Salut _o the Flag led by Supervisor Brandt Discussion regarding Acting Police Chief Councilman Barber- commented on background information-It was determined late today that the capacity of lieutenant or acting lieutenant in the eyes of the Civil Service would be creating a new function in the Town of Queensbury and therefore a new position would have to be created by Civil Service which would mean competitive examination which all our person- nel would be available for. Due to the fact that Mr. Judkins was hired as a Chief executive officer of the Police Dept. as to whether his capacity is Super Sargeant, Lieutenant, Saptain, acting Chief or what ever the fact of the matter is that he is the administrative officer of that department, it is in Gil Schlierer capacity in his absence Acting Chief and this is I the only way by Civil Service will acknowledge the fact that, that position is an appointed position rather than creating a new position within our department. . .It was the intent of the board to fill the gap in the absence of Gil Schlierer and put some org zation in the Police Dept. . . the only way and method in which the Civil Service will accept the capacity of Mr. Judkins is acting chief without a new I you of thiinkt in our budget next year or the following year to have a interim step between Sargeant and Chief of Police. Councilman Olson- Where do we stand with Civil Service on the position of Acting Chief now? Supervisor Brandt- Civil Service tells us there is no problem. 284 Councilman Olson- They will not write the specs for an acting Chief for competitive exam' ?f Supervisor Brandt- That is correct. Councilman Robertson-They will come back to you and say that within a specified period of time somebody must be appointed who passed the competitive exam.- for Chief. Councilman Walter- questioned why this was not known before. . . Councilman Barber- noted that there was infat from Ci,ril .Service at that time and from Counsel both have admitted that they have erred Councilman Olson- Will this be for the rest of this year? Councilman Barber- Until December 31st. Councilman Walter- I do take exception to the Salary. RESOLUTION TO ESTABLISH POSITION OF ACTING POLICE CHIEF IN THE QUEENSBURY POLICE DEPARTMENT RESOLUTION NO. 83, Introduced by Mr. Robert Barber who moved its adoption, seconded by Mr. Michel Brandt: WHEREAS, the Chief of Police of the Town of Queensbury has been granted an indefinite sick leave, and WHEREAS, there is a need for administrative leadership in. the Queensbury Police Department, now, therefore be it RESOLVED, that the Town of Queensbury name an acting Police Chief for the Town of Queensbury Police Department at an annual salary of $15,500.00. Walter, Mr. Robertson, Mr. Brandt Noes: None Absent: None RESOLUTION TO INCREASE THE ACCIDENT REPORT FEE FOR THE POLICE DEPARM T RESOLUTION NO. 86 Introduced by -Mr. Robert Barber who moved for its adoption, seconded by Mr. Hammond Robertson: WHEREAS, the policy of issuing Accident Reports to individuals and Insurance Companies has formally been reimbursed by a $2. 50 fee, and WHEREAS, the Administrative costs -have risen and the current market value of such service is considerabl;Figher . than the former $2.50, Therefore b `— be it RESOLVED, to increase the fee charged for accident Reports from $2. 50 each to $10. 00 each report. Councilman Barber- Yes. Reviewed the process of the filling out and filing of Queensbury Accidents reports. . . commented that we are not in line with other localities who charge from five dollars to twenty dollars . . . Councilman Olson- commented that raising the cost will only hurt insurance cost which are already escalating. L. RESOLUTION TO COMMISSION THE PROFESSIONAL ASSISTANCE OF THE WARREN COUNTY PLANNING BOARD IN UPDATING THE TOWN OF QUEENSBURY COMPREHENSIVE PLAN RESOLUTION NO. 87, Introduced by Mrs . Walttees Walter who moved its adoption, secon ed by Mr. Robert Barber: WHEREAS, - the Town of Queensbury will be up dating their comprehensive Town Plan, and WHEREAS , this will require professional assistance to coordinate the process and draft the technical elements of the Town Plan, and WHEREAS, the Planning Board for the County of Warren has a professional staff sufficient to accomplish the aforesaid task, and WHEREAS, the staff of the 'Warren County Planning Board will be working for the Town of Queensbury, and will be charged with the responsibility and obligation of meeting regularly with the Queensbury Planning Board and other groups as necessary to accomplish the aforesaid Comprehensive Town Plan, and WHEREAS, the specific duties involved witl be Coordinating the Planning; Process, Producing the necessary natural resource elements , and Updating the Comprehensive Town Plan, therefore be it RESOLVED, that the Town of Queensbury agrees to commission the Staff of the Warren County Planning Board, to assist them in updating their comprehensive Town Plan, and be it further RESOLVED, that the Town of Queensbury agrees to pay .one sixth (1/6) of the necessary expenses involved not to exceed $2500. DISCUSSION-NO-PARKING ORDINANCES- REGARDING FIRST OFFENSE FINE Councilman Barber- Introduced a resolution to reduce the present $10. 00 fine for a first offense to $5. 00. Superviosr Brandt- seconded the motion. . . Councilman Robertson- Is this the recommendation of the Police Chief? Councilman Barber- He has made the recommendation. Reviewed the present ordinances . . .Mr. Judkins has made a stand that any dismissal, reduction etc. will be done solely by the Judge. . .more palatable for the public at a fine of 5 . 00 dollars. . . Councilman Robertson- suggested the possibility of a sliding scale for no parking fines. . . J Councilman Olson- questioned the number of sections listed on the proposed resolution. . . Town Clerk, Donald A. Chase- Those .numbers listed are all the areas designated in the Town as no parking zones as per the Ordinance Numbers . . . read part of Ordinance 45 Section 4. . . Councilman Robertson- If it says not to exceed it does not make it mazidatory, that is my point. . . Councilman Barber- commented that all the picket packets are marked 10. 00 dollars. . . Councilman Robertson- noted that this is the functton of the Coutt that you do not have to take the maximum. . . Councilman Barber- The unfortunate part of this is that if an irate_. citizen complained to the Court they would send him to the Police Chief. . . Councilman Robertson- As far as I am concerned it is up to the Court to dismiss or accept the charge , it is not the function of the Rolice Chief. . . I would expect the Court to uphold their function. . . if the Court turns it over to the Police Chief he should turn it right back I have no power to dispose of it. . . Councilman Robertson. . . I see no reason to amend the ordinances. . . Councilman Barber- I will rescind the motion, providing that you speak with the two justices . . . Councilman Robertson- I have no quarrel with that. . . Councilman Walter- In resolution number 86, we have stated that administra- tiwe costs have risen, you have taken the accident reports and raised the fee, why are we then on this resolution going backwards? Councilman Barber-commented on the 2. 00 fee the City of Glens Falls has. . . Mr. Judkins feels it would be more palatable for the public and he would not have the problem the last administration had. . . Councilman Barber- requested the minutes of the meeting be given to ....✓ the Justices . . . .and ask for thf*r comments . . . i Councilman Olson- We have the laws to protect—such as the fire lanes in the mall. . . Councilman Barber- commented that the mall themselves are the biggest offenders . . . Councilman Olson- suggested that the Chief of Police go to the malls and request properly marked loading zones . . . Superviosr Baandt- suggested speaking with the Judges and working out the problem. . . Councilman Walter- requested that anyone interested in a position on the Zoning Board please send in their resumes as soon as possible to the Supervisor's Office. 10 Open Forum: No one spoke. . . Councilman Barber- commented on the Audit noting that the Insurance bills were withdrawn from the last audit because of the date of issuance to the Town and the lack of explanation of the sizable increase. . .received an analysis of the insurance policies, the Town had an increase but it was less than other municipalities. . . Supervisor Brandt- increases were found in workman's comp. Councilman Olson- increase in general liability and auto insurance. . . Councilman Barber- The increases of insurance were alloted for in the 1977 budget. . . commended Cool for their service to the Town. . . Shall ask Coil to reveiw the Town insurance for a possible decrease. . . RESOLUTION TO ;APPROVE AUDIT OF BILLS RESOLUTION NO. 88, Introduced by Mr.Michel Brandt who moved for its adoption, secon ed by Mr. Robert Barber: RESOLVED, that Audit of Bills as listed on Abstract No. 77-3E. and number 316 through 320 and totaling $69, 858.00 be approved.
