BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN JOHN STROUGH BOARD MEMBER ABSENT COUNCILMAN TIM BREWER TOWN OFFICIALS Marilyn Ryba, Executive Director of Community Development Stuart Baker, Senior Planner Gretchen Steffan, Planning Board Member PRESS: Glens Falls Post Star SUPERVISOR STEC called special meeting to order… 1.0 INFORMATIONAL PRESENTATION Route 9 and Route 254 Area Congestion Improvements MS. MARILYN RYBA, Executive Director introduced Paul Bohl and Jeffrey Johns, managers of the project from Stantec Consulting Services. MR. PAUL BOHL noted that he’ll review project overview, how we arrived at this point, review the proposed alternatives and where we go after this meeting… (gave PowerPoint presentation) Overall Objective - Reduce congestion at the Routes 9 and 254 Intersection, address accident concerns at intersection and improve pedestrian accommodations…. Previous Alternatives – Intersection Improvements; the Greenway Connector, and the Roundabout. After public input, the Greenway Connector and the Roundabout was no longer considered…. Preferred Alternative - Intersection Improvements. Public input from that meeting also recommended improvements made to Carlton Drive which are now incorporated as part of this project… Reviewed proposed plans for Carlton Drive, noting that it will involve both re-striping of the roadway and providing a center turn-lane. Cost of these improvements, approximately fifty-two thousand dollars… Reviewed proposed plans for Routes 9 and 254, noting that it will involve adding a second eastbound left turn lane on Route 254, adding a dedicated eastbound right turn lane on Route 254 and adding a second southbound left turn lane on Route 9, which will help with the congestion at the intersection. The roadway will be milled and overlaid with a new inch and half of asphalt. It also includes the installation of crosswalks and pedestrian signals and push buttons on all four legs of the intersection and all handicap ramps will be upgraded to ADA standards. Cost of these improvements are in the neighborhood of about six hundred twenty thousand dollars. Funding for this is eighty percent federal and twenty percent town money. COUNCILMAN STROUGH referred to the traffic congestion issue regarding the westbound traffic entering the entrance to the mall where it gets backed up, causing backup even onto Route 9 and questioned whether this will address that situation? MR. BOHL-No, there’s nothing to address that. It should improve slightly with the overall improvements to the 9 and 254 Intersection. The only way to address it is to add a second turn lane at that location… Let us take a look at it, let us look at the cost associated with that type of improvement… Right now, the Mobil has two access points onto 254, one of DOT’s comments was to eliminate one and Jeff met with the property Special Town Board Meeting, 06-23-2005, Mtg #30 513 owner yesterday and they were very receptive to reducing that to a single entrance. So, that will be part of this project also… Reviewed projected intersection operations… Moving forward after tonight’s meeting, we’re looking to finalize the design, coordinate design approval and get plan approval with DOT, that should happen pretty much over the next month, two month period. Probably looking at late summer as far as advertising, bidding and awarding the project. Then hopefully having a contractor out there sometime this fall, next spring. RYBA, Executive Director introduced Mr. Ozzie Priotti from New York State Department of Transportation who was also present for the meeting. Town Board held brief discussion regarding proposed timeline of project, the possibilities of phasing the project and coordinating the signaling for the intersection.
