RESOLVED, that the Queensbun-Town Board hereby establishes the Clerk (part-time) position as
set forth in the New Position Duties Statement adopted by the Warren Count` Department of Civil Service

RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Town
Historian and/or Town Budget Officer to complete any documentation and take such other and further action

WHEREAS, by Resolution No.: 405, 2014 the Queensbury Town Board authorized the
hiring of Brittany Cole to work as a temporary, part-time Assistant in the Town Historian's Office,
and
WHEREAS, Warren County Civil Service has advised that the title for such position should
instead be Clerk (part-time) in accordance with its New Position Duties Statement presented at this
meeting, and
WHEREAS, the Town Board wishes to amend Resolution No.: 405, 2014 accordingly to
change all references of"part-time Assistant"to"Clerk(part-time),"
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby amends Resolution No.: 405, 2014
such that "Clerk (part-time)" shall be substituted therein for all references of"part-time Assistant,"
and

RESOLUTION AUTHORIZING HIRING OF RICHARD RYAN AS SENIOR CLERK
FOR DEPARTMENT OF BUILDING AND CODES

WHEREAS, the Town of Queensbury's Director of Building and Codes (Director) has
advised the Town Board that there is a vacant, Senior Clerk position in the Department as a result of
a recent transfer, and
WHEREAS, the Director posted availability for the position, reviewed the current Warren
County Civil Service List for the position, reviewed resumes, interviewed candidates and has
recommended that the Town Board authorize the provisional employment of Richard Ryan as
Senior Clerk as Mr. Ryan meets the requirements for the position and is listed as a valid candidate
on the Warren County Civil Service List for the position,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs the hiring of
Richard Ryan as a full-time Senior Clerk in the Town's Building and Codes Department effective
on or about January 27 th, 2015 subject to Mr. Ryan's passing of a pre-employment physical as

required by Town Policy, completion of an eight (8) month probationary period and any other
applicable Civil Service requirements, and contingent upon the Town successfully completing
background checks as reasonably necessary to judge fitness for the duties for which hired and drug

BE IT FURTHER,
RESOLVED, that Mr. Ryan shall be paid the hourly rate of pay for the Senior Clerk
position as delineated in the Town's current Agreement with the Civil Service Employees
Association, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor,
Director of Building and Codes and/or Town Budget Officer to complete any forms and take any
action necessary to effectuate the terms of this Resolution.

MULTIFAMILY CONSTRUCTION WITHIN
BAY ROAD OFFICE DISTRICT

WHEREAS, the Queensbury Town Board wishes to consider adoption of Local Law No.:
of 2015 entitled, "A Local Law to Establish a Temporary Moratorium on Residential
Multifamily Construction in the Bay Road Office District" which Law shall authorize a temporary,
six (6) month moratorium on site plan review and subdivision applications regarding residential
multifamily use properties located within the Town of Queensbury's Bay Road Office District
through July 26th, 2015 or any earlier date that the Town Board adopts an updated Comprehensive
Land Use Plan, Zoning Ordinance and Map and/or Subdivision Regulations relating to residential
uses in the Bay Road Corridor, whichever date comes first, and
WHEREAS, this legislation is authorized in accordance with New York State Municipal
Home Rule Law §10, and

WHEREAS, the Town Board wishes to set a public hearing concerning adoption of this
Local Law,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board shall meet and hold a public hearing at the
Queensbury Activities Center, 742 Bay Road, Queensbury at 7:00 p.m. on Monday, January 26'1'
2015 to hear all interested persons and take any necessary action provided by law concerning
proposed Local Law No.: of 2015, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Queensbury Town
Clerk to publish and post a Notice of Public Hearing concerning proposed Local Law No. of
2015 in the manner provided by law and send the Notice of Public Hearing to the Clerk of the
Warren County Board of Supervisors, Warren County Planning Department, Town of
Queensbury Planning Board and other communities or agencies that it is necessary to give
written notice to in accordance with New York State Town Law §264 and §265, the Town's
Zoning Regulations and the Laws of the State of New York, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby refers such proposed Local Law to the Warren
County Planning Department and the Queensbury Planning Board for their advisory
recommendations in accordance with General Municipal Law §239-m and Queensbury Town
Code §179-15-020, and directs the Community Development Department to take all actions
necessary to effect such referrals.

WHEREAS, by Resolution No.: 8, 2015, the Queensbury Town Board authorized the West
Glens Falls Volunteer Fire Company, Inc.'s proposal to purchase 27 Scott Air Packs via a tax-
exempt purchase agreement with Glens Falls National Bank and Trust Company, Inc., and
WHEREAS, the Fire Company has advised that purchase for such equipment is not
eligible for tax-exempt financing, although it is indeed exempt from sales tax, and
WHEREAS, the Town Board wishes to amend Resolution No.: 8, 2015 accordingly,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby amends Resolution No.: 8, 2015
such that the Town Board approves of the incurrence of approximately $187,000 in debt by the
West Glens Falls Volunteer Fire Company, Inc. via a purchase agreement with Glens Falls
National Bank and Trust Company, Inc., with the understanding that the purchase is not subject to
tax-exempt financing, and
BE IT FURTHER
RESOLVED, that the Town Board hereby affirms and ratifies Resolution No.: 8, 2015 in all
other respects.

Town Officers and employees to attend the Association of Towns Conference (Conference) in New
York City in February, 2015 and further authorized the Town Supervisor to cast the vote of the
Town of Queensbury at such Conference and in his absence, the Deputy Supervisor to cast the
Town's vote, and

WHEREAS, the Deputy Supervisor has advised that he will be unable to attend the
Conference and therefore the Town Board wishes to designate a Town Officer to cast the vote of the
Town at such Conference in the event of the Town Supervisor's absence, and
WHEREAS, the Town Board wishes to amend Resolution No.: 16, 2015 accordingly to
authorize Ward 3 Councilman Doug Irish to cast the vote of the Town of Queensbury at such
Conference in the event of the Town Supervisor's absence,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby amends Resolution No.: 16, 2015
such that the Town Board authorizes Ward 3 Councilman Doug Irish to cast the vote of the Town of
Queensbury at the Association of Towns Conference in February, 2015 in the event of the Town
Supervisor's absence, and

SALARY SCHEDULE

WHEREAS, by Resolution No.: 33, 2015, the Queensbury Town Board authorized adoption
of the Year 2015 Salary and Wage Schedules for its part-time hourly, management and non-
management, non-union full time staff, and
WHEREAS, it has come to the attention of the Town that calculations of salaries and
longevities of the management and non-management, non-union full time staff were based on a
standard 52 week/2080 hours worked; however, 2015 has 53 pay periods, and

WHEREAS, upon researching the variances of the additional pay period, some clerical
errors were discovered that the Town Board wishes to correct, and
WHEREAS, the financial impact to the Town is negligible as it is projected to be less
than a total of$900 per year, and
WHEREAS, the Town Board wishes to amend Resolution No.: 33, 2015 accordingly,
NOW, THEREFORE, BE IT
RESOLVED, that for the reasons set forth above, the Queensbury Town Board hereby
amends Resolution No.: 33, 2015 and authorizes and adopts the following Year 2015 Salary and
Wage Schedule for its management and non-management, non-union full time staff:
