QUEENSBURY RECREATION COMMISSION
MINUTES OF MEETING
JUNE 1, 1999
Minutes of the regular meeting of the Recreation Commission of the Town of
Queensbury held Tuesday, June 1, 1999 at Hovey Pond Park, Queensbury, New York.
Vice-Chairman Carusone welcomed all those in attendance.

REMARKS FROM VISITORS
Director Hansen introduced Diane Herald, the department's new Aquatics Supervisor
and he briefly outlined her program responsibilities.
Vice Chairman Carusone welcomed representatives of the Friends of Hovey Pond (FHP)
group and mentioned the Hovey Pond Park Memorial Garden request which had been
faxed to the department. The subject of the donation of concrete picnic tables and the
possible replacement of park benches was also discussed. M.L. Gosline, B. Eddy and
other FHP members commented on the group's (FHP) need for funds in order to be able
to purchase the floral arrangements which were displayed annually at the park. It was
pointed out that the memorial garden donations were the FHP's way of generating
revenue for the flowerbed. The commission agreed but pointed out that the FHP, per
the Town Council's memorandum, was not permitted to solicit funds without the
Recreation Commission's knowledge and authorization beforehand. The commission
also explained that inasmuch as the park was a town facility, that all work by the FHP
group needed to be communicated to and coordinated with the department.
A number of FHP members commented on the location of the sign denoting the Bob
Eddy Botanical Gardens. It was explained that this was an alternate site chosen
because of its suitability. The original location selected by the commission last fall
(above the garden's entry trestle) was found to be unstable at the time the sign was to
be installed. Therefore, the location high above the planter at the rear of the gardens,
was selected by the director as an alternate. There was no further discussion and
Chairman Simmonds thanked the members of the FHP group for their continued efforts
at the park.
APPROVAL OF MINUTES
Chairman Simmonds called the meeting to order at 7:54 pm. It was decided that
inasmuch as the monthly packets including the minutes had not been received prior to
the day of the meeting (delayed by mail delivery), that the commission had not had a
chance to read and review the minutes. Therefore, is was agreed that approval of the
April 6, 1999 meeting minutes would be tabled until a later date.
COMMUNICATIONS
The items of communication were briefly reviewed by the director and Chairman
Simmonds outlined her proposal for the upcoming July meeting. She explained that the
commission needed to finalize the long term program-facility survey recommendations.
She suggested a special workshop meeting prior to the regular business meeting in July
to achieve this goal. Immediately following the business meeting, a tour of the Glen
Lake Road firehouse site would be scheduled. The commission agreed and the director
will remind all members in a memo beforehand.
Hudson River Park (HRP) Dedication
Chairman Simmonds reviewed the plan for the HRP dedication ceremony including the
date, time and events planned. The director also relayed the staff's plan for a children's
fun day (cookout, games, etc) in August at HRP. Both events were approved by the
commission and there was no further comment.
C. York & M.L. Gosline requested formal authorization to expend memorial garden
funds. Commissioner Carusone made a motion, seconded by Commissioner LaBombard
that the FHP be authorized to expand the funds they solicit for the flowerbed. The
motion was unanimously approved.
There was also discussion on the maintenance and upkeep of the park and the use of
power equipment by FHP group volunteers. The director was instructed to research the
question of liability to determine if these volunteers were covered insurance wise and
advise M.L. Gosline thereafter.

MONTHLY DEPARTMENT REPORT
A brief verbal monthly report was presented by the director and there were comments
about the town-wide mailing of the summer brochure and the opening of the pool on
Memorial Day weekend.
There being no further business, the commission meeting was adjourned at 8:34 pm.
The next meeting will be held on July 6, 1999, beginning at approximately 7:00 pm, in
the Supervisor's Conference Room #37 at the Queensbury Town Office Building. The
commission was reminded that the regular meeting will be preceeded by a workshop
beginning at 6:30 pm and then followed by a tour of the Glen Lake Road firehouse site
at approximately 7:45 pm.
