2008-04-01 Queensbury Parks and Recreation Commission Queensbury, NY 12804 Minutes of the April 1, 2008 regular meeting held at the Town of Queensbury Supervisor's Conference Room Chairman LaBombard called the meeting to order at 7:00 pm Roll Call: • Present— Conboy, Fusco, LaBombard, Maine, Mott • Excused—Irish • Staff—Director Lovering • Guests—Councilman Montesi Approval of Minutes: It was moved by Commissioner Maine, seconded by Commissioner Mott, to approve the minutes from the February 5, 2008 meeting. All members present approved. Annual Organizational Meeting—Election of Officers and/or committee assignments: • Chairman—motion made by Commissioner Maine to nominate Commissioner LaBombard as Commission Chair for the 2008 year. Seconded by Commissioner Mott. All members present approved. • Vice Chairman—motion made by Commissioner Mott to nominate Commissioner Conboy as Vice Chair for the 2008 year. Seconded by Commissioner Maine. All members present approved. • Secretary—motion made by Commissioner Maine to nominate Commissioner Fusco as Secretary for the 2008 year. Seconded by Commissioner Mott. All members present approved. • Committee Assignments-suggestion by Chairman LaBombard to leave the committee assignments as listed however to remove Ms. Smith from any assignments since she is longer a member of the Commission. Communications and Remarks from Visitors: (see file for copies) Monthly Correspondence • Copy of letter to Supervisor Stec from William White regarding support and need for recreation center. A brief discussion took place. • Series of e-mails to and from Supervisor Stec, Director Lovering and Susan Combs regarding a dog park. • Editorial in the Post Star and a letter to the editor regarding dog parks being a bad idea. • Resolution adopted by the Town Board on March 17, 2008 authorizing the purchase of new rotary mower under New York State Contract for use by Recreation Department. Budget Control Report as of March 26, 2008 distributed and reviewed and briefly discussed. Unfinished Business • West End Park Update—project is in a holding pattern at the present time. Director Lovering reviewed the schematic drawings done to date. Jim Miller will complete some drawings upon return from vacation. No word from National Grid on purchase or use of their adjacent property. (Supervisor Stec has opened talks with them). It is hoped that by the end of month we will be back on schedule as updated on the time line which was distributed. • Community Center Project Discussion—several discussion meetings with representatives of the Y, Hospital, and school took place. Chairman LaBombard reviewed with Commission the summary of some of these meetings. • The need for another pool and gym is evident. However, without unanimous Town Board support, the question is, should we proceed? • Lengthy discussion on needs, and process in order to get a project started. To what degree do we get other organizations (YMCA, Hospital etc.) support and involved in usage? • Next step: Get Town Board involved, keep organizations "in the loop". Begin to develop community support lists, develop a conceptual schematic with approximate square footage. • Councilman Montesi will brief the Town Board on need, and what the Recreation Commission's next steps will be toward accomplishing the goal of a new recreation center. New Business Committee Reports • Budget Review • By-Laws • School Liaison • Personnel • Planning • Program Review Monthly Parks and Program Report-verbally submitted by Director Lovering and reviewed. Summer programs being developed, summer employment lists being developed, softball leagues taking shape. Department is extremely busy with these tasks. Summer brochure should be ready by mid to latter part of May. Ridge/Jenkinsville should be ready for usage by mid summer. Director Lovering would like to get several mowing's completed before opening field for use. Adjournment Motion by Commissioner Maine, seconded by Commissioner Mott to adjourn at 8:47 pm.
