1993-05-12 QUZENSBURY RECREATION COMMISSION MINUTES OF MEETING MAY 12, 1993 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury, held Wednesday, May 12, 1993, at the Gurney Lane Recreation Area, Queensbury, New York. Chairman Simmonds called the meeting to order at 7:02 p.m. PRESENT: Commissioners Auer, Hersh, LaBombard, Maine and Simmonds ALSO PRESENT: Director Hansen and Ass't. Director Lovering ABSENT: Commissioners Carusone (ex) and Labatore (ex) VISITORS: None COMMUNICATIONS The Commission briefly reviewed the items of correspondence included in the monthly packet and Chairman Simmonds mentioned that at least two members of the Friends of Hovey Pond group had called to inquire why the handicapped fishing access had not been mentioned in the letter. The Director had also been questioned on the same subject and responded by pointing out that many of the facilities being installed at the park were not mentioned in the letter (i.e the bridge, walkway, time line, etc.). He explained that the group (FHP) should not be concerned with those park items or areas which they (FHP), were not directly involved with. There was further discussion and the Commission was pleased with the Chairman's letter which clearly outlined both the Commission's responsibility as well as the direction this group (FHP) should be following. The Director explained the Summer Program Recreation Proposal and highlighted the special Town Board meeting (5/6/93), at which the proposal was adopted. He relayed some of the comments expressed by board members that evening and at the subsequent meeting on Monday, May 10th. Even though the proposal was unanimously approved on the 6th (4 in favor and 1 absent), there was considerable disagreement on the 10th including a motion to rescind the previously approved motion (fee approval). The new motion was defeated, however. Nonetheless, at least two board members expressed dissatisfaction due to the lack of public input in the process (setting fees), as well as the initial proposal (fee schedule), being approved at a special meeting. In any case, the fee schedule recommendations -2- originally adopted by the Board at their 5/6/93, meeting remain in tact and will be implemented by the Department this corning summer. The Director explained and detailed specifics regarding pool tokens and how swim lesson fees would be collected. It was pointed out that he had been responsible for a similar pool operation in Illinois in the 70's and would use many of the forms and pertinent documents which he had saved. These items should be extremely useful in helping the Department implement this new system. The other supplies and equipment (turnstile, railings, cash register, etc.), would be ordered, immediately and should be on hand for the regular season opening of the pool, in late June. A number of commissioners expressed concern in regard to the institution for completing token and lesson applications which the public would need to understand in order to complete the forms. The Director assured the Commission that he would explain the directions/information, thoroughly, in the simplest form possible and also be there to answer questions. Mr. Miller's updated park proposal was distributed and the Director was instructed to prepare the appropriate Town Board resolutions and submit them as soon as possible. Assistant Director Lovering briefly recapped the monthly report, highlighting the rock climbing class and the re-calculated attendance/registration figures for the Spartan Hooper Basketball program. There being no further business, the Commission meeting was adjourned at 7:39 p.m. The next meeting will be held on June 9, 1993, beginning at 7:00 p.m., in the Hovey Pond parking lot. The Commission accompanied the Director/Assistant Director on a walking tour of the pool facility and surveyed the project area which J. Miller has proposed for future park development. The area just north of the swimming pool is being considered as the site for the development of a number of recreational facilities including tennis and basketball courts, softball fields and additional parking.
