WHEREAS, the Town of Queensbury has provided financial support to and maintained a service
agreement with Greater Glens Falls Transit (GGFT) for more than 30 years to provide quality public
transit services to its residents and businesses, and
WHEREAS, throughout that time GGFT has consistently delivered safe, high quality, and
economical services to the Town of Queensbun% and
WHEREAS, based on the most current published National Transit Database statistics, GGFT is
among the most cost efficient public transit operators in New York State, and
WHEREAS, the proposed New York Executive budget does not include any increase in State
Transit Operating Assistance (STOA) for upstate formula based public transit operators like GGFT,and
WHEREAS, since 2009 GGFT has effectively seen a decline of over -9% in the amount of
financial support that it receives from the STOA program, despite increases in ridership and miles of
service operated, and
WHEREAS, public transit service is a valued and beneficial service to the Town of Queensbury
and its residents,
NOW,THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby supports an increase in the appropriated
NYS Transit Operating Assistance for formula bus systems in New York State, and

WHEREAS, such event will promote the Town of Queensbun% its amenities and prosperity and is
expected to draw many people to the Town of Queensbury and its surrounding area's hotels and motels,
restaurants, stores and other businesses, thereby benefiting the general economy of the Town and all of
Warren County,and
WHEREAS, by Resolution No.: 484,2007, the Queensbury Town Board provided for the Town's
receipt of occupancy tax revenues from Warren County in accordance with the Local Tourism Promotion and
Convention Development Agreement(Agreement)entered into between the Town and Warren County,and
WHEREAS, the Agreement provides that specific expenditure of the funds provided under the
Agreement are subject to further Resolution of the Queensbury Town Board,and
WHEREAS, the Town Board wishes to provide funding to the Eastern NY Marine Trades
Association in the amount of$11,500 with occupancy tax revenues received from Warren County,and
WHEREAS,a proposed Agreement has been presented at this meeting,
NOW,THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves the Agreement between the Town
and the Eastern NY Marine Trades Association substantially in the form presented at this meeting and
authorizes and directs the Town Supervisor to execute the Agreement, with funding for the Agreement not

over-billings as well as reductions in ongoing telecommunication/utility billings,and
WHEREAS, in the past the Town Board engaged the services of Cost Control Associates, Inc., to
perform these auditing services and was pleased with its services,and
WHEREAS, Cost Control Associates, Inc.,will be compensated for its services from refunds received
by the Town and future utility savings,and
WHEREAS, by Resolution No.: 57, 2015, the Town Board authorized engagement of the auditing
services of cost Control Associates, Inc., on a 12 month basis but now wishes to authorize engagement of
their services for a 36 month period prior to the date of signing to increase the Town's potential savings as
set forth in the proposed Cost Reduction Agreement presented at this meeting,
NOW,THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves and authorizes engagement of the
auditing services of Cost Control Associates, Inc., and further authorizes and directs the Town Supervisor to
sign the Cost Reduction Agreement and Letter of Authorization substantially in the form presented at this
meeting, with revisions to clarify that it covers the 36 months prior to execution of the Agreement in form
acceptable to the Town Supervisor and Town Counsel,as well as any other needed documentation,with the
costs of the auditing services to be paid for from recovery of past telecommunication/utility over-billings as

advised that the Town is eligible for additional funding for reimbursement in the amount of$1,000, bringing
the total grant funding to$10,400,and
WHEREAS,the Town Board wishes to accept such additional grant funding,
NOW,THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby accepts the $1,000 additional grant funding,
for a total of$10,400, to be received in connection with the 2010 NYSDEC Water Quality Improvement
Project Grant entitled, "Greater Glens Falls Urbanized Area MS4 Erosion and Sediment Control
Management Program," in accordance with the same terms as previously set forth in Town Board
Resolution No.: 235,2014 presented at this meeting and as delineated in the preambles of this Resolution,

follows:

Town employee to use a Town vehicle for travel between his/her official domicile and job site in order to
ensure rapid response in emergency situations,and
WHEREAS,the Town's Water Superintendent has advised the Town Board that as part of the Town
Senior Water Maintenance Supervisor's job duties, he responds to emergency situations within the Town,
including responding to emergency water main breaks during evening and weekend hours,and

1. Queensbury Consolidated Sanitary Sewer District (previously known as the Central
Queensbury/Quaker Road Sewer District and Hiland Park Sewer District);
2. Pershing-Ashley-Coolidge Sewer District;
3. Queensbury Technical Park Sewer District(District);
4. Reservoir Park Sewer District;
5. Route 9 Sewer District;
6. South Queensbun�—Queensbun�Avenue Sewer District; and
7. West Queensbury Sanitary Sewer District;
referred to in this Resolution as the"Districts,"and
WHEREAS, at times, some Town residents wish to obtain sanitary sewer service from the Districts'
facilities but their properties are located outside the Districts'boundaries,and
WHEREAS, the Town of Queensbury wishes to consider supplying such Town residents and
property owners with such sanitary sewer service in accordance with Town Law §198(1), upon such terms
and conditions as the Town Wastewater Director deems appropriate,and
WHEREAS, by Resolution No.: 371,2010, the Town Board authorized the Town Wastewater
Director to enter into out-of-District Agreements relating to such Districts,and
WHEREAS, the Wastewater Director has advised the Town Board that William and Catherine
Ehlert, owners of a parcel of property located at 13'/2 Luzerne Road, Town of Queensbury. Warren County,
New York and known as Tax Map Parcel 4309.11-2-24 (the "Property") have requested that the Property be
provided Town wastewater services,and
WHEREAS,the Property is currently located outside of the boundaries of any Town Sewer District,
and

Re: Bay Road Moratorium and Sewer Study
Dear Board Members:
The Post Star is correct that my analysis of the recent MJ Engineering study of Bay Road sewer
contained an error. I did not realize that the study's Table 3 titled "Summary of Existing Flows"
included sewage that does not flow through the Willowbrook pump station. I have since
removed the "Original Bay Road/Glenwood" flow from the spreadsheet and submit the
corrected copy here.
But the Post Star is wrong in other aspects. The correction does not change the conclusion that
there is insufficient capacity or my contention that the projects responsible for the crisis must
pay the cost of necessary upgrades.
The corrected total of existing and projected flows through Willowbrook still exceeds 80% of
capacity, the criteria for requiring upgrades as stated by both MJ Engineering and the
Queensbury Director of Wastewater at the December 23, 2014 workshop meeting.
Even worse, when you include the legally accepted flows that are not yet used, the total flow
reaches 105% of capacity. This is not safe, or responsible planning, or fair to other Bay Road
property owners. How can you tell property owners they have lost legally accepted capacity
when they need that flow as demographics of their residential units change or they wish to
finish developing their property?
This is a system wide problem for both gravity lines and pump station capacity. Currently, only
34,560 gpd is flowing into Willowbrook(just 23%of pump station capacity) and another 26,720 gpd is
flowing downstream of the pump station. That is why you are not et seeing issues from problematic
lines in the southern portion and a possible low spot in the northern portion. The latter can be easily
confirmed, or refuted, by putting the town's camera down a manhole to look for standing fluid in the
pipe, as retired engineer Doug Auer has repeatedly suggested and Board Member Bill Van Ness stated at
the last Town board meeting. Why wait any longer when a warm manhole cover can be easily located
by simply plowing surface snow aside?
The town paid for additional capacity at Willowbrook a decade ago to provide sewer for all Bay Road
properties, and it has legally accepted flows in subsequent Map Plan & Reports on that basis. The
current crisis is due to the Planning and Zoning Boards approving projects far in excess of those legally
accepted flows.
Three projects are largely responsible for the excess. Cottage Hill, Fowler Square and Baybrook
Professional Park will require a whopping 61% of the total Willowbrook capacity, and the
52,000 gpd in excess of their legally accepted flow accounts for 35% of Willowbrook capacity!
This is stolen from all the other Bay Road properties yet to be developed or which will need
sewer connection when their leach fields eventually fail.
All Bay Road property owners should continue to pay, upon sewer connection, the same gpd
buy-in based on the original Willowbrook design to repay the town for its purchase of
additional capacity. But projects awarded excess flows have created the problem and should
pay for upgrades to replace that excess before they are allowed to connect.

KATHLEEN SONNABEND, CEDAR COURT, QUEENSBURY-Thanked Supervisor Strough
for meeting with her today. Understands that they are waiting for a follow-up meeting with MJ
Engineering to address the issues that were raised. Appreciates being put on the coordination
email list so that she may be available for the meetings. Requested that the letter she submitted
be read into the minutes along with the corrected spread sheet and the annotated pages from the
sewer study. Her conclusion remains the same that there is insufficient capacity for the existing
projected and the approved pending projects. Recommended that no more sewer connections be
made even on the pending projects until you get a handle on this.
KATHRINE ATHERDEN-Spoke to the Board regarding the initiative to Think Beyond Plastic
and Bring Your Own Bag noting she the the Co-Chairman of this organization. It is a group of
concerned citizens formed in response to the harmful effects of plastic bags to our health and
environment. Their mission is to promote the use of non-plastic reusable bags in place of single
use thin film bags working to do this through education and the legislative process. There will
be a presentation on Friday, February 27, 2015 at 7:00 P.M. at the Unitarian Universalist Church
21 Weeks Road. They are here tonight to introduce everyone to their campaign and to request the
Board's involvement in helping them to develop an Ordinance of promoting the use of non-
plastic reusable carryout bags in place of the hazardous single use bags.
JIM MACKEY, QUEENSBURY-Thanked the Town Board for supporting the meeting that was
held by the County Supervisors regarding Westmount Nursing Home.
BOB SCHULZ, 2458 RIDGE ROAD. QUEENSBURY-Spoke to the Board regarding the letter he
submitted to them dated February 3, 2015, which he encouraged the Board to pass two Resolutions.
The first Resolution would be to discontinue the implementation of the Common Core State
Standards and participation in the Partnership for Assessment of Readiness for College and Careers
Consortium in favor of an independent state-based approach to the improvement of the education
system in New York. The second one is to call on the State Board of Regents to amend Social
Studies Learning Standard No. 5- Civics, Citizenship and Government to bring it into compliance
with the State Education Law.
DOUG AUER-Pleased with the way the Town Board is moving forward with MJ Engineering
regarding the Bay Road sewer. Recommended before the Board holds the meeting to run a camera
up the length of pipe from manhole 2A up to manhole 3 believes that there is a substandard situation

Town boundaries. They will be holding a Committee Meeting on March 9, 2015 at 10:00 a.m.

BOB SCHULZ, 2458 RIDGE ROAD, QUEENSBURY-Spoke to the Board regarding the The Rule
of Law in New York State an assignment that his grandson, Bryan Kane did for a class project
working ten hours for a Not-For-Profit. (Copy given to Supervisor and Deputy Clerk) Ask that
Counsel review it for its accuracy. Asked the Board to consider putting this on the Town's website.
JOHN SALVADOR-Referred to a letter he distributed dated February 2, 2015 noting the correct
map showing the correct boundaries.

COUNCILMAN VANNESS WARD FOUR
• 42 Oak Tree Circle ready to move forward to Supreme Court with this. We believe we have
located the owner of the property. By law we have to go after the owner for the repairs prior
to going after anyone else. It is not in foreclosure at this time. We intend to move very
quickly in an aggressive way to get this taken care of
COUNCILMAN IRISH WARD THREE
• Extended his personal condolences as well as the condolences of the Town Board with
prayers and wishes to Dr. Brian Howard's family who passed away unexpectedly.
Wished his son Eric a Happy Birthday. He is 22 years old today.
COUNCILMAN BRIAN CLEMENTS WARD TWO
• Congratulated Councilman Irish's son, Eric on being accepted into the Navy Seals
Program.
• Requested that Chris Harrington do a video of the sewer line on Bay Road. Thanked
Doug Auer for bringing it to the attention of the Board regarding manhole 2A and 3.
COUNCILMAN METIVIER WARD ONE
• Warned residents of the danger of going on their roofs to shovel off the snow. You can
take nylon stockings and fill them with calcium chloride and throw them on the ice dams.
It will melt the ice. You can also pump heat into the attic into the valleys near the edges
to melt the ice.
• Warned people about going out on the ice on Lake George. Reminded them about the ice
heaters. While it is thick in the center the shore is not safe.
SUPERVISOR STROUGH
• Spoke regarding an email from Amy Drexel who is the Emergency Services
Coordinator and Deputy Director for Warren County Office of Emergency Services
stating everyone should have an emergency plan completed and updated. If they are
thinking about a complete revision of the plan they should look at the Town of
Queensbury new Comprehensive Emergency Management Plan. This is online.
