MINUTES OF MEETING
AUGUST 24, 1981
EXECUTIVE SESSION
The Director handed out a 1982 Budget Analysis Comparison Sheet
which showed the percentage change either up or down and the dollar
amotmts for each Recreation Department Budget line item. The
Commission reviewed each line item and questioned why the insurance
category expenditure had decreased. It was explained that the
Department's Woekmens Compensation figure has now been taken out
of the Department budget and as in the case of all other departments.

Regarding personnel - the Commission questioned hourly pay
rates and it was explained that Queensbury. as a municipality, was
not required to follow minimum wage guidelines. It was also explained
that the hourly rate figures were increased between six to eight
perèentdepending on job responsibility, type. of position and the
employees years of experience.
The question of making Terry Pratt (maintenance worker) a full
time employee was discussed. Based on the individual's three years
of service and his past performance and dedication to the Town, the
Director feels this individual deserves such a promotion. The
Commission concurred and Dan Olson, Town Councilman suggested that
possibly another department (water or highway) could absorb him in the
off months when full time work for the Recreation Department was not
practical. It was recommended that the Director speak with the
Town Supervisor concerning the possibility of full time status and
if approved, make the necessary budget changes.
The Director explained that the 1982 personnel budget shows an
increase of one swim lesson instructor who will, in all likelihood
teach swim lessons at Gurney Lane next summer. Swim lessons at the
School pool are filled to capacity and any increase in the future
cannot be programmed for this location. Therefore, the department
anticipates offering swimming lessons in the morning hours at Gurney
Lane next year to accommodate the demand. Regarding swimming lessons
the Commission inquired concerning the number of non-residents who
participate. The Director explained that a Recreation Department's
programs and facilities were open to the public and restricting non-
residents was illegal. However, the swim lesson program did, for the
first time in 1981, allow residents to register first before non-
residents and this seemed to work extremely well. Charging a small
fee to non-residents who wish to participate was discussed however,
it was decided that tmtil the time comes when all residents cannot
be served, charging a fee to non-residents would be inappropriate.
The Commission discussed the Director's salary and it was the
concensus that the Recreation Commission Chairman should draft a
letter to Fran Walter and the Town Board endorsing the tentative
salary figure in the budget.

The Commission briefly reviewed the other budget line items
including equipment and capital expenditures and there were no
objections. The Director explained that the contractual account,
A7310.440 contained too large expenditures for additional fencing
at Gurney Lane and the repair of the 10 hp. pool filter motor.
This budget line item also contained $1,100.00 for the completion
of the re-surfacing project at the outdoor pool. The non-slip
material which was tried this year at the pool proved successful
and therefore thé remaining areas will be coated With this same
material.
Overall, the Commission was pleased with the budget and re-
commended that it be turned in to the Town Supervisor.
