1999-08-03 QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING AUGUST 3,1999 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury held Tuesday, August 3, 1999 on the grounds of the Faith Bible Church Ogden Road, Queensbury, New York. Chairman Simmonds called the meeting to order at 6:30 pm. PRESENT: Commissioners Auer (7:07pm), Carusone, LaBombard, Maine and Simmonds ALSO PRESENT: Councilman Tucker, Aquatic Supervisor Herald and Director Hansen ABSENT: Commissioner Hersh (ex) & Schachner (ex) VISITORS: None APPROVAL OF MINUTES Commissioner Carusone made a motion, seconded by Commissioner LaBombard to approve the minutes of the May 4, June 1 and July 6, 1999 meetings. There were no corrections and the motion was unanimously approved by voice vote. COMMUNICATIONS AND REMARKS FROM VISITORS The director briefly reviewed the three items of correspondence included in the monthly packet and there was no further discussion. Recreation Commission Survey Recommendations The director distributed copies of the "draft" recommendations/cover letter and after some discussion it was the consensus that the long-range goals should be re-titled, "Mission Statement". This will be changed, re-printed and along with entire document given to the Town Board at an upcoming meeting. The director was instructed to check with the supervisor for the next available meeting date and then advise all commission members. Bav Ridge Fire Comoanv Prooertv Discussion The commission discussed their recent tour of Bay Ridge fire station #2 on Glen Lake Road, which is being offered for sale. It was agreed, due to a number of factors, that at this time, the site is not suitable for recreational use. The Chairman was directed to draft a letter to the fire company with a copy to the Town Board. Faith Bible Church Prooertv The director updated the commission on the status of the Faith Bible Church - Open Space Institute (OSI) property negotiations and displayed a map of the church property. He pointed out the new boundary lines, both visually and on the map, delineating the area the church wants to retain. After a short walk of the area, it was agreed that the remaining property (approximately 70 acres) still had potential as a future park site. Therefore the director was instructed to relay the commission comments, including a "new" southeast corner boundary line proposition to OS!. The latter would ensure that the entire track area, including a substantial portion of the access trail to the property on the river, would be available for public use. The director will re-draw the southeast boundary line and contact OSI regarding this revised proposal. MONTHLY DI:PARTMENT REPORT The director distributed a supplemental list of 1999 summer employees and also briefly highlighted many of the ongoing seasonal programs being offered by the department. He also displayed the plaque of appreciation that will be presented to Mr. and Mrs. DeSantis in recognition of their donation (Hudson River Park property). Hudson Pointe Preserve - Site Visit A copy of the Open Space Institute (051) letter to the Town Supervisor, 12/12/98 was distributed and the director outlined the circumstances as it related to ownership of the 83.5 acre property. He explained, based on the Hudson- Pointe Planned Unit Development Agreement, that the nature preserve area had reverted to town ownership, effective July 1998. Furthermore, OSI was both anxious and prepared to convey title to the property, as a means of officially clarifying that fact. Therefore, the commission's input from a park and recreation standpoint, had been requested in order to expedite that conveyance. The commission proceeded to walk the nature preserve foot path including the wetland boardwalk/observation area bridge. It was the consensus that the Hudson Pointe -2- Nature Preserve was quite unique and should be added to the Town's park system. The chairman was directed to draft a memo to the Town Board with a copy to OSI, recommending acceptance of the parcel. There being no further business, the commission meeting was adjourned at 8:41 pm. The next meeting will be held on September 7, 1999, beginning at 7:00 pm, in the Supervisor's Conference Room #37 at the Queensbury Town Office Building. Minutes prepared by Harry R.
