THE ELDERLY
RESOLUTION NO. 34 Introduced by Mr. Robert Barberr who moved for its

WHEREAS, a distinct need has been demonstrated to the Town Board of the
Town of Queensbury for transportation for the elderly residents of' said
Town, and
WHEREAS, the Town Board of the Town of Queensbury deems it to be in the
best interests of the Senior Citizens of its community "to .engage the
services of an independent contractor` for- the purpose of providing trans-
4: portation for such persons, and
WHEREAS, by virture of federal funding available to municipalities to
assist in providing services for the elderly, and
WHEREAS, the Town Board requested that bids be solicited, and bids were '
submitted on January 25, 1977, Now, Therefore be it
RESOLVED, that the Supervisor of the Town of Queensbury be, and
hereby is, authorized °and empowered to enter into and execute an
agreement by and between the Town of Queensbury and Louis T. Fisher,
to provide transportation for the elderly citizens of the Town of
Queensbury at a- total cost not to exceed THREE THOUSAND DOLLARS
($3,000.00) -for the fiscal ,yeai 1977, and be it further
RESOLVED, that the Supervisor of the Town of Queensbury is hereby
delegated with the power and authority to negotiate such terms and
benefits as would be to the advantage of the .elderly citizens of the
Town of Queensbury consistent with the services generally provided in
other municipalities for the benefit of its elderly citizens.

OF THE STATE OF NEW YORK AN AMENDMENT TO ORDINANCE 23
RESOLUTION NO. 35 , Introduced by Mr. Robert Barber who moved its adoption,

WHEREAS, Section 467 of the Real Property Tax Law has been amended to
increase the limitation of income. the owner or the combined income of
the owners of real property may earn and remain eligible to apply for
said partial exemption, and
WHEREAS, the Town Board of the Town of Queensbury desires .to amend the
existing ordinance entitled "AN ORDINANCE PROVIDING FOR A PARTIAL TAX
`- EXEMPTION OF REAL PROPERTY OWNED BY CERTAIN PERSONS WITH LIMITED, INCOME
WHO ARE SIXTY-FIVE- YEARS OF -AGE OR OVER, PURSUANT TO SECTION 467 OF THE
REAL PROPERTY TAX LAW OF THE STATE OF NEW YORK" to increase the income
limitation from $5,000.00 to $6,500.00* to conform to Section 467 of the
Real Property Tax Law of the State of New York, as amended, with respect
to the increased exemption; and
WHEREAS , by Resolution No. 281 , of 1976 said Town Board of the Town
of Queensbury caused the Town Clerk of the Town of Queensbury to publish
and post notice of a public hearing to- be .held at .the Town Office Building
in said Town of Queensbury on January 25th, 1977 at 7:30 P.M. to consider
the adoption of the amendment to said resolution; and
WHEREAS, the said public hearing was duly held and those in favor and
those opposed to such resolution were duly heard, and due deliberation
having been had;
Now, on'motion duly made and seconded, it is hereby
RESOLVED, that the Town of Queensbury Ordinance entitled "AN ORDINANCE
PROVIDING FOR A PARTIAL TAX EXEMPTION OF REAL PROPERTY OWNED .BY CERTAIN

Joseph Brennan, Town Counsel- solicited information regarding appraisers
who had been involved in similtr-�' appraisals. . . . Jordan and Hafner Inc.
came highly recommended . .notdohat their fees were reasonable. . .
Councilman Olson- aaked if any other quotes were received?
Joseph Brennan-Town Counsel- noted that with the magnitude of the project
that the fees that were proposed were less -than I had anticipated. . . reviewed

for bids on two new dump trucks equipped with dump body and snow plow, and
WHEREAS , two companies bid on -the above dump truck and the bids were opened
on December 28, 1976 and read aloud and then turned over to Mr,. Garb for his
recommendation, Now, Therefore be it
RESOLVED, that upon Mr. Garb's request the TawnBoard accept the b;d of
Carswell Truck Center for one new 1977 International dump truck with
snow plow for $33,329.00 and be it further
RESOLVED, that the financing for the dump truck is included in the 1977
Queensbury Highway Dept. -Budget.

the low bid was for a single unit construction and was not adequate for

I wish to protest the proposed $ 20.00 fee for private citizens to
take their rubbish to' the Queensbury landfill.
Few people would object to a reasonable $ 5.00 fee, but I am sure the
larger fee would encourage enormous road side dumping.
Another item in relation to the dump operation: I hope that your
procedures will difer from that of the past dozen or more years.
It has always seemed ridiculous to cover a bushel of rubbish with
five yards of fill (admittedly an exageration, ,.but ' not by muehy. It
has been my observation that the stuff was covered about as fast as it
came in, which is no wonder that the site has filled so rapidly. It
seems that it could all be covered in the last two hours of the day.
May I wish you every sucess wtth 'this .new responsibility for I know
it will be done to the bery best of your ability.

I am LeRoy' Ball, Jr. , ' better known_as Roy Ball. I am applying for the
opening left by Harold Robillard as Town Councilman, as I am. from the same
area he is.
I have lived and payed taxes on the same home for the past thirty years,
since 1947 on Corinth Rd. in West Glens Falls.
I am 53 yours old and self employed as an Excavating Contractor. I am
a Republican and always vote. I am interested in the Town of Queensbury,
and it 's laws. I have worked years ago for the Highway Dept. . and ran
against Bernard .Dodner for the Supt, of Highways. Lost, but an still
interested in Queensbury, I used to own and run Ball' s Gun Shop and
Sport Store located on Corinth Rd. The last five years, I have gone back
to excavating.
I think I am known pretty well around the Town of Queensbury. I am
Honest, Don't Drink and have a wonderful family and life.

I wish at this time to indicate my interest in filling the vacancy created by
the resignation of Councilman Harold Robillard, on the Town Board.
I am currently in my 10th day as a Member of you Town Zoning .Board of Appeals ,
and my second as Secretary of the Board. 1 have also acted as Chairman of
the ZBA in the absence of the Regular Chairman; and an one ' of the original
appointees to the board 'in 1967.
During my 10 years in Town Government I have gained valuable experience in the
ways & means of municipal operations , by working with the Zoning & Building_
Dept, the Planning 'Board, the Beautification Committee, the Town Board, tb
ZBA, and on the Sign Ordinance Revision ad hoc Committee.
In• my professional work I have directly worked for/or/with many municipalities
ie; City of Glens Falls, Town & Village of Lake George, Town of Granville,
Town of Day, Town of Ticonderoga, Town of Bolton, Village of Greenwich,
Town of• Ballston Spa, City of Torrington, , Ct. , Warren County DPW, Washington
County DPW, Rensselaer County DPW, NYS Dept. of' Transportation, Dept of
Health, Environmental Conservation, Dept. of Labor, Dept. of Education,
Office of Local Government, Building Codes Bureau, and State Income & Sales
Tax Bureaus.
I feel my experience on the ZBA, my Professional contacts, my familiarity with
the Towns people having been almost a life-long resident of the County &
area; could be fully utilized for the benefit of the Town of Queensbury as a
whole.
I enclose a brief Biographical Data sheet for your information.
Prior to any consideration on my interest, I feel the Former Town Supervisor
Gordon Streeter should be given consideration by all for the lst choice as
his many years experience & expertise should not be wasted, but should be
reappointed to the Town Board again. If there is no interest on Mr.
Streeter' s part or no possiblity of his reappointment, I wish to be very
seriously considered. --
I am a registered Republican, with definite "right-of-center" or slightly
conservative leanings , I have always judged all cases before the ZBA on iie
own individual merits, attempting to balance business-commercial-industrial
interests, without which our town taxed would be prohibitively high;- and an
orderly, clean safe and generally a nice environment to attract residential
growth; and stay a "Nice Place to Live" . I would bring the same attitude
on a non-partisan basis, looking only at what is good for the Town & its
people & general welfare.

Councilman Olson- requested that Mr. Brandt contact Colonial and set up
a meeting, Public Information Meeting, between the residents of the Town
and Colonial to air their problems. . .
Supervisor Brandt- noted that a letter has been typed to Mr. Nolan
concerning this. . .reviewed the past discussions and noted that if a
move was not made that the Town would have to solicit to see if we
would get someone else to bring in the service. . .

his mail box and the dog problems in his area. . .
Councilman Barber- noted that the dog warden was to be at his residence
the next day—disappointed that you did not receive that courtesy from
the dog warden. . .
Mr. Richard Kilmartin- no one was near the place. . .
Councilman Olson- commented that he left word for`him,to go and see you. . .
asked the Town Blerk to leave a message for the Dog Warden on this. . .
Mr. Richard Kilmartin- reviewed his problem with the mail box. . .on
county right of way. . .Question the status of the Water tax on property
next to Stone Gate Manor. . .
Councilman Barber- reviewed the officials that had been contacted
on the tax problem—noted that they were in the water district and
as such were legally taxed. . . you are in the water district, therefore
you are entitled to the water.
-- Mr. Kilmartin-I would like to have the water put in tomorrow mording.
Councilman Barber- when the water can be put injwill have to come from
the Water Dept. and the Water Committee. . . .
Mr. Richard Kilmartin- reviewed the costs of placing in water lines and
noted unfairness of the situation. . .
Mr. Kilmartin-noted that he will bring his attorney to the next meeting. . .
Unknown- questioned when the Planning :Board met. . .
Councilman Robertson- on the first wednesday of the month. . .
