1980-01-28 EXE QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING JANUARY 28, 1980 EXECUTIVE SESSION Mr. Robert VanDyke has been contacted and has agreed to do the land appraisal_on the Briosak property. Th~ cost will be approximately $400.00, and the appraisal should be ready in mid-February. The Town Supervisor has also been apprised of the situation, and concurs wi~h the Recreation Commission's plans to purchase this property. Concerning the present entry way to Gurney Lane, the Director has researched the Warren County Tax Map and determined that a permanent 15 foot ~asement was granted by the Warren County Board of Supervisors in 1954. When the Town of Queensbury purchased the property in 1968, this easement was continued and is in effect today. However, the present entrance to Gurney Lane does,:in fact, exceed the 15 foot right of way somewhat. There was some discussion about an agreement between former Town Supervisor Solomon and the Warren County Board of Supervisors in regard to exceeding the 15 foot right of way. The Director could find no such written agreement, but will investigate further. The Town Supervisor has also been made aware of this situation, (easement), and along/ ~ith the Commission, feels that if possible, the Recreation Department should attempt to buy the small triangle of property, to insure a permanent entry way to and from Gurney Lane. Information concerning the pool renovation estimate has not yet been received. The Director is scheduled to meet with Clayton Besch, Paddock Pools, on Tuesday, January 29, 1980, and will hopefully have some ball park figures by the next meeting. Mr. Besch will give us cost estimates for such items as: excavation, the pool itself, a bath house, fencing, etc. The Director relayed information concerning a meeting with the Town Supervisor on the topic of Sandy Bay. Mrs. Walter has done some investigation and it would seem that the Sbate of New York is anxious to acquire the 177 acres parcel of property in Queensbury known as the wetlands. Further discussion with Bob Flacke, ENCON Commissioner, has reveled that the State may be willing to trade the Lake George property for the wetlands. There is, of course, the problem that such a transfer whether through purchase or trade, would be quite lengbhy, (about 3 years). In addition, New York State legislative action and a state-wide referendum would be necessary before such a tzade or purchase would be affected. Basically, the Supervisor requested to know the Commission's feeling in terms of Sandy Bay as a future recreation site. Those present discussed the possibility and were concerned over resident reaction, cost to develoPF and whèther or not there was a need for a recreational facility in the area. The Commission decided, before making any type of decision, to invite the Supervisor to the next Recreation Commission meeting, (Executive Session), to further discuss the possibility. This was agreed on, and the Director was instructed to inform the Supervisor. There being no further business, the Commission adjourned to open session.
