Re: Discussion Item: Retail Plaza on the Corner of Bay Road and Quaker Road
Dear Chairman Hunsinger:
On behalf of the owner of the commercial plaza located adjacent to Hannaford on Quaker
Road, Friends Realty Associates LLC and its management company, AAG Management, Inc, I
hereby request that this matter be placed on one of your upcoming Planning Board agendas as a
discussion item. We would like to address the Town's access management requirements under
Article 19 of the Town Zoning Code.
Under that section of the Code,"One objective of access management is to reduce conflicts
along heavily traveled roadways and thereby achieve the safe and efficient movement of traffic."
In the case of Hannaford and the adjacent plaza, it is clear that cars have been driving over the lawn
to access the two commercial facilities. When Hannaford appeared before the Planning Board, it
offered to construct a connection point at the rear of my client's plaza near Bay Road. However,this
location is in conflict with the location of trash receptacles and the circulation for delivery trucks,
garbage trucks and the drive-thru pharmacy.
In contrast,a connection near the Quaker Road access to Hannaford would permit customers
of each facility to utilize the Quaker Road traffic light and would enable my client to eliminate the
existing curb cuts on Quaker Road. Because those curb cuts are located close to the Quaker Road-
Bay Road intersection, their elimination would be extremely beneficial for traffic and pedestrian
safety in the corridor. I have enclosed a proposed site plan showing this preferred access point.

Neither Hannaford nor its agent contacted AAG Management to discuss the location of the
proposed interconnection. We believe that bringing this matter back before the Planning Board
would be beneficial to both property owners and to the residents of the Town.
