MINUTES OF MEETING
September 24,1979
Minutes of the regulAr meeting of the Recreation Coaaission of
the Town of Queensbury, held Monday, September 24, 1979, at the
Queensbury Town Office Building, QUèensbury, New York. Chairman Lyon
called the meeting to order at 7:30 P. M.

APPROVAL OP MINUTES
FOllowing review, Commissioner Roop moved to app~:ove the minutes
of the Auqust 27, 1979 meeting. Commissioner Yasko seconded the motion
which was unanimously approved.

RECREATION DEPARTMENT BUDGET
The 1980 Recreation Department Budqet was reviewed, and it was
pointed out that the two personnel cateqories, (.100 & .101), would be
combined in the final draft. The Director explained that the .udget
aeview Co.mittee had raccaaended some m'nor changes at the September 4,
meeting. It was suqqested that additional money be allocated in
A 7310.200, (.Equipment), so that permanent repairs at Gurney Lane could
be undertaken. The Committee had also requested that semi-permanent
apparatus equipment be purchased for the satellite playground locations.
These changes/additions were added to the budget, and have been given
to the Town Supervisør. .
The Commission was concerned over the amount of money which has
been spent in the past in order to keep Gurney Lane operational. The
Director pointed out that $2,000 - $3,000 per year was excessive only
when compared to the initial cost of the facility. The annual repair
and maintenance of an outdoor swimming pool is, in fact, usually
expensive in areas of the country where extreme temperatures prevail,
(ex. NorthEast).
NRPA CONVENTION REQUEST
The Commission briefly reviewed the Director's request to attend
the National Recreation and Park Association Convention. The Town
Board has been given a copy of the report and will probably make a
decision at the September 25 Town Board Meeting.

WINTBR PROGRAM REPORT
The Co.-ission discussed the 1978-79 Winter Program Report as
presented by the Director. It was the consensus that the R.creation
Department should now attempt to make aDd maintain the ice skating
area, (Queensbury School Field), and not contract it out as ~n the
past. The Director concurred with this suq,estion, in that the
Department now has a one-ton dump truck with a snow plow aDd snow
blower. Personnel to make and maintain the skating area can be hired,
and should Dot cost as much as the $15.00 per hour fi,ure which the
Town paid Mr. Watkins in 1978-79 to perfora this service.
The Commission also suggested that additional lighting at the
ice skating area would improve the facility and might increase usàgè.
The Director agreed and will investiqate the possibility of adding
flood lights to either the present li,ht pole or on the warming house
itself. In addition, the Director reco..eãded that the warming house
location be chanqed. The School snow reaoval crews inadvertently
bury the warminq house and the entrance to the ice skating area every
time they clear the bus parkinq area.
The Co.-ission also requested that for the cominq season the
Director iave.tigate the feasibility of offering not o&ly ice time for
free skatinq, but also speed skating and hockey. The latter two
sports seem to be qrowinq in popularity and there aay be residents of
the community who wish to participate in these activities. Scheduling
a few hours per week for hockey and speed skating would provide such an
opportunity. The Director agreed and will make the necessary arrangements
in terms of proqra_iag, publicity and the purchase of necessary equipment,
(temporary hockey nets). A number of wooden benches around the skating
area so that individuals can rest and chanqe in and out of skates was
also suggested and will be made available this year.
DIRECTOR'S REPORT
The Director's Report was reviewed and was explained that the
Warren County Youth Board monthly .eetings have now bequn, and as one
of tae Queeasbury aepresentatives, the Director will be attending all
such meetings.
The Com.ission discussed the possibility of walking the Gurney
Lane property and it was decided that such a trip would be valuable,
especially in terms of the Recreation Depart.ent's Master Plan for the
future. Therefore, the regular monthly me.tin, scheduled for Monday
evening, October 22, was postpoDed until Thursday, October 25, at 4:00 P.M.
At that time, Recreation Co_ission meahers will meet with the Director
and view first hand the swimmin, facility and the adjacent park area.
There will be a short business meetin, afterwards to discuss any
recreation sUbject matter.
There being no futher business, the meetn, was adjourned at 9,:17 P.M.
The next meetinq will be held on Thursday, October 25, 1979 at 4:00 P.M.
