RESOLUTION TO AMEND ORDINANCE NUMBER 28 OF THE TOWN OF OUEENSBURY

WHEREAS , a proposed amendment of Ordinance Number 28 of the Town of
Queensbury was presented to the Town Board, pursuant to Section 1660
(a) (1) of the New York Vehicle and Traffic Law and after due notice
a public hearing was held thereon by the Town Board on the 26th day of
July, 1977 at the Town Office Building, Bay and Haviland Roads , Glens
Falls , New York12801 and that the Town Clerk gave notice of such
hearing by publication thereof in the official town newspapers at least
once prior to the date specified for such hearing, specifying the time
when and the place where such hearing will be held and in general terms
describing said proposed amendment and

WHEREAS, all persons were heard both in favor of and opposed to , Now,
therefore be it
RESOLVED, that Ordinance Number 28 of the Town of Queensbury establishing
through highways and stop intersections in the Town of Queensbury, County
of Warren and State of New York be amended as follows :
Section 3. Stop Intersections , is amended to include : A Three way Ston
at Kiley Lane and Centennial Drive
All ordinances ar parts thereof of the Town of Queensbury, inconsistant
with the provisions of this ordinance are hereby repealed; provided
however, that such repeal shall be only to the extent of such inconsistency
and in all other respects this ordinance shall be in addition to the other -
ordinances regulating and governing the subject matter covered by this
ordinance.
The ordinance shall take effect immediately.

COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate
a mobile home outside at property situated at Feld Avenue, and
WHEREAS, it is hereby determined that said application complies with the
requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on slid

of a 1971 Parkwood Homes Trailer as to
its eligibility to be brought into the
town of Queensbury. . .
Noted that no application for a mobile home
permit had been given to the Stevenson until
the Town Board decides if one-.should be ,due
to the fact that this is not a trailer with
with a N.Y. State Seal of Approval. . .
COUNDILMAN BARBER- Noted that this was a very good report and
was pleased with the inspection that was made. . .
Asked if Mr. Boynton was 'underwriting this
mobile home?
HAROLD BOYNTON- Yes. . . noted that a seal was found that stated
that the roof was made for the northern area. . .
noted that the electrical wiring was hard to
inspect. . .
COUNCILMAN WALTER- Commented on the frustrations 6f the Stevensons
noting the number of times that they have
pppeared Before the Town Board.

7HEREAS , Midnight Drive South , Heinrick Street and Heinrick Circaa area
of the Town of Queensbury. has continued to experience growth in both
residential population and motor vehicle traffic, and
WHEREAS, area speed restrictions limiting vehicular traffic have been
established in the past on Town Highways in the interest of public
safety pursuant to Vehicle and Traffic Law Section 1622 (2) , and
WHEREAS , the Town Board of the Town of Queensbury has determined the need
in the interest of public safety to establish a maximum speed limit of
Twenty Five Miles per hour (25mph) for vehicular traffic on *lidaight
Drive Sout#, Heinrick Street and Heinrick Circle Area and
WHEREAS, said maximum speed limit on said town highways may nnly be
established pursuant to vehicle and traffic law Section 1622 by the
New York State Department of Transportation upon the request of the Warren
Co. Supt. of Highways and the Town Board of the Town of Queensbury, NO7,
THEREFORE BE IT
RESOLVED, that the Town Board of the Town of Queensbury together with the
Warren Co. Supt. of Highways requests said New York State Department of
Transportation pursuant to Section 1622 (1) of the New York Vehicle and
Traffic Law, to establish said Twenty Five Miles per hour maximum speed
limits on Midnight Drive South, Heinrick Street and Heinrick Circle Area and
be it further
RESOLVED, that if notice that the regulation herein requested has been
established by the New York State Dept. of Transportation is received,
the Town of Queensbury will forthwith provide, install and maintain signs
as to the establishment of said speed limits in accordance with the
vehicle and traffic law and conforming; to the manual to uniform traffic
law devises of said Dept. of Transportation, and be it further
RESOLVED, that the appropriate officials of the Town of Oueensbury execute
any and all appropriate forms of the N.Y. St. Dept. of Transportation
necessary to request the establishment of said maximum speed limits of

WHEREAS, the Town Board of the Town of Oueensbury, the Town Supervisor,
and the Town Highway Superintendent are continually interested in improving
service delivery by Town government , and effectively controlling the costs
of Town government, and
L WHEREAS, modern management information systems , which can use the computer
to process data, are vital to help elected Town officials and department
heads monitor complex and costly government operations, and
WHEREAS , the State of New York, Department of State has established a
Bureau of Management Services to help local governments improve their
management. NOW, THEREFORE BE IT
RESOLVED, that the Board does request the Department of State, Bureau of
Management Services to assist the. Highway Superintendent, and- officials of
other Departments , to examine ways of improving the quality of information
gathered in Town offices , and ways in which machines , including electronic
computers , can help process data.

RESOLUTION APPOINTEING MEMBER TO CEMETERY COMMISSION
RESOLUTION NO. 177 Introduced by Mr.DAniel Olson who moved its adoption

WHEREAS, Chapter 814 of the laws of 1948 provides that there shall be a
Board of Cemetery Commissioners of the Town of Queensbury to consist
of three members appointed by the Town Beard for three year terms to
expire on June 30th of. each year, and
WHEREAS, the term of Mr. Robert L. Edwards of Cleverdale has expired as
of June 30, 1977 and �.
WHEREAS, Mr. Robert L. Edwards of Cleverdale has expressed the desire
to be reappointed to this position, Now, Therefore be it
RESOLVED, THAT THE Town Board of the Town of Queensbury hereby reappoints
Mr. Robert L. Edwards of Cleverdale as a member of the Board of Cemetery
Commissioners to the Town of Queensbury for a term commencing immediately
and to expire on June 30, 1980.

COUNCILMAN BARBER- Commented on the City of G.F. resolumion
introduced by Mr. Moynihan stating the
need for the Town of Queensbury to have its
own zip code. Thanked the City for thiir
assistance—Requested the Oueensbury Town
Board toaagain submit a resolution to the
proper postal authorities requesting our
own postal identity. . .

COUNCILMAN WALTER- Announced the first of the mini meetings
for the Glen Lake Area 7 : 30 P.M. at the
Queensbury Town Office Building on July
28th.

ARTHUR TURNBULL- questioned if the Town of nueensbury will
received the sales tax monies payed in error
to the City of Glans Falls?

SUPERVISOR BRANDT- The Sales Tax is due the County and not the
Town. . .The County will be paid back over
several years the monies due them by the City. . .
noted that the Supervisor' s office has done
some investigative work on this problem . .
educate new businesses on the sales tax problem
to they will correctly place the sales tax
monies. . .also notified the state of the sales
tax problem and asked for an audit. . .or a check
that the Town and City and County could enter
into to solve the problem.
ARTHUR TURNBULL- Questioned as to the resolution passed for
tax exemptions to businesses. . .how many people
have to be hired to receive this exemption?
SUPERVISOR BRANDT- Five new jobs. . . this will be monitored by the
State on a. yearly basis. . .if they qualify one
year they do not necessarily have to qualffy
the next. . .
ARTHUR TURNBULL- I think we should police it according to the
Skate mandate. . .
Happy to. see the Town received some funds
for the WGF Drainage System. . .
SUPERVISOR BRANDT- Noted that we are processing the application. . .
LES BAIRD- Questioned if,,,.�he funds for the computor that .
was purchasednin the budget?
SUPERVISOR BRANDT- We made an appropriation the last meeting- and
Vlkth will come from the contingency fund.
LES BAIRD- If requested could items be purchased beyond
the budget?
SUPERVISOR BRANDT- There are some possibilities —noted a constant
review of revenues and expenditures. . .
LES BAIRD- Questioned how much the boring on Corinth Rd.
was going to cost and how much revenue the
State would be giving us?
Questioned what will happen to the other
side of Big Boom Rd.
COUNCILMAN ROBERTSON- This will not cost the Town of Queensbury
anything, the State is paying for it all,
we are only going one side. . . expect the State
to be a large user of water—Can not because
of bidding state a guess on what the bidding
on the boring will be. . .
LES BAIRD- questioned the condition of the road entrance
. . .Big Boom Rd.
COUNCILMAN ROBERTSON- noted that at one time the State was going to
change that intersection. . .
I do not know now where that sta4tds . . .
SUPERVISOR BRANDT- Noted that it was Thomas Flaherty that noted
the State was going out for bids on wells . . .
he then requested that the Town contact the
State and see if they would be interested
in using Town Water. . .Thomas Flaherty contacted
Assemblyman Solomon for help in this endeavor. . .
LES, BAIRD- REgarding trailors. . . I understood that a
1974 trailer or under would not Oass. . .
SUPERVISOR BRANDT- We have modified that by our actions . . .we have
set a precedent that if a trailer meets a
certain criteria it in effect will be accepted. . .
COUNCILMAN OLSON- Noted that the trailer has not been accepted
but only the first step toward a public hearing.

SUPERVISOR BRANDT- I have no intention in turning them down. . .
PEGGY CHROSTOWSKI- Presented a petition from-12 residents of
Route 9 Route 9 who presently use water from a
res6 voir. . .noted that they have been out of
water in several instances and questioned
the quality of water they are using. . . petitioned
the Town for eater . . .
COUNCILMAN ROBERTSON- accepted the pettttnu. . . . reviewed the process
in extending the water ditt. . . I believe the
Board will go the first route and see what
the costs will be and hold a public hearing. ,
COUNCILMAN WAITER- Mr. VanDusen was to present a map on this?
PEGGY CHROSTOWSKI Mr. VanDusen could not append but will
prepare a map on this proposal. . .
GLEN GREENO- Prior to 1974 for trailers to be State
approved had to have ANSI Code Sec. 119.4
Gratified by the Board' s action on the mobile
home. . .
Mrs. Turnbull- Asked if the town could do anything about
asking Mrs . Burnbaum to clean up the
Queensbury Plaza. Either make her rent those
buildings or bulldoze them down. It is a
big eyesore. It is a tax write off for her.
Mr. Barber- She has a very big investment there. She pays
substantial taxes in this town. There is a
strong effort to get new businesses in that
area. If we bulldoze it down we would lose
those taxes which she is now paying.
Mrs. Turnbull- Do you put money ahead of what people think
about the looks of that plaza?
. Mr. Barber- I am saying that bulldozing it would be a
travesty. I think those buildings are sound
and if they are renovated they could be used
by other businesses.
Mr. Turnbull- Is the drainage problem why these businesses
left the plaza? There is a problem with
drainage along all of the Quaker Road.
Has anything been done to rectify the drainage
situation?
Mr. Barber- Mrs. Burnbaum was cited by ENCON. It was
corrected according to their standards.
The state came back and made them reconstruct
their system. As far as drainage, I do not
have an answer for you.
Mr. Turnbull- You just do not have any percolation there.
Mr. Brandt- We have another problem in the Halfway brook
area with a high water table. We are trying
to get a new channel for that stream so that
the sediment will travel with the stream.
Mr. Turnbull- There is another problem with the development
on Cronin Road regarding percolation.
Mr. Barber- That system was approved by the State of New
York Health Department and DEC. Any package
plan is only as good as it is maintained.
They have had their problems with it but I
understand presently, it is working fine.
Mrs. Chrostowski- Is there somebody in the town who could test
the quality of the water in the redervoir?

Mr. Brandt- There is a new act on upgrading water that
is distributed. I am not knowledgable on that
fact, I suggest that you contact Thomas
Flaherty of our Water Department.
Les Baird- Complained about traffic conditions turning
left from the Northway on to Aviation Road.
Asked for assistance during peak periods.
Mr. Barber- It is the intent of the Police Chief to improve
p on the school crossing guards.

RESOLUTION TO REQUEST NEW YORK STATE AND WARREN COUNTY TO EXPAND MJAK?,,"
ROAD TO FOUR LANE HIGHWAY
RESOLUTION NO. L62, Introduced by Mr. Michel Brandt who moved for its
adoption, seconded by Mr. Robert Barber:
WfIEREAS, the normal volume of vehicular traffic on Ouaker Road in the Town
of Oueensbury has incrdased to the extent that said road is insufficient
in width, along its entire length, to cope with the large volume of traffic
in an expeditious, reasonable and safe manner, and
WHEREAS, a traffic safety problem exists as a result thereof_ , and
TINEREAS, it appears that the dangerous presently existing condition may only
be alleviated by the expansion of Quaker Road from a two-lane highway to a
! four-lane highway along its entire length from Upper Glen Street to Warren
!Street and
WHEREAS, Quaker Road is a County highway over which the Tozan of Oueensbury
has no direct control with respect to the width thereof and
WHEREAS, the presently existing traffic problem created requires immediate
attention and action for the benefit of the Town of Queensbury
NOW TTIERFFORE, BE IT
RESOLVED, that the Warren County Board of Supervisors and the Department of
Transportation of the Stage of New York be requested to conduct whatever
surveys and to take whatever action is necessary to cause Quaker Road from
Upper Glen Street to Warren Street to be expanded fo four lands and that the
Town Clerk be directed to submit certified copies 06 this resolution to the
Chairman of the Darren County Board of Supervisors , the Commissioner of the
New `fork State Department of Transportation and to Senator Stafford and
Assemblyman Solomon for appropriate action.

RESOLUTION TO REQUEST THE ESTABLISHMENT OF SEPARATE POSTAL ZIP CODE IDENTITY
FOR TOWNOOF QUEENSBURY
FSOLUTION NO. 178, Introduced by Mr. Robert Barber wi`io moved its adoption,
Seconded y. Mr. Michel Brandt:
WHEREAS , various problems have been encountered recently with respect to the
allocation of sales tax revenues between the City of Glens Falls in the
County of Warren and
WHEREAS , it appears that certain sales tax revenues have been erroneously
credited by the State of New York to the City of Glens Falls rather than to

the County of Warren with respect to certain sales which have occureed with
in the geographically boundaries of the Town of Queensbury and IL
WHEREAS, the Town of Queensbury may have been financially damaged as a result-
of said erroneous allocation and
WHEREAS, it appears that a portion of the problem has been created because of
the fact that no if.dependent mailing address identity exists for the Town of
Queensbury with all mai-ling addresses within the Town of Queensbury being
either Lake George or Glens Falls , New York and
WHEREAS, prior efforts for the establishment of a separate Queensbury postal
identity have met with negative results and
WHEREAS, it Appears that the problems created because oF the lack of a dis-
tinguishing postal identity are significant and require resolution and
WHEREAS , it would appear that the existing problems may well be solved by
simply creating a separate zip code postal identity for the Town of Queensbury
NOTJ, THEREFORE , BE IT
RESOLVED, that the United States Postal Service be requested to establish a
separate zip code for the Town of Queensbury and that the Town Clerk be
directed to submit certified copies of this resolution to the Postmaster
General of the United States , the Glens Falls Postmaster and Congressman
Pattison for appropriate action.
