1984-03-26 . ..:.... . t (;¡:.."... ,QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING MARCH 26, 1984 Minutes of the regular meeting of Town of Queensbury, held Monday, March Office Building, Queensbury, New York. meeting to order at 7:32 p.m. the Recreation Commission of the 26, 1984 at the Queensbury Town Chairperson Little called the PRESENT: Commissioners Granger, Little, Martin, Councilman Morrell and Director Hansen ABSENT: Commissioners Bly, Roop (ex.), Teti (ex.), and Council- woman Monahan VISITORS: None GLEN LAKE DISCUSSION The Commission reviewed the Supervisor's letter dated March 15, 1984 regarding the Glen Lake property and its use for the coming year. After discussion, it was the consensus that before the Commission could rec- commend the best usage of the area, that a determination by the Town Attorney be made regarding whether the property was in fact a legal Town road and if so, what restrictions this classification included. Com- missioner Granger suggested that the Director draft a letter to the Supervisor explaining the Commission's concern and this was unanimously agreed on. FINAL 1983 BUDGET RECAP The Director reviewed the recap of the Recreation Department's 1983 budget line items and there was some discussion about the disposition of the budget balance for specific accounts. NEW SUMMER PROGRAMS The Director explained information about some new programs which the Department may attempt this coming summer. LARAC has approached the Recreation Department and hopes to co-sponsor, with the Department, an evening performance of the Mettowee River Theater Company. It was explained that a location, such as Gurney Lane or the Queensbury School area, was being considered for this 90 minute early evening activity, to be held in August. There would be a cost of approximately $200., but the Commission agreed with the Director, that this would be an excellent family recreational activity, which to date, the Department has not attempted. The Director was instructed to work out the details with the LARAC Organ- ization and arrange the activity. The Commission was also informed about a summer soccer league for children that the Department is contemplating. Again, the Director was approached by three Queensbury School athletic personnel who hope to organ- ize and conduct a four week soccer league similar to the baseball little league. Teams would be formed with volunteer coaches and games played twice a week. There would be some instruction the first week but there- after competitive play, in the form of games, would prevail. The only cost would be some supervisory/organizational cost and some equipment, but this could be offset by a minimal individual league fee. The Commission questioned the four week duration and felt this might not be long enough. They also asked about officiation, the number of child- ren who could participate and the cost involved. Overall, the Commission was in favor of this program, however, the Director was instructed to find out more specifics and report back before a final decision was made. SUMMER PLAYGROUND EVALUATION The Commission reviewed the report which was included in the monthly packet regarding bus usage/area population figures as it pertains to summer playground activities. Basically, the Director analyzed the school bus usage figures as a basis for summer activity potential and made staff rec- ommendations based on these figures for 1984. Overall the Commission was pleased with the report and after much discussion approved the Director's recommendations regarding staff cutbacks, the purchase of additional play- ground equipment and the specialist program. Regarding the purchase of playground equipment (swing set, basketball hoop, volleyball standards, etc.) the Commission suggested that the Director try to arrange a meeting with representatives from the fire companies to determine if this equipment could be temporarily installed at the neighborhood locations for summer usage. The Director will initially draft a letter to the fire companies explaining the Department's plan for the 1984 summer program. DIRECTOR'S REPORT The Commission reviewed the Director's report and commented on some of the winter programs which had just ended. The winter arts and crafts program was specifically discussed and the Director explained that even though the numbers were less than anticipated, in the Director's opinion, this program provided a service which was worthwhile. The Director reviewed the status of the Department's reserve accounts and then updated the Commission regarding the swimming pool project. The Commission also discussed a personnel matter regarding the Recreation Director. There being no further business, the meeting was adjourned at 9:31 p.m. The next meeting will be held on Monday, April 23rd 1984.
