QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING JANUARY 25, 1982 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury, held Monday, January 25, 1982 at the Queensbury Town Office Building, Queensbury, New York. Chairman Yasko called the meeting to order at 7:35 p.m. PRESENT: Commissioners Bly, Granger, Lavigne, Little, Roop, Yasko and Director Hansen ABSENT: VISITORS: Commissioner Chaapagne (ex) Dan Morrell (Town Board) APPROVAL OF MINUTES Commissioner Lavigne moved to approve the minutes of the December 28, 1981 meeting. Commissioner Bly seconded the motion which was unanimously approved. COMMUNICATIONS/CORRESPONDENCE The Director briefly reviewed the Hovey Pond Report which was enclosed in the monthly packet. The Town Board had requested an update concerning the status of the Soil and Water Conservation Service application for the development of water based recreation at Hovey Pond. The condition of the two-story house which is also part of the Finch Pruyn gift was also updated. Councilman MOrrell explained that the Town had offered the building to the Queensbury Senior Citizen Club as a craft/workshop area, however the Club has neither accepted nor rejected the offer. The Commission questioned the reason for starting up services to the building and it was explained that rather than allow more damage from cold weather, heat and other services were turned on. Maintainence was also discussed and it was explained that the Recreation and Water Departments were working jointly in this area. Councilman MOrrell questioned future use of the pond for ice skating and youth hockey and there was discussion regarding whether the Recreation Department could adequately maintain this area. The Director explained that the present Recreation Department truck was too heavy for use on Hovey Pond and that a smaller vehicle/with a broom rather than a plow} would be better suited for maintaining this area and the ice rink at Queensbury School. page 2 minutes of meeting MEETING DATES APPROVED The Commission reviewed and approved the dates for the Recreation Commission monthly meetings for 1982. RECREATION DEPARTMENT RESERVE ACCOUNTS The Commission reviewed the status of the Recreation Depart- ment's reserve accounts (sheet enclosed) and there were no comments. NEW BUSINESS Councilman MOrrell suggested that the Recreation Commission consider having a Senior Citizen as a member of the Commission. Those present briefly discussed the idea, however it was pointed out that the decision for appointing members to the Recreation Commission belonged to the Town Board and not to the Commission. The Commission expressed the opinion that if a vacancy did occur, it was hoped that the most qualified individual, regardless of age or sex, be appointed. Furthermore, it was pointed out that having representation on the Recreation Commission from all areas of Queensbury was extremely important and that this should be a consideration in the future. The Commission requested an update concerning the 32 acre parcel of property adjacent to and north of the Gurney Lane Recreation Facility. It was explained that since the Department's initial inquiry concerning possible purchase of this property over a year ago, there had been no further correspondence. At that time the Town had the property appraised and based on the appraisal an offer to purchase had been made. This offer was rejected ~nd subsequent discussions between the attorneys had been fruitless. Just recently the owner of the property had contacted the Recre- ation Department to request use of the access road through Gurney Lane in order to lumber off the remaining timber. The possible purchase of the property was discussed at that time and subse- quently Town Attorney Brennan has renewed negotiations with the property owners attorney. DIRECTORS REPORT The monthly Director's report and the attached budget update sheet were reviewed and there was some discussion concerning the vandalism at Gurney Lane and the problem with Recreation Department vehicles. The idea of a private organization donating hockey boards to the Department for use at a yet to be determined rink was discussed and the Director was instructed to contact Jim Corbet of the Adirondack Youth Hockey Organization for more details. Adequate maintenance of ice rinks was also discussed and the Director again explained the problems with the Department truck and its use for rink maintenance. -- -------------------------------------- -----,------,-" .. page 3 minutes of meeting The Commission requested an update regarding the Department's request for full time employment for Terry Pratt. To date the Director has received no correspondence regarding the report dated 10/27/81 which outlined the reasons for and consequences of making Terry a full time employee. Councilman Morrell suggested that a letter from the Commission recommending full time employment would be helpful to the Board in making a decision. Commissioner Roop made a motion that the Commission Chairman write a letter urging the Town Board to consider full time employment for this individual. Commissioner Bly seconded the motion which was unani- mously approved. . Commissioner Bly requested an executive session to discuss possible land acquisition. Returning to open session and there being no further business the meeting was adjourned at 8:57 p.m. The next meeting will be held on Monday, February 22nd 1982.
