RESOLUTION APPOINTING COUNCILPERSON
RESOLUTION NO. 43, Introduced by Mr. Hammond Robertson and Mr. Robert
Barber who moved for its adoption, seconded by Mr. Daniel Olson:
WHEREAS, a vacancy exists in the Office of Councilperson of the Town
of Queensbury because of the resignation of Harold Robillard who was
elected to such office in November of 1975, for a term of four years
from the 1st. day of January, 1976.
NOW, THEREFORE, pursuant to Section 64 of the Town Law of the State
of New York, we do hereby appoint Frances Walter of said Town to
fill the vacancy existing in said office of Councilperson. Such
appointment is effective immediately, add the said Frances Welter
shall hold - such office until December 31, 1977 , the compketion of
Harold Robillard' s term will be subject to the November kiection.

Councilman Olson- Mrs. Walter was a successfit earidddate from a list of
fourteen people that were interviewed. for this position. Mrs . Walter has
the endorsement of and the unanimous support of the Republican Committee,
they interviewed Republicans, Democrat$ and INdependants for the-�positinn.
Supervisor Brandt-Noted that he was split on how to vote, I think that
Mrs. Walter is a fine candidate and I am proud that she is our candidate
and I will have to vote for her based on the merits of her candidacy
however, I feel that in a democracy the right of the people to elect their
candidates is a sacred sight.. that they should have, and it should be:rmaintained.
I think that it is wrong for any of us as public officials to resign our off-
ice before it has expired. I think that candidates should run on their
own and not be brought in by the will of the Republican or Democratia
or Conser*ative or any other group of people. I hope that_`:the practice
ceases, I think that it has gone on way to long in the T&pn of Queensbury
and I hope that it is the end of it. I hope that everbody gives the right
of election back to the people of Queensbury.
Councilman Robertson-I think all of us at one time or another find changing
circumstances . . . I feel that there was a democratic process, every party
both Republican or Democratic have elected representatives and they are called
f committeeman, they are elected by the people every two years and what ever
district they represent they are equally divided amq_tkg the parties. . .I
shouldn' t as a person choose the person who will fill the vacancy but
should rely on the committee which is certainly which is a wider base
representi#p,.° the people.
Supervisor Brandt- Then we should ask the Democratic Committee and the
Consertative and any other political committees there are in the Town
for their recommendations and we have not done that.
Councilman Robertson-Noted that the Republican Committee did interview
people from other parties. . .
Councilman Olson- noted that the Board has two cho3_&es>=to leave the seat
vacant viewing this as doing a discredit to the people of Queensbury
.noted that in filling this vacancy it is only for the remainder of
the year, the individual will have to run to fullfill the seat. . .
Councilman Barber-reviewed Mrs . Waltee' s qualifications. . . strongly
endorsed Mrs . Walter. . .
Councilman Robertson- asked Mrs. Walter to come forward and join the
Town Board. . .
Town Board Members welcomed Mrs. Walter to the Board. . .

RESOLUTION OF APPRECIATION
RESOLUTION NO. 44 Introduced by Mr. Barber, Mr. Olson, Mr. Robertson,
Mrs. Walter, Mr. Brandt who moved its adoption seconded by the
entire board:
WHEREAS, Harold Robillard has served the Town of Queensbury as a
member of the Queensbury Town Board nor many years and has now
chosen to resign from the Board, and
WHEREAS, Mr. Robillard has served his fellow citizens in an upstanding
manner showing compassion, devotion and-untiring service to the residents
of Queensbury, Now, Therefore be it
RESOLVED, that the Town Board of the Town of Queensbury on behald
of all the citizens and friends of the Town of Queensbury hereby
convey to Mr. Harold Robillard their sincere appreciation for his
service and wish him the very best in all his future endeavors.

Dear Supervisor Brandt:
I am interested in the vacate seat on The Queensbury Town Board
created by Harold Robillard' s resignation, January 5th.
Briefly, my qualifications are as follows. Education and family
history: I attended Ithaca College, Ithaca, New York, *ajoring in
business administration; I am married and enjoy good health; have
lived in the Town of Queensbury far the past fifteen years and own our
home. I have one .son who graduated from Queensbury High School, Adi-
rondack Community College, and is presently, a junior at The University
at Albany.
Work Experience: I have worked for various concerns including The
National Red Cross in Washington, D.C. For the past seven years,
I have been employed as Neighborhood Centers Director for Community
Services Administration of Washington County.
Agency Affiliations: (past) Task Force member, NYS Division American
Cancer Society; committee member, Lake Champlain-Lake George Regional
Health Planning Board; NYS board member, National Association for Com-
munity Development; member of the boadd of trustees, Hospital Review
and Planning Council of Northeastern New York. (presently) Advisory .
board member, Office for the Aging; NYS Senior Action Council; board
member, Health Systems Agency of Northeastern New York.

Community Affiliations: (past) vice-president, Queensbury PTSA, (also,
a past president-PTA) ; den mother, Boy Scouts of America; choir member,
Lutheran Church of the Good Shepherd; member, Lake George Opera Guild;
member, Operetta Club. Additionally, I am involved in various community
projects and activities.
My interest in this position is simply I would like to be an
"advocate" for the people in The Town of Queensbury and I feel
I could offer input to the town board on the concerns being
expressed by many of our town residents.

Beautification for the year 1976

1. Reviewed plans for 9 developers for Special Use Permits, Variances or re-
zoning.
2. Rechecked two previous planting agreements for compliance. On sine a let-
ter from the Town Attorney appears to have resulted in partial compliance
and hopefully the 1977 growing season will result in a completed job.
3. Citations in the form of complimentary letters were sent three businesses .
4. A Committee representative served on both the Zoning Ordinance Revision
Committee and the Sign Ordinance Revision Committee. The work of the
Sign Ordinance Committee concluded with the passage of a new law after
much revision from public hearings. 11
5. Again recommedded "Site Review Committee" to cut down onathe multiplicit-v
of hearings and to bring all development under scrutiny, instead of dis

allowing other developers to baliid without any controls.
6. "Yark Beautiful of the Fortnight" was replaced by a Bicentinnial Resident-
ial Award program wlktbh consisted of awards in each of four categories:
Early Homes, Patriotic, Artistic or Creative, and Mast Improved. The
latter received half the nominations solicited by news media publicity.
Special pine tree replicas were designed for display by the winners who
were also awarded special certificated in the form of a woodburned wall
plaque depicting an Adirondack scene both prepared by local artists,
7. The Committee recognized the beautification efforts in a turn-around on
Hillcrest Avenue beautified and maintained by the familes of John Regis
and Alan Martindale.
8. Three entrance signs were purchased out of budget funds: one for Main
Street, West Glens Falls at the City line; one for Sherman Avenue at City
line and one for Pilot Knob Road at Town-County line. This completes the
Committee' s plans for Town Entrance signs with was started several years
ago. There are now a totitl of 20 signs.
This is a brief summary of the activities for 1976. Details and specifics
will be gladly furnished on request.

crew over the difficult fre-ezing weather , congratulated them for
a job well done. . .

Councilman Barber-commended the water treatment operators for a fine job
in dispatching the police dept.
Councilman Olson-requested the Board that they pass a resolution urging
the State Legislature to pass legislation exempting electricity, gas, oil,
wood and chal -used for fuel from the sales tax. . .
RESOLUTION URGING LEGISLATION EXEMPTING ELECTRICITY, GAS,OIL,WOOD AND COAL
USED FOR FUEL PURPOSES FROM THE TAX ON 'RETAIL SALES AND THE COMPENSATING
USE TAX IMPOSED UNDER SECTIONS 1105 AND 1110 OF THE TAX LAW
RESOLUTION NO. 48 Introduced by Mr. Daniel Olson who moved its adoption,

WHEREAS, there is presently imposed a Sales Tax and Compensating Use Tax
on electricity, gas oil, wood and coal products used by residents of New
York State for fuel purposes , and
WHEREAS, the receipts for the sales of certain items of necessity, such as
food, water, medicine and other items required for the preservation of
health, have been exemptgd from such tax under thh provisions of Section 1115
of the Tax Law, and
WHEREAS , in the opinion of the Quaeesb rynTqwftobvArdf Supervisors, there
appears to be a legislative intent to exempt the necessities of life from
such tax, and
WHEREAS, in the opinion of the Queensbury Town Board, the acquisition of
electricity, gas , oil, wood and coal for the purposes of use as heating
fuel is an absolute necessity for ILM the residents of New York State, and
WHEREAS, the imposition of such tax now imposes a special hardship on the
elderly and others on fixed, limited incomes, including those requiring
governmental welfare assistance, Now, 'Therefore be 'it
RESOLVED, that the Queensbury Town Board request that the Legislature of the
State of New York enact legislation exempting the receipts from the sale of
electricity, gas, oil, wood and coal used for fuel {arposes from the tax
imposed on retail sales under subdivision (a) of Section 1105 of the Tax Law,
and the compensating use tax imposed under Section, 1110 of the Tax Law, and
be it further
RESOLVED, that copies of this resolution be sent to Hon. Hugh L. Cary,
Governor, Senator Warren Anderson, Majority Leader of the Senate,
Assemblyman Stanley Steingut, Speaker of the Assembly, Assemblyman Gerald
Solomon and Andrew Ryan, Senator Ronald Stafford, and Barney Fowler, Albany
