discussed the need for a new town HPNP park sign on the Corinth Road (similar to other park signs) and the director will make the necessary arrangements to purchase and erect same. The other items of correspondence were briefly reviewed and there were no further comments. Faith Bible Church ProDertv - Discussion The director reported on Dan Luciano's phone call this am outlining the Faith Bible Church's response to the commission's/department's recent property boundary proposal to redraw the SE boundary corner. He relayed that the church had indicated (to OSI) that they would not consider changing the boundary line as suggested on the revised map faxed to OSI in mid-August. There was considerable discussion and it was consensus that the director contact OSI to arrange a meeting with church representatives in order for the commission to discuss the matter "face to face". It was agreed that this would be beneficial in explaining the commission's/department's reasoning for requesting the new boundary line. Chairman Simmonds updated the commission on the progress at the Freedom Park site and there were no further comments. Joint School/Commission Meetina - Discussion The director highlighted the recent meeting of department staff members with school officials and reported that Queensbury School Superintendent Lomanto was anxious to convene a joint meeting of the respective organizations as soon as possible. Commissioner LaBombard, the joint committee chairman, agreed to coordinate and schedule the meeting and then advise all concerned through the department. DeDartment Year 2QOO Budaet The director distributed copies of the department's tentative budget for the upcoming year (summary & highlight sheets) and there was discussion on the salary category and the items mentioned in the supply & materials column. It was pointed out these were "tentative" budget figures and that the commission/department would have at least 60 days to make changes and discuss the budget with the Town Board. Winter Swim Proaram/Fees .. Charaes - Discussion The director and Aquatic Supervisor Herald briefly outlined the departments intentions regarding increased usage and programming at the Queensbury School pool facility, this coming winter. It was explained that with a new aquatics supervisor on staff, the department was confident it could substantially increase indoor aquatic opportunities for residents. In addition, it was mentioned that the departments entire aquatics program would be thoroughly evaluated this winter in terms of fees and charges. This would be -2- the first step to hopefully attempt to not only equalize revenues and operating expenditures, but also to give added value and commitment to those participating in aquatic programs and facilities. There being no further business, the commission meeting was adjourned at 8:14 pm.
