1984-12-17 QUEENS BURY RECREATION COMMISSION MINUTES OF MEETING DECEMBER 17, 1984 Minutes of the r~gular meeting of th~ Recreation Commission of the Town of Queensbury, held Monday, December 17, 1984 at the Queens- bury Town Office Building, Queensbury, New York. Chairperson Little called the meeting to order at 7:32 p.m. PRESENT: Commissioners Bly, Granger, LaBombard, Lemery, Little Teti, Councilman Monahan and Morrell and Director Hansen ABSENT: Commissioner Martin (ex.) VISITORS: A. Fiore (Post Star) APPROVAL OF MINUTES Commissioner Lemery moved to approve the minutes of the November 26th, 1984 meeting. Commissioner Granger seconded the motion, which was unanimously approved. GURNEY LANE POOL BID DISCUSSION The Director handed out a pool bid summary sheet listing the bids which were received for the Gurney Lane Pool project on December 12th. There were four seperate categories, including general construction, plumbing electrical, and heating/ventilation, and the combine low bid total was approximately $740,000. The Director relayed that all con- cerned, including D. Morse, were surprised at the total amount which was considerably over the estimate of $525,000. The Town Board was also surprised and has a number of options and a period of 45 days from the date of bid opening, in which to act. Councilman Morrell, and most of the other Commissioners, were dis- mayed that the cost could be $200,000. over the initial estimate, and questioned why? The Director relayed that Dick Morse would probably address that subject in detail at the special Board meeting on December 18th at 4:30 p.m. However, Dick's initial reaction, after some pre- liminary analysis, is that local contractors have more work for next year than they can handle. Therefore, even though they submitted proposals, most contractors were not that interested in getting the job and their bids reflect that. Commissioner Granger advised those present that the Glens Falls/Queensbury area has a substantial amount of construction planned in the very near future and this would lend credence to Dick's analysis of the pool bids. Councilwoman Monahan suggested that further discussion ôf the bids be conducted in the executive session because subsequent contract-ne- gotiations might result. - DIRECTOR'S REPORT The Director presented a verbal report and explained about the winter program schedule. The program flyers will be ready shortly and will be distributed as usual to all children attending Queensbury Schools and to those Queensbury children who attend other schools. The ice rink at the West End Park was d~scussed and the Director advised the Commission regarding the new 36" power sweepster, which the Department has purchased for ice maintenance. The monthly budget update was reviewed and there were no comments. The Commission qu~stioned the necessity of boarding up the Hovey Pond building because it now looked extremely unsightly and would certainly be an invitation för vandalism. The Director explained that the Town's insurance company had recommended that in order to protect the Town's coverage, that all lower level windows and doors be board- ed up immediately. This was done by the staff at the cost of over $100. for materials alone. Commissioner Granger requested an executive session at 8:05 p.m. to further discuss the pool bids and possible contract negotiations. Returning to open session, and there being no further business, the meeting was adjourned at 8:47 p.m. The next meeting will be held on Monday, January 28, 1985 at 7:30 p.m.
