WHEREAS, Superintgndent of Highways, Carl A. Garb, has recommended pursuant
to Section 1660, Subdivision (a) 11 of the New York State Vehicle and Traffic
Law, that certain highways-within the Town should be closed to any vehicle
with the gross weight in excess of 3 tons per axle effective from the time
of the erection of the signs and
WHEREAS, the restriction will be in effect until the removal of the signs
as directed by the Town Board of the Town of Queensbury therefore be it

WHEREAS, an agreement has been reached by the West Glens Falls Volunteer
Fire Co. , Inc. , and the Queensbury Central Volunteer Fire Co. Inc . , altering
the boundary line between the areas where fire protection coverage will be
provided by the respective fire companies and
WHEREAS, the approval of the Town Board of. the Town of Queensbury is
necessary for the amendment of the certificate of incorporation of the
West Glens Falls Volunteer Fire Co. Inc. , to reflect the change in said
boundary line and
WHEREAS, it appears the effectiveness of fire protection will not
be diminished or impaired in the Town of Queensbury by the alteration
of the aforementioned boundary line and
WHEREAS, such would appear to be in the best , interests of the Town
of Queensbury, NOW, THEREFORE BE IT
RESOLVED, that the amendment of the certificate of incorporation

resolution was in fact� put into effect.
Supervisor Brandt-it was really a mistake on our part that has surfaced that
we should have passed this resolution and we hadn' t.
Town Clerk DOnAld A. Chase-the next one Mr. Pontiff did not give me fiutdil
,February-9th it had to be filed with they Secretary of State on Monday the
14th and that is why he asked if the signatures would be put on it. This
resolution will cover it.

entering myself, Mr. Lars Edwards, 21 Cottage Hill Road, under
consideration for one of the existing vacancies on the Queensbury
Environmental Council.
I hold a B. S. degree with a major in chemistry granted by the
State University of New York, Empire State College and I am employed
in a local industrial facility, GAF Corporation, Inorganic Chemicals
Division, Glens Falls, where ' I have been serving in the position of
Assistant Plant Chemist for nearly five years.
As a resident of the Town of Queensbury I feel that our area
must establish a resonable stand on environmental control which will
not allow irreparable damage or depletion of natural resources nor,
at the same time, greatly discourage enonomic development within the
town. A properly balanced program may be essential to any future
development of our area. It is toward the ultimate benefit of the
town and its population that I would expend my efforts if appointed
to the Council.

I have been following with a good deal of interest the reorganization
of the Queensbury Conservation Advisory Council. If the Town Board has
not completed the appointments to this Council, I would like to be con-
sidered for membership on it. I feel- very fortunate to be living in
Queensbury, and I would like to serve the community in some was , to help it
continue to be not only a good place to live but also a good place to do
business .
I have a sincere interest in the environment, but after almost
20 years in industry I also realize that orderly gooitth is necessary.
With the increasing amount of environmental legislation being enacted, . I
am sure the Town Board and the Planning Board will benefit from whatever
assistance the Council can provide. My engineering and construction back-
ground combined with my interest in conservation enable me to understand and
appreciate both the technical and environmental aspects of the problems
facing local governments and planning boards today.

WHEREAS, John Kilmartin of Haviland Road has made application in accordance
with paragraph 2 (b) Section 4 of an ordinance of the Town of Queensbury
entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS
IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mbbile
home outside of a duly-licensed mobile home court at property situated on
Haviland Road, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to authorize the issuance of the permit
requested by said application, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, temporary pemmission is hereby given to John Kilmartin

the electrical inspector does not have any way of viewing the wiring that
is hidden. . .noted that the well and sewage system were adequate and the land
ifr fenced in. . .
Councilman Barber-stated the view of the board that any mobile home moving
into the town would be of 1974 vintage of 'newer due to the New York State
Code.
Supervisor Brandt- questioned that the mobile home could be checked for
copper siring and smoke deegotors could be installed. . . .

windows and exits many things involved in the code. . .
RESOLUTION TO DISAPPROVE APPLICATION FOR PERMIT TO LOCATE MOBILE HOME
IN THE TOWN OF QUEENSBURY
RESOLUTION N0. 56 Introduced by Mr. Hammond Robertwon who moved its

WHEREAS, Mr. & Mrs. Rance R. Kirby of Saratoga Road, Fort Edward has
maide application to this Board for a permit to locate a Mobile Home at
property situated at Northwest Corner of Massachusetts and Central Avenues
and owned by Gary and Sharon Greene, and
WHEREAS, upon proper investigation it appears that the applicant has not
complied with all of the requirements of the Ordinance Regulations relating
to Mobile Homes in the Town of Queensbury, therefore be it
RESOLVED, that the application of Mr. & Mrs. Rance R. Kirby be and is
hereby disapproved without prejudice and that the Town Clerk is hereby
directed to notify Mr. & Mrs. Rance R. Kirby of the decision of this

Members of the Town Board
Town of Queensbury
I would like to give a report on my attendance at the Association
of Towns session in New York City, February 20-23, 1977.
The trip started with a very rough ride to the big city caused
by the severe storm which passed through and ended frith a baggage
mix up and an envelope which was left on the bus. All were resolved
after a few phone calls.
Monday morning we listened to addresses by Comptroller Arthur
Levitt and Secretary of State Mario Cuomo. Both unknowingly
delivered the same type of speech and that was the problems that
towns axe having concerning Real property assessments .
Classes were attended by Councilman Daniel Olson, Councilman
Frances Walter, Building Inspector George Liapes and myself.
On Monday I attended a joint session with Tax collectors on
Public Assess to Records and Your Office, Office expenses.
Records Preservation and Destruction was discussed later in the .
morning, In the afternoon a discussion was bold on Open Meetings
Law and the Clerk' s duties in processing Local Laws,Ordinances and
Resolutions.
On Tuesday, many clerk' s voiced their disapproval with ENCON

in many areas. For example, the poor carbon paper, the lack
of enough guides to pass out to the hunters. Clerks asked
that the department go back to one guide instead of four
*hdividual guides . Communication between the Clerks and ENCON
is very bad. The Media has been getting notices before the
Clerks and in many cases the Clerks do not receive the changes
at all. Free licenses were discussed in gegard to changing the
age to 65 instead of 70 and and ENCON was informed by the Clerks
that the public should be told how the funds from the licenses
is u, .ed by the State. The Clerks wanted to go on record in
opposition to ENCO.N .licensing Sporting Good Stores in their
area as an agent to issue licenses. This was taking revenue
from the towns and these days every quarter counts if it goes
back in the General Fudd of the Town.
Also on Tuesday morning new legislation was discussed pertaining
to dog licensing. If passed, dogs will have only one license
during their lifetime. After one year persons owning the dog
will be sent a renewal application. This will eliminate enumeration
but will take more policing by the Dog Warden—Centralized Dog
Pounds were also discussed. Proposed fees were $2.50 for Male
and spayed females and $7.50 for unspayed females. Changes in
Kennel fees were also discussed.
WHIle the classes were going on, a petition was being circulated
in increase the license issuing,.fees from c.25 fto x.50. Th#i
would increase the revenues to the -towns.
Tuesday afternoon the Election Law and Records Management classes
were held.
I was unable to attend the annual business session in the morning
on Wednesday concerning proposed resolutions .because of the
important session I had on the Games of Chance Law, which my
office will be dealing very much with.
I would like to instruct the Town Board to ask the Town Attorney
to do all he can to get the proper information to us on this law.
New amendments to this law are being introduced and I will try
to keep abreast of them along with the help of Mr. Brennan.
As I see it, and how it was explained to me, no organization will
be allowed to have Las Vegas Nights or any booths with wheels ,
(wheels that have symbols, colors or numbers) unless they have
a permit from the town. To get this permit, the town must have
had to provide for a mandatory referendum to be held at a Special
or Generik Election, If that is passed by the voters, adopt an
Ordinance or Local Law. I see this law as limiting some of the
activities of two fire companies who ordinazily have bazaar type
carnivals. I will do all in my power to get them information
on this new law as soon as possible. The new taw aeatew .that the
license fee for each opportunity will be $25. 00, the applicant
can hold only 12 events per year, each event to be for a 14 hour
duration. I am writing for a copy of the law from the Racing
and Wagering Commission.
Thank you for the opportunity to attend this session once more
I found it very beneficial and interesting even though it looks
like the Clerk' s work load will be increased once .more.

ardization of signs , Carl Garb has signed up foe the program through
the County- N.Y. State will help towns in the removal of roars etc.
they will do the bAksting the town will then be responsible for the clean
up - . will have -new ordinance add laws regulating mopeds, regarding
liability. . .
Councilman Barber- commended the Town Clerk foe his report. . .viewed the
Town Board should go on record supporting the Clerk's in their opposition
to licensing sporting goods stores by the Dept. of ENCON. requested
that the Supervisor draft such a resolution and put it before the board
so that we cotld send it down to DEC to support the Clerk' s position.
Supervisor Brandt- I will do that.
Councilman Walter-As a new member to the Town Board the ttip to the
Association of Towns was very enlightening. . .very impressed:lwith the
Breakdowr)6f classes for the differatit .government officers. . .commented
on the classes attended noting fiscal ffficer class reviewing revenue
sharing- Planning Sessions-Solid Waste Management, commented on the
expense of recycling- Valuable expetience,would like .to see other members
of the Town attend noting Planning Board members . . .
Supervisor -Brandt- asked for an executive meeting directly after this
meeting to discuss the CSEA complaint. . .
Councilman Barber- read a letter from SargeSti; Morey- re: Highway Safety-
Larry Cleveland-Patrolman, got forms and data for State Funded Equipment-
filling out such- through paper work- we are eligible for special equipment
totaling in excess of $4;000. . .one more application has to be filed for
delivery of the equipment—commended Patrolman Cleveland and the Sargents
infolved. . .
Sargent Morey- reviewed the new equipment - function -
Councilman Walter- requested that tfi .anyone was interested in positions
such as Recreation, Conservation Advisory Council, Beautification Committee
all have vacancies , please write to Supervisor�Brandt. .would like to fill
these vacancies in the next few weeks. . .
Councilman Olson- reported on the first stage of signs on Aviation Road. . .
and push for the next stages. . .

Les Baird-questioned the Board if in regard to the landfill would they go
tax wise or fee wise?
Supervisor Brandt-I am strongly on the record to go to a fee basis. . .

Les Baird- the people have paid a tax for the landfill. . .
Supervisor Brandt- that would not change, that money would be used for
capital improvements, the fees would pay for the operation of the landfill. . .
Les Baird- commented that he felt that raising 1.88 per thousand would not
bother the people. .
Councilman Olson- questioned this do not. want to increase taxes . . .
Les Baird- commented on the Games of Chance Law and how it will effect
his fire company. . .
Councilman Barber- commended that there are other groups that are concerned
about this- new law. . . have to have a mandatory referendum that must be

Daniel Gealt-Ridge Road-questioned if the paper quoted Supervisor Brandt
correctly that the fee for the landfill had to be weighed to protect
commercial haulers.
Supervisor Brandt- Yes. We do .not want the commercial haulers out of
business. . .I am -speaking for myself. . . they control tittering and eliminate
traffic. . .
Mr. George Stec-res . of Qsby-using illustrations ask the Board to consider
exchanging the 181 Acres that are swamp lands in Dunhams Bay for 28 Acres
of State Land on Sandy Bay—noting the possible development of possible
boat launching, swimming and picnic areas plus good parking. . .possible
sanitary facilities . . . commented that he felt that the residents should --�
have access to Lake Geerge. . .
Councilman Barber- commended Mr. Stec for his idea' s on this property. . .
noted that the Town Board has considered this proposal noted one
obbtasle the cost of filling in the swap<p area. . ..
Mr. George Stec- reviewed on the map the area that could be used ,without
filling in the swapip. . .
Councilman Robertson- commented on the lake bottom and the swamp area. . .
Councilman Olson- commented that the Board should again review the possibil• .
ities for use of this land. . .
Supervisor Brandt- we will direct the Recreation Commission to look into
the land. . .
Councilman Barber-reviewed the possibilites on the land owned by the
Town on the Hudson River. . .
Les BAArd- asked to be named to the Recreation Commission.
Pliney Tucker- questioned the permit fee plus the 50(,% fee at the gate
in regard to the landfill.. .
Supervisor Braddt: _ nothing has been decided. We may be talking . 25 or .50
a ticket to identify the vehicle. . .
Pliney Tucker- questioned why a man foom Washington Co. was running the
landfill, why couldn' t a man from Queensbury or Glens Falls be in this
.position?
Supervisor Brandt-I do not know why that was done other than he was a man
on. the staff of the county, . . . the agency has not addressed itself to that
question. . .
Pliney Tucker- There were three men employed by the ToWn. to work on the
landfill are they presently working on the landfill?
Councilman Robertson- two men are working for the Highway Dept.
Councilman Barber- one is working for the County at the landfill. . .
Pliney Tucker- in regard to the dispatchers. . .why is not the County doing
the dispatching?
Supervisor Brandt- That is a possibility.
Pliney Tucker- What is the star us of the Police Chief, is he on the
Tvvn payroll?
Councilman Robertson- He is on sick. leave. He is on the Town payroll. --
Pliney. Tucker- - Is' he hilt i)le for disability retirement?
Councilman Robertson- He does have retirement. . .
Pliney Tucker- What is the stattis of Colds=: Woods.
Supervisor Brandt-there are on going discussion in regard to the land. . .
we are uncomfdrtahki with the fee, high dollar per acre. . .we have discussed
looking at an expanded proposal that includes more than colas wodds. . . if
we could negotiate to our benefit we might join with the City in the property
purchase.
Pliney Tucker- asked that the Board notify the public before any action
is taken. . .

Pliney Tucker-voiced two complaints a. The Building & Zoning Dept. on
an application
` did not have it completed when the application to build
was given. . . (type of siding was left off) and a C/O was issued then the
building was not completed. . . .'-. The assessor has not picked up a completed
residnece on this particular road. . .
George Liapes- reviewed the house in question . . . the house inside is completed
except for the flonving and the outside is not completed but there is no
requirement in the code for such. . .
Harold Boynton- reviewed step by step each inspection of the house. . .
Councilman Olson- we will bring the finished house to the attention of the
Assessor. . .
Councilman Barber-commented that the Assessor is now assessing year found.
Councilman Robertson- reviewed the intent of the Building Code.
Pliney Tucker- questioned if a building application is legally any good?
Town Counsel reviewdd the purpose of the building application. . .
Pliney Tucker- requested that the building application be made into a
binding document. . .

RESOLUTION AUTHORIZING TIE-LINE WITH THE WARREN COUNTY MUNICIPAL CENTER
RESOLUTION NO. 57, Introduced by Mr. Daniel Olson who moved its adoption,
seconded by Mr. Michel Brandt:
WHEREAS, because of the lack of .central supervision due to changes in
dispatching, there is no fire alarm system in the Qolice Highway Building, and
WHEREAS, this can be accomplished by having a tie line with the Warren
County Municipal Center, NOW, THEREFORE BE IT
RESOLVED, that a tie line be installed, connected to the Warren County
Municipal Center Dispatch -Area at a cost of $76.00 . for installation and
$12. 30 per month thereafter.
