1987-01-12 QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING JANUARY 12, 1987 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury, held Monday, January 12, 1987 at the Queensbury Town Office Building, Queensbury, New York. Vice- chairman Granger called the meeting to order at 7:33 P.M. PRESENT: Commissioners Granger, LaBombard, Lemery, Teti, Councilwoman Monahan and Director Hansen ABSENT: Commissioners B1y (ex.), Little (ex.), and Martin (ex.) VISITORS: None APPROVAL OF MINUTES Commissioner Teti moved to approve the minutes of the December 8th, 1986 meeting. Commissioner Lemery seconded the motion, which was unanimously approved. COMMUNICATIONS The Director briefly reviewed the correspondence enclosed in the monthly packet and then distributed two additional pieces of communication, including the letter to Dick Morse and Betty Little's letter of resignation. There was discussion regarding the Chairmanship of the Commission and it was decided that the Vice-chairman would be- come acting Chairman until the annual meeting this spring (March or April). Regarding the vacancy on the Commission, Councilwoman Monahan explained that the Board would announce and advertise the opening and hopefully fill the vacancy as soon as possible. The need for an acting vice-chairman was discussed but the consensus was that the position was not necessary at this time. Acting Chairman Granger distributed copies of the Recreation Commission's "Immediate and Long Range Plans", as discussed and out- lined by him, based on the last Commission meeting. There was some discuwsion on a future joint School/Town cooperative meeting, and it was agreed that this possibility should be persued as originally planned. After further discussion, the Director was instructed to distribute the Commission's plans to Town Board members who would be meeting. on the 13th. -2- HOVEY POND PROJECT DISCUSSION The Director updated the Commission regarding the Hovey Pond project and explained that the Town Board had hired Morse Engineering to do the initial project study. Furthermore, the Supervisor had requested that the Hovey Pond committee and Councilwoman Monahan meet with Dick Morse as soon as possible to outline the scope of how to do the project. Those Committee members present agreed and the Director was instructed to contact Dick Morse to set up a meeting in the afternoon, sometime this week. . 1987 COMMISSION MEETING DATES The Commission briefly discussed the tentative list of 1987 Recreation Commission meeting dates and acting Chairman Granger pointed out that Commissioner Martin might, due to his new school responsibilities, have a conflict with future Commission meetings on the second Monday of each month. Therefore, the Commission agreed to meet next, on February 9th as scheduled and at that time make a decision regarding future meeting dates. DIRECTOR'S REPORT The Director gave a verbal report, which included an update on all winter programs, the result of the South Queensbury Park project meeting and the status and timetable for the Department's new secretarial position. The Director informed the Commission about the additional 44 acre parcel at Gurney Lane, the acquisition of which is almost completed. The Commission was updated regarding Gurney Lane pool and there was discussion regarding the pool punch list and the latest paYment request by the contractor. Those present voiced m~xed emotions regarding the small amount (retainage) which was being withheld as "insurance" for problems which have not been resolved. The Director explained that there was only one item left on the punch list and that a meeting, the previous Friday, of the engineer, the contractor, the Town Supervisor and the Director, had settled on an amount to be paid in the upcoming Town audit. Councilwoman Monahan expressed displeasure that the Town intended to pay the contractor the majority of project funds being withheld, even though there are unanswered questions about warrantees, amount of retainage to be held, sub- contractor payment affidavits, the possibility of a pool leak, release of liens, etc. Councilwoman Monahan asked and was given a copy of the pool specs and vowed to peruse the material and make t~e appropriate inquiries at or before the Tuesday night Board meeting. There being no further business, the meeting was adjourned at 8:43 P.M. The next meeting will be held on Monday, February 9th at 7:30 P.M.
