WHEREAS, the Department of Environmental Conservation has seen fit
to license Sporting Good Stores to sell Conservation licenses and
WHEREAS, ENCON has seen to proceed with this licensing even after the
County Clerk has turned down their request on several occasions and
WHEREAS , the Town, City and County governments stand to lose the
issuing fee on each license sold by agents other than these Munitipal
Clerks, and
WHEREAS, the Town Clerks voiced their disapproval of the use of Sporting
Goods Stores as an outlet to sell Conservation licenses at the Association
of Town meeting in New York in February of this year, Now, Therefore be it
RESOLVED, that the Town Board of the Town of Oueensbury would like to go
on record in opposition to the Department of Environmental Conservation
licenses to other agents other than the Town, City ar County Clerks, and be
it' further
RESOLVED, . that the Supervisor be given the authority to present a similar
resolution to the Warren County Board of Supervisors and that copies of
these resolutions be forwarded to Governor Carey, Assemblyman Gerald
Solomon, Assemblyman Andrew Ryan, and Senator Ronald Stafford.

Supervisor Brandt- The only thing I question is that many of the Sporting
Goods Stores are open after hours, after normal working hours for the
government which is a convenience to the sportsmen.
Councilman Barber- The only answer to that is that this Town is very
fortunate that we have had a Town Clerk or his assistant that has been
readily available at any hour after five o' clock or on Saturday or Sunday
particurily around Fishing and Hunting Season to issue thnatags . These has

been various notices- in the Newspaper in the past whereby Don Chase
has made leis home readily available for people to come and get licenses.
This is a resolution that has come forth as a respit of the good services
that our Town Clerk has given in the past and will continue to give and
he feels confident that he will continue to give these services and feels
that it is an intrusion on his office.
Supervisor Brandt- I am not thinking in terms of Don, I know that Don, has
done that, there are many, many Towns where that is not available and I
personally think that even though: it is a loss of income to the community
it is certainly a great convdAence to the sportsmen.
Councilman Olson- Don not only sells licenses to residents of the Town of
Queensbury but a good share of his business, nights and weekends , Saturday
and Suddays are people in other municipllities within Warren County.

Dear Board'Members,
After much delibration I have decided I will not be able to
act as chairman of the Conservation Advisory Council.
Recently I was elected president of the New York State Two
Year Collgge Chemistry Teathers' Association - that position
promises to consume a great deal of -my spare time during the
next year. Also, I am currently involved in developer* gn
Environmental Chemistry curriculum at A. C.C. - another time
consuming task. The Conservation Advisory Council needs a
chairman who can devote an enormous amount of time and energy
in spearheading the Council' s activities - I cannot meet that
responsibility.
However, I will be able to continue as an active member
of the Council. Indeed, beginning next Fall, I nay be aloe
to offer the services of several of my students on projects
the Council and Town Board deem appropriate. Their work will
partially fulfill their responsibilities in an Environmental
Chemistry course I'll be teaching.

Finally, I recommend that as soon as possible you appoint
a willing and able chairman for our Council.

conditions impair the continuance of such service at the guaranteed
charges and rates prescribed and have requested an opportunity to be

Board- 1. questioned if the Water Dept. can meet the Water Sales
projections. . .we can not afford to run a deficit. . .

Councilman Barber- I will not as one member of this Town Board see a
tax increase to offset the deficit in the Water Dept. this year, we will
have to work within the frame of the Water Dept. to bring it within
control without having a tax increase.
Supervisor Brandt- announced a workshop session after the audit . . .
Councilman Robertson- requested that the Board hold an executive 'session
in regard to the personnel problems
Supervisor Brandt- An executive Session will be held after the Audit. . .

Mr. Bodenweiser- requested the Board look at the water taxes . . . commented
on the increase': that he has faced in the past year. . .
Supervisor Brandt- I am not prone to raising rates or taxes the next
thing is to look at what economies can be found . . .
Mr. Bodenweiser- questioned why the Town was buying water from Hudson Falls?
Thomas Flaherty, Water Supertindent- explained the history of water being
purchased from Hudson Falls.

Mr. Daniel Sweet-Asked the Town Board to designate areas to have
coin drops. . . .also voiced. his disapproval of the possible purchase of
Coles Woods. . .
Des Baird- Are you saying that the Fire Companies can have the coin drops
but the Town Board will not back us?
Councilman Olson-We are telling you that we are not giving you permission,
you are asking us for a certain day to be set aside and we are not taking
any action on it. .
Councilman Barber- commented on the number of orgai*eations that have
coin drops and the numerous complaints that have been issued. . . we are not
saying you can' t, but the intersections that you have your coin drops I 1
are State intersections and we do not have any juriddiction.
Les Baird- Last year you, asked us to. send letters to give us, permission
to do such. . .
Councilman Barber- suggested that the committees and Town meet with
counsel acid find out what can be done.
Les Baird- questioned the junk yard ordinance and the time compliance
Councilman Robertson- noted that Mr. Mosher, has had nine years to comply
but it was not the intention to put the man out of business — the Town
. Board should take action and decide the length of time for compliance. . .
Attorney Ron Newell- again commented on Mr. Mosher' s Junk Yard on Pasco
Avenue. . .commented on the General Municipal Law stating sections where
a Town Board can be flexible requested that he meet with Town Counsel and
discuss the issues. . .
Supervisor Brandt-Right now there is an ordinance on the books and there
has to be compliance with that ordinance or we should change the ordinance,
if there are valid grounds for it I am certainly willing to link at that.
Councilman Olson- In the period of time from now until we resolve it
your client should make every effort that he can to put up as much fence
as possible.
Attorney Ron Newell- I think that is a substantial investment which may
be mandated by the Board but all I would like is an opportunity to hsfng
to your attention the different rules and regulations that bring; themselves
to this situation.
Pliney Tucker- If there are changes to be made in the Ordinance will there
be a public hearing?
Supervisor Brandt- Yes.
Daniel Gealt- questioned by the County Board of Supervisors meet during
the day and not at night?
Supervisor Brandt- It has been tradition to hold them in the day. . .

Discussion regarling Acting Police Chief
Councilman Barber- commented on background information-It was determined
late today that the capacity of lieutenant or acting lieutenant in the
eyes of the Civil Service would be creating a new function in the Town of
Queensbury, and therefore a new position wo$ild have to be created by
Civil Service which would mean competitive examination which all our person-
nel would be available for. Due to the fact that Mr. Judkins was hired
as a Chief executive officer of the Police Dept. as to whether his capacity
is Super Sargeant, Lieutenant, 6aptain, acting Chief or what ever the fact
of the matter is that he is the administrative officer of that department,
it is in Gil Schlierer capacity in his absence Acting Chief and this is
j the only way by Civil Service will acknowledge the fact that, that position
is an appointed position rather than creating a new position within our
department. . .It was the intent of the board to fill the gap in the
absence of Gil Schlierer and put some orgaILAzation in the Police Dept. . .
the only way and method in which the Civil Service will accept the capacity
of Mr. Judkins is acting, chief without anew position. I do not think
in our budget next year or the following year thereafter you will want
to have a interim step between Sargeant and Chief of Police.
Councilman Olson- Where do we stand with Civil Service on the position of
Acting Chief now?
Supervisor Brandt- Civil Service tells us there is no problem.
