Councilman Olson- commented that this was the recommendation of the Police Committee—Questioned onee the position of,Chief is filled, is tt the intuition of the Police Committee to abolish the position of lieutenant? Supervisor Brandt-In my mind that is what makes sense. Councilman Walter- commented that there is a need for on the spot leadership in the Police Department, I am in favor of the acting lieutenant position. Supervisor Brandt- I think that if we want professionalism in our Government be it Police Chief, or any other management function within the Town, wheee there is a lot of responsibility, if we want talent and dedication we are going to have to pay people a wage scale that is competitive in the free market to get that kind of tal .We ought. to look hard at a lot of other wage scales in the Town, in positions of high responsibility, I do not think that we are in a good negotiating position at too low a salary schedule, to get the kind of talent we are Looking for. Councilman Olson- suoject to the police exam . .next year when the Town Board looks at .the budget and the make up of the Police Dept. that we do not end up with a position-of Chief and Lieutenant Mrs. Walter-Does the Acting Lieutenant come under Civil Service? Mr. Olson-All of the positions in our Police Dept. are Civil Service positions. They are not apiointed by the T.own Board. Ltr. Highway March 8, 1977 4ueaasbury Town Board Town of Queensbury Bay and Haviland Roads RE: No Parking. Area Alexy Road. Dear Town Board: I received a copy of the letter to the Town Board from Layden and Layden, representing Mr. and Mrs. Alexy, refering to a no parking zone along their driveway. The reason for the problem is there are .two boat dockage marinas in the area with inadequate parking facilities for their customers and they park along Route 9L and Alexy Road. Checking the V&T law, section 1202, prohibits parking in s public or private driveway, talling with Mr. Alexy, he said he had called the police a couple of times and t)tey informed him they couldn't do anything because no signs are installed stating it is a no parking area. I would recommend the Board pass a resolution authorizing the highway department to install no parking signs in the vicinity of Mr. Alexy' s driveway on Alexy Road. 270 Sincerely yours, /s/ Carl A. (regarding dispatchers) Hammond Robertson-there is a telephone tie line between the two.. . . Les Baird- questioned how a 15,500 dolkar job,be created without pubbic input? Councilman Walter-It id difficult , to run a Police Dept. without somebody overseeing what is going on. I am in favor of some one in charge. . . I think it is one of the duties of the Town Board not to run the Police Dept, but to oversee what is happening because it does effect the residents of Queensbury Les Baird- questioned if the men on the force were given a chance at the position? Councilman Barber- reviewed the process of choosing a man. . .including the interviewing of present personnel. ... it was the intent of. the Town Board that we felt that it would be to the betterment of the Town and the Police Dept. if we found more experienced talent more seasoned talent and a new face from outside, to bring the department in shape. . .reviewed the salaries of Police in the area. . . reviewed the record of the Queensbury''Police Dept. Les Baird- Is the dispatching going to be done through Glens Falls? Councilman Barber- it is an alternative. . . it is a possibility. . . Les Baird-Is this because of the man power mm"es being cut off? Councilman Barber- The main reason is the close cooperative spirit and effort that must be maintained between the city of Glens Falls and our Police Dept. their communication . system as it is set up, far surpasses anything we have. . . Councilman Robertson- noted that there will be a meeting tomorrow with the CSEA and the Water Treatment Operators, it is my understanding that we desire to maintain the dispatching within the Tw n of Queensbury. . . Les Baird- reviewed the previous plans for the property on Corinth Road. . . noted that he felt that at least a sand lot ball field should be made. . . Councilman Olson- commented that the Town Board very shortly will be sitting down with the Recreation Dept. and talking about policies. . . Supervisor Brandt- after looking into the property if we find that we can not use it we will look into selling the property—and use the monies for a different recreational site. . . I challenged the existance of the Police Dept. in Queensbury in my election bid and as a financial Officer of the town and Supervisor, I have one vote here and I expressed th° gt that time the Board decided to have a police dept. and to fund it and I have to support that now, that function is here and it is my feeling that we should do it the best we can possibly do. it. I fully support this moue and I think it is going to be for the betterment of the town . . it is real -professionalism I am. very proud of the move a great deal of effort went into looking for talent and I think we got some of the best talent available. . .I am not for higher taxes , I am not for just giving away fianef . . .just to waste it,. economy has to be found in the right places . . and we have to spend in the right places to get what we are after. Supervisor Brandt- You have a contingency account in the general fund there is a surplus of 215, 000 dolkars that is kept for emergencies. . . Councilman Olson- I spoke to the bookkeeper and he assured me there .was 12, 000 in gquipment and 12, 000 in another account within the Police Dept., if we hastr, to go outside the Police Dept. budget into the general fund then I would not have supported this resolution. In October 1974, the home was inspectdd and the assessment adjusted due to the fact that it was not completed as was indicated by the assessment of the J.M. Cleminshaw Company.. , Work to be done at that time included the major portion of the cellar floor, some sheetrock needed to be put in, some other ihinor interior work, and the exterior siding to wover the plywood sheathing had not been put on. Saturday, March 5th, I revisited the home at your request, and found most of the work had been compleded. Still to be done is a very small part of the cellar floor, permanent front steps, and the exterior siding. An adjustment was made to the assessment to reflect a completed home with consideration given to the fact that the exterior . siding has not been applied. No consideration was given to any other work to be done because it is considered to be insignificant to the value to. the home. Tucker? Mr. Tucker-I knotr-they were there because they were over inspecting my house. What I wonder is , how many of these questions are on the books. Mr. Barber-We had the same questions ourselves. Mr. Brandt and I visited with Mr. Sawn Friday morning on this subject and many others. It does not appear that this is a flagrant situation ,in our town. I think Mr. Sawn should answer this question. Mr. Sawn-Number wise I would not know.Each year we go back and check ; all the ones like anyone that has build and has .not finished it we go back the followiggryear and check it. Some of the ones you will find are when the Cleminshaw people were here they were adjusted at that time but there was na .record made, they were listed as unfinished. Until someone brings them in or we discover them, when we go through �--' we do ,not even know that they exist. Mr. Brandt-Even V#hen it is the Assessors daughter? Mr. Sawn-It is not my daughter. Mr. Barber-Asked if a CO list was given to the Assessor. Mr. Sawn-No I only get a list .of Building permits once a month. Mr. Barber-requested the Building Department to give a list of CO's to the Assessment Department. Mr. Tucker-questioned, if the Police chief returns, what will happen to the Lieutenant we hired tonight. Mr. Brandt-He will be a Lieutenant under the police chief. Mr. Robertson-As long as we continue the position. Mr. Geault-questioned if this position of Lieutenant will have to be renewed each year. Mr. Barber-it is- an acting position until December and we will reapsess it according . . .at the- end of the year and reevaluate the situation at that point in time. We do not have to have ;a new resolution each year. . . Mr. Gealt- questioned if the 200, 000 will cover the capital work at the landfill. . . . Mr. Robertson- reviewdd the costs of the properly run landfill. . . Supervieer Brandt- commented on -the finances of the landfill. . . reviewing the landfill commission position on 60/40 and user fees . . . Councilman Barber-announced the resignation of Gerald Sawn as Acting Assessors some time around the first of August. . .commended Mr. Sawn on the job that he had done. . .asked the press to note we will be looking for candidates fro Assessor sometime in April or May. DATE: March 8, 1977 TO: Councilman Olson FROM: Building and Zoning Department �- ' SUBJECT:Placing Waste Material in Zoli Po*d, Luzerne Road ------------------------------------------------- The New York State Department of Environmental Conservation attempts to control -solid waste -deposits. The Zoli Pond area is serviced by town water mains. However, not all the residences have tapped on to the new water system and depend on wells for water supply. Any material dumped into the pond should be controlled for the safety and health of the people in the area. It appears that in order to dump any waste material in the pond an application must be submitted to the Town Board and the Department of Environmental Conservation - Town Ordinances VIII and IX. Boynton and Steve Connor of the Department of Environmental Conservation, Raybrook Office investigated and the DEC ordered all dumping to be stopped. A barricade will be placed to deter entry to the pond by young Drellos. - Please call if you need any further information. Respectfully, /s/ George P. Councilman Barber-stated views on Coles Woods Property- not sold on the concept itself, because it would use almost entirely the recreational funds that have been set aside for a number of years and I do not feel I could support the Coles Woods project. Look to future joint ventures with City,develpp sites at a minimum cost. Councilman Olson- wish to reserve comments until actual figures for the project are presented.
