RESOLUTION OF WELCOME TO FRENCH STUDENTS
RESOLUTION NO. 63, Introduced by The Entire Town Board
WHEREAS, the United States of America has always welcomed visitors from other
nations to discover its beauty, share in its bounties, and meet its people, and
WHEREAS, students and chaperones from Evreux, France have come to our country
to acquire knowledge of our land, its culture and its people, and
WHEREAS, the Queensbury Town Board wishes to welcome the students and chaperones
from Evreux, France as they begin their stay in the Town of Queensbury, New York,
NOW, THEREFORE BE IT
RESOLVED, that the Town of Queensbury extends to our visitors from Evreux the
greetings of the residents of the Town of Queensbury, and

RESOLUTION TO SET PUBLIC HEARING ON ORDINANCE TO AMEND ORDINANCE
NO. 10
RESOLUTION NO. 64, Introduced by Dr. Charles Eisenhart who moved for its adoption,
seconded by Mr. Daniel Olson:
WHEREAS, a proposed ordinance to amend Ordinance No. 10 relating to use of
Town Dump and Licensing Truckmen in the Town of Queensbury, a copy of which
is hereto annexed, has been prepared, and
WHEREAS, the proposed ordinance is worthy of consideration for legislative action,
NOW, THEREFORE.BE IT
RESOLVED, that a public hearing be held concerning the proposed adoption of
_ an ordinance to amend Ordinance No. 10 and that said Public Hearing be held at
7:30 P.M. in the Meeting Room of the Town of Queensbury Office Building, Bay
and Haviland Roads in the Town of Queensbury, Warren County, New York on the
27th day of March, 1984 at which all persons interested in the subject thereof will
be heard, and it is further
RESOLVED, that the Town Clerk be hereby directed and authorized to publish
and provide notice of said Public Hearing as may be required by law.

AMENDMENTS TO ORDINANCE NO. 10
SECTION 4 of Ordinance No. 10 relating to use of Town Dump and Licensing Truckmen
in the Town of Queensbury is hereby amended as follows:
4. c. Any rubbish collector who shall have caused spillage of the contents of a
container or refuse bundle, or from where vehicle garbage, refuse or waste shall
have fallen, shall gather up such spillage or fallen material and place it properly
in such vehicle.
d. The owner of such vehicle shall, immediately following the disposition of the
last daily load of garbage, refuse or waste, clean the cargo bed thereof and place
same in a sanitary condition.
e. No person shall cause or allow to be parked any vehicle containing garbage,
refuse or waste within 1000 feet from a dwelling used for residential purposes for
more than six hours.
f. No person shall clean the cargo bed of a vehicle as set forth in Section 4 (d) hereof
within 1000 feet from a dwelling used for residential purposes.
g. The owner of such vehicle shall inform in writing the person in charge of the
Town dumping area,of the presence in any load of garbage, refuse or waste any
material of such nature as to endanger the safety of dumping area personnel, neighboring
residences, or to cause damage to the equipment handling such a load after dumping.
RESOLUTION TO DESIGNATE POLLING PLACES IN THE TOWN OF QUEENSBURY
RESOLUTION NO. 65 Introduced by Mr. Daniel Morrell who moved for its adoption, seconded
by Mrs. Betty Monahan
WHEREAS, Article 4 Section 66 of the election Law provides that this Board shall designate
the Polling Places where registration of voters and the election shall
be held during the year following, NOW, THEREFORE BE IT
RESOLVED, that the following locations be and they hereby are designated as the respective
polling places in the districts as enumerated

RESOLUTION TO SET A PUBLIC HEARING ON AN AMENDMENT TO ORDINANCE
ENTITLED "AN ORDINANCE PROVIDING FOR A PARTIAL TAKE EXEMPTION
OF REAL PROPERTY OWNED BY CERTAIN PERSONS WITH LIMITED INCOME
WHO ARE SIXTY-FIVE YEARS OF AGE OR OVER, PURSUANT TO SECTION 467
OF THE REAL PROPERTY TAX LAW OF THE STATE OF NEW YORK"
RESOLUTION NO. 66, Introduced by Mrs. Frances Walter who moved for its adoption,
seconded by Mrs. Betty Monahan:
WHEREAS, the New York State Legislature has amended Section 467 of the Real
Property Tax Law and has raised the income limit thereunder and .
WHEREAS, it is the desire of the Town Board of the Town of Queensbury to amend
its ordinance entitled "AN ORDINANCE PROVIDING FOR A PARTIAL TAX EXEMPTION
OF REAL PROPERTY OWNED BY CERTAIN PERSONS WITH LIMITED INCOME
WHO ARE SIXTY-FIVE YEARS OF AGE OR OVER, PURSUANT TO SECTION 467
OF THE REAL PROPERTY TAX LAW OF THE STATE OF NEW YORK" Be and
the same is hereby amended to read as follows:
SECTION 2::
(B) The income of the owner or the combined income of
the owners must not exceed Eighty Seven Hundred
Dollars for the income tax year immediately preceeding
the date of making the application for exemption.
Income tax year shall mean the twelve month period
for which the owner or owners filed a federal personal
income tax return, or if no such return is filed,
the calendar year.

be held at the Town Office Building,Bay and Haviland Roads in the Town of Queensbury
on March 27th 1984 at 7:30 F.M. at which time all persons desiring to be heard

hearing on raising their level from $8200 to $8700
Councilman Morrell-are we comparable to other areas?
Supervisor Walter-yes, the only area where we are off is compared to some of the
School Districts.
COMMUNICATIONS
-Mobile Home Application of Thomas F.. and Donna L. Harris of April Lane...owner
of property Barry Converse-1974 Mobile Home approved by the Building and Zoning
Dept. Mr. Harris was unable to attend the meeting tonight due to weather conditions.
Councilman Eisenhart-questioned the ownership of the land. Is it being purchased
or rented? Asked that Building and Zoning check into this.
Councilman Olson-asked that Building and Zoning also check and see if there has
ever been a permit issued for a mobile home on this parcel before?
RESOLUTION TO AUTHORIZE PUBLIC HEARING .
RESOLUTION NO._67_, Introduced by Mr. Daniel Olson who moved for its adoption,
seconded by Mrs. Betty Monahan :
WHEREAS, Thomas and Donna Harris has made application in accordance with
paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE
FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN
THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile
home outside at property situated at the Corner of Warren lane and April Lane
Ext., , and
WHEREAS, it is hereby determined that said application complies with the requirements
of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said application
are sufficient to justify further consideration by this board, therefore be it
RESOLVED, that pursµant to the provisions of the above mentioned ordinance,
the Town Board shall conduct a public hearing on said application on March 27,
1984 , at 7:30 P.M. in the Queensbury Town Office Building, Bay Road, and that
the Town Clerk is hereby authorized and directed to give proper notice of said

Bids were turned over to Mr. Naylor for his recommendation...
DISCUSSION held in regard to Transportation for the Elderly Bid
Ltr.-on file-Town Counsel - his opinion being that the Community Workshop Inc.
bid was the lowest bid and that it is a duly qualified bidder for transportation of
the elderly...noted that the bid of Tri County Cab Inc. is defective and therefore
must be rejected.
Supervisor Walter-the low bid of Tri County Cab was defective, they failed to comply
with the proof from the New York Dept. of Transportation regulator affairs, they
failed to provide the proof of insurance ...there were quite a few areas in which
Tri County Cab failed to meet the requirements. There was some question by one
of the bidders that another one of the bidders could not operate such a service
because of the manner in which the equipment was purchased, the use of government
funds. Our attorney indicated that he had reviewed that and found no problem
with those peoples bid.
Town Counsel-There is no prohibition about their bidding for this particular service.
Councilman Monahan-questioned if the Community Workshop would schedule the
runs at the time that the Senior Citizens have been used to?
Councilman Morrell-reviewed the last meeting noting that they will be able to
schedule the runs, they are also able to accomodate handicapped people on their
vehicles...
Councilman Monahan-in regard to insurance, suggested that the coverage be raised-
also the town should be named insured. Asked that she be contacted if any other
bids go out that include insurance coverage...
RESOLUTION TO ACCEPT BID ON TRANSPORTATION FOR THE ELDERLY
RESOLUTION NO. 68, Introduced by Dr. Charles Eisenhart who moved for its adoption,
seconded by Mr. Daniel Olson;
WHEREAS, the Town Board of the Town of Queensbury did request that we advertise
for bids for the Transportation for the Elderly, and
WHEREAS, three bids were submitted and received and opened at the specified
time and place by the Director of Purchasing/Town Clerk Donald A. Chase, Tri
County Cab, Inc. of Glens Falls, N.Y. in the amount of $7,395.00 and Community
Workshop, Inc. of Glens Falls, N.Y. in the amount of $8,325.00 and Upstate Transit
Inc. of Saratoga, N.Y. in the amount of $9,048.00 and such bids were then turned
over to the Town Board for their recommendation, and
WHEREAS, the Town Board subsequently turned the bid over to Town Counsel for
his opinion and
WHEREAS, by letter, Town Counsel recommended the following (1) That the low
bid of Tri County Cab Inc. be rejected for the following reasons, that the bids failed
to comply with the bid specifications to submit proof from the New York State
Dept. of Transportation, Division of Regulatory Affairs, of the bidders authority
to conduct the requested transportation services and that Tri County Cab Inc. failed
to provide proof of insurance as required u, the bid specifications and also they
failed to supply a certified copy of the r e-Atition of the Board of Directors authorizing
the execution of the said non collusive certificate with the bid and
WHEREAS, the bid from the Community Workshop Inc. of Everts Avenue, Glens
Falls, New York has submitted the lowest acceptable bid in the amount of $8,325.00
NOW, THEREFORE BE IT

RESOLVED, that the Town Board of the Town of Queensbury hereby accepts the
bid of the Community Workshop Inc. of Everts Avenue, Glens Falls, N.Y, in the
amount of $8,325.00 and be it further
RESOLVED, that the financing for such a service was included in the 1984 Town
Budget.

Superintendent, Assistant Foreman and one Operator to attend the Adirondack
Water Works Conference at Niskayuna on March 22, 1984 and be it further
RESOLVED, that the Town Board authorizes payment of all reasonable and necessary
expenses.
