2012-05-01 QUEENSBURY RECREATION COMMISSION Queensbury, NY Minutes of the May 1, 2012 regular meeting of the Recreation Commission of the Town of Queensbury held at the Town of Queensbury Supervisor's Conference Room Chairwoman White called the meeting to order at 7:01pm Roll Call: • Present— Conboy, Fusco, Goralski, Hewlett, Matthews, Mott, White • Excused- Staff—Director Lovering,Assistant Director Lori O'Shaughnessy, and Program Coordinator Jen Baertschi • Guests— Approval of Minutes: It was moved by Commissioner Matthews, seconded by Commissioner Conboy,to approve the minutes from the April 3, 2012 meeting. All members present approved. Communications and Remarks from Visitors: (see file for copies) • Monthly Correspondence • Thank you note to Lorrie and Jen from young children thanking for the Night at the Movies • Letter to Superintendent Huntley from Director Lovering regarding summer use of building. Report from Director Lovering about use of Barton building • E-mail to trooper Milone regarding vandalism at Hovey Pond. Also list of costs related to repair • Budget Control Report as of 04/24/2012 reviewed Unfinished Busines • Update on proposed new Jenkinsville Maintenance Building by Director Lovering, specifically the bids and the lowest bids. Next step would be to review the lowest bid, develop a project budget, recommend to Town Board to accept lowest bid and award the bid. A motion was made by Commissioner Mott, seconded by Commissioner Conboy to support the lowest bid, proposed budget and submit to the Town Board for approval. All members present approved. • Sub-division fee increase recommendation. Packett of very useful information put together by Commissioner Hewlett supporting a recommendation for subdivision and commercial fees. There was a good deal of discussion on the pros and cons of both "impact fees". It is the general consensus of the Commission to present a definitive recommendation to Supervisor Stec as follows: raising the subdivision fee from $500 to $1250 or adopting a commercial impact fee of$.53 a sq. ft. for new commercial construction, and in partnership with a lesser subdivision fee of$850. New Business • Summer Programs-review by Director Lovering and Assistant Director O'Shaughnessy(see Dept. News and Notes May 2012) • Park Repair Projects—Gurney Lane (new picnic table, new front doors, diving board replacement, and work on existing stone wall)-estimated cost$14,000. Freedom Park(new safety surfacing, play equipment repair and replacement)-estimated cost$16,000. Funding to come from Assessment fund and Town Occupancy Tax. A motion made by Commissioner Goralski, seconded by Commissioner Conboy to present these repairs and funding requests to the Town Board.
