QUEENS BURY RECREATION COMMISSION
MINUTES OF MEETING
MAY 12, 1986
Minutes of the regular meeting of the Recreation Commission of the Town of
Queensbury, held Monday, May 12, 1986 at the Queensbury Town Office Building, Queensbury,
New York. Chairperson Little called the meeting to order at 7:39 P.M.

Commissioners Granger, LaBombard, Little, Lemery, Martin, Teti,
, Councilwoman Monahan, and Director Hansen
ABSENT:
Commissioner Bly

APPROVAL OF MINUTES
Commissioner Granger moved t9 approve the minutes of the April 14, 1986 meeting,
Commissioner Lerøery seconded the motion; which was unanimously approved.
CåMMUBICATIOIfS
The Commission reviewed the Ghairman's monthly letter to the Town Board and
t~ere was di~cussion regarding funding and the expenditure of fees that were not
budget,ed in the departments 1986 account. Expenditures for legal fees which had
been taken out of this account will be reversed.
CURREY LANE POOL UPDATE
The Commission discussed the pool project and were updated on the progress
of construction, size of the bathhpuse and the new parking lot as well ,as some
of the change orders for additional drainage, sodding and fencing which have been
approved. The Director relayed that the contractor has assured the Town that the
project is still on target for the June 30, 1986 opening. The Director also pointed
out that the Department's summer brochure was written with a two week cushion just
in case there were unforeseen delays with the construction and lessons were not
scheduled at Gurney Lane until July 14, 1986. The Director felt it was better
to have the cushion than to have to call all the participants involved to cancel
'swimming lessons. If the park opens on schedule, lessons can easily be rescheduled
at the new facility.

excellent shape in terms of quality supervisory personnel.
Chairperson Little requested to give some opening remarks at the June 30th
playground training institute which is required for all staff members and this
will be scheduled,
Other new summer programs were discussed and included the teen basketball
league, the teen conditioning program and the aerobic dance classes. The new format
for the arts and crafts program and the new swimming lessons scheduled at Gurney
Lane were also discussed~
RECREATION CONFERENCE
Commissioner Martin and the Director relayed the highlights of the three day
Tecreation conference which both attended. Overall the conference was excellent
and covered a wide gamete of recreation information including playground safety,
swimming pool operation, liability insurance, bonding and funding for major projects,
contracting out maintenance for parks and the use of fees and charges for recreation
programs.
Commissioner Martin elaborated on user fees for recreation programs and after
discussion it was the consensus that this type of approach for the department should
be looked at in more detail. Considering the new facility at Gurney Lane and after
discussion ,it was decided that the Commission would recommend to the Town Board
that they consider charging a nominal user fee this year at Gurney Lane.
Commissioner Martin then explained the session he attended on alcohol in the
park and the question of liability. He pointed out that most recreation departments
across the state do not permit the consumption of alcohol because of the cohsequences
of liability and especially where swimming was involved. After much discussion
it was the consensus of the Commission including Councilwoman Monahan' that the
Commission should recommend to the Town Board that drinking at Gurney Lane Park
be prohibited. '
It was further decided that the Commission would request a joint meeting/workshop
with the Town Board as soon as possible, to discuss fee and charges, pool rules
and park rules including alcohol consumption. Councilwomen Monahan thought that
this,was an excellent idea and will help setup the workshop. In the meantime the
Director and Commissioner Martin will draft a set of tentative pool/park rules
for the joint meeting.
DIRECTOR'S REPORT
The Director presented a verbal report which included information on additional
,summer programs and a number of special events which were planned for the summer.
The Commission adjourned to executive session to discuss land acquisition
and the new subdivision regulations.
Returning to open session and there being no further business the meeting
was adjourned at 9:50 P.M. The next meeting will be held on Monday, June 9, 1986
at 7:30 P,M,
