1983-08-22 QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING AUGUST 22, 1983 . Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury, held Monday, August 22, 1983 at the Queensbury Town Office Building, Queensbury, New York. Acting Chairman Champagne called the meeting to order at 7:40 p.m. PRESENT: Commissioners Bly, Champagne, Martin, Roop, Teti and Director Hansen ABSENT: VISITORS: Commissioners Granger and Little B. Monahan and D. Morrell (Town Board), A. Fiore (Post Star) APPROVAL OF MINUTES Commissioner Roop moved to approve the minutes of the July 25th 1983 meeting. Commissioner Martin seconded the motion which was unanimously approved. COMMUNICATIONS/CORRESPONDENCE The Gurney Lane inspection report (New York State Department of Health) and the Recreation Department's response, which were enclosed in the monthly packet, were reviewed and there was no further dis- cussion. A notice from the Supervisor explaining the $13,000. BOR grant was also briefly discussed. Mrs. Monahan relayed her comments concerning a visit to some of the neighborhood parks and the swimming pool in mid August. The visit by Mrs. Monahan and Commissioner Little was made to help analyze the neighborhood playground concept and determine what could be done in the future to improve the program. Mrs. Monahan explained that after talking with both playground staff personnel and some of the children who participate in the program, that one of the reasons for a lack of attendance was due to insufficient equipment and facilities at each location. Permanent equipment, such as swing sets and climbing struc- tures, would most certainly be an enticement to children to visit ,. Recreation Commission Minutes, cont'd Page 2 their neighborhood playground in larger numbers and more frequently. Overall, Mrs. Monahan felt that the Town has not made the effort necessary in providing structural equipment and facilities at each of the neighborhood parks. The Director explained that four of the five playground lo- cations were held at neighborhood fire company locations and that it was unlikely that the companies involved would permit the Town to erect either permanent or semi-permanent equipment on their property. Commissioner Champagne disagreed and pointed out that neither the Town nor the Department had ever asked for such permission. After further discussion, the Commission voted unanimously to have the Director investigate and report on different options which might improve the five neighborhood playground sites. Furthermore, it was suggested that the Director and a committee of Commisss±on members meet with each of the four fire company chiefs/presidents to determine whether semi-permanent playground equipment could be erected at each of the present locations. Commissioner Teti requested an update regarding the West Glens Falls project because Warren County personnel have begun clearing the area. It was suggested and subsequently decided that Commission members should meet the following day, on site, to view the work being done and get more first hand knowledge about the project. The Director next read additional correspondence from Mrs. Clark, a Queensbury resident, regarding her satisfaction this past summer with the tennis and swim lessons which her children participated in. Mr. Curley's (WBZA) response was also circulated to those present and there were no comments. 1984 BUDGET DISCUSSION The Director explained that the 1984 Recreation Department budget will be due to the Supervisor shortly and requested that a budget committee be appointed to review the Director's tentative budget. Commissioners Roop, Martin and Teti volunteered and will meet to re- view the budget line items at a later date. The Commission requested that all members receive a copy of the tentative budget prior to the September meeting so that final approval by the entire Commission can be done at that time. DIRECTOR'S REPORT The Commission reviewed the Director's Report and there was dis- cussion on the Recreation Department's 1984 application for program funding for the New York State Division for Youth. ~ Recreation Commission Minutes, cont'd Page 3 A short synopsis of 1983 summer programs was given by the Director, who explained that most of the programs ended on August 19th. The Department will, of course, keep Gurney Lane operational up until Labor Day and as a picnic/cookout facility up through October 1st. The Commission requested an update regarding the Gurney Lane project and it was explained that the request for proposals for the construction of a new swimming pool and/or renovation of the old pool has been sent to architects/engineers. The next step will be the selection of one firm or individual to complete a Gurney Lane analysis, including recommendations and cost estimates. There being no further business, the meeting was adjourned at 8:31 p.m. The next meeting will be held on Monday, September 26, 1983.
