1990-07-09 QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING JULY 9, 1990 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury, held Monday, July 9, 1990, at West End Park, Luzerne Road, Queensbury, New York. Chairman Simmonds called the meeting to order at 7:30 P.M. PRESENT: Commissioners Hersh, LaBomarbard, Simmonds and Sperry ALSO PRESENT: Director Hansen ABSENT: Commissioners Carusone, Labatore and Teti VISITORS: None APPROVAL OF MINUTES None COMMUNICATIONS The Commission reviewed the Supervisor's response (6/27/90) to Bill Morton, Citizens Advisory Committee Chairman, which was included in the monthly packet. A number of commissioners expressed concern that there may be a possible duplication of effort between Mr. Morton's committee and the Recreation Commission. In order to preclude this, Chairman Simmonds suggested that in all recreation related matters, that the Commission be the lead agency. Furthermore, to ensure better coordination between the two groups, it was also suggested that one or two members of the Citizens Advisory Committee on Environmental Affairs be invited to attend a Commission meeting, in the fall. This was agreed on and Chairman Simmonds will draft a letter to Bill Morton, on behalf of the Commission, to reaffirm this situation. Commissioner Labombard reported that Mrs. Tisinger (793-4352), a resident was extremely concerned over a number of recreation matters, including: Hovey Pond, Round Pond and the Town's property on Lake George. He relayed that she had "cornered him" and had inquired regarding the Department's plans for these areas. The Director agreed to call Mrs. Tisinger on the following day, in order to correct any misinformation about the Department, which this individual may have. DÅ’ECTOR'S REPORT The Director gave a verbal monthly report, and reported on the status of the lighting project bids, and the basketball court construction at South Queensbury. The latter has been completed, and is being used by residents as well as the children who participate in summer youth program activities at this location. The Director presented summer program information, and reported that the -2- North Queensbury youth program (playground) site was being closed at the conclusion of activities (2nd week), due to insufficient registration/attendance. This location has always lacked sufficient "green space" and this season a number of junk cars/equipment, adjacent to the building, has made the area hazardous, as well as unsuitable, as a program site. Area youth have been advised of the closing, and will be transported to the Ridge/Jenkinsville Park site, in order to permit them the opportunity to participate in the remaining 6 weeks of summer activities. The North Queensbury Fire Company has also been apprised of the situation, and has agreed that for next year, a new area site must be found. The Fire Company has assured the Department that they will assist in helping to find a more suitable program site, in the North Queensbury area. A variety of summer youth program flyers were distributed, and there were comments on the "Q CLUB QUEST" booklet and the other program information materials which P. Borgos, the Program Coordinator, has instituted this season. The Director also advised the Commission regarding the Department's vehicle accident (1988 Dodge sedan), and explained the staff's temporary usage of another vehicle in the interim. The Commission reviewed the West End Park Plans and then proceeded on a short walking tour of the 2 acre park. The creative playground apparatus showed signs of vandalism, and the question of security for the area was discussed. Overall, it was evident that the facility is used by area residents for many recreational activities. However, increased maintenance and repair by Department personnel will be necessary in the future, if the facility is to remain safe and useable. There being no further business, the Commission meeting was adjourned at 8:58 P.M. The next meeting will be held on August 13, 1990, at 7:30 P.M., in the Supervisor's meeting room (:lf37), in the Town Office Building. 4z¡¢;J¡t'.!¢~ Minutes prepared by Harry R. Hansen
