SANITARY SEWAGE DISPOSAL VARIANCES

WHO MOVED ITS ADOPTION

WHEREAS, Anthony DiBella filed an application for variances from provisions of the
Town of Queensbury On-Site Sewage Disposal Ordinance, Chapter 136 to allow an absorption
field to be located:
1. 1' from the westerly property line in lieu of the required 10' setback;and
2. 3' from the northerly property line in lieu of the required 10' setback;
on property located at 88 Rockhurst Road in the Town of Queensbury,and
WHEREAS,the Town Clerk's Office published the Notice of Public Hearing in the Town's
official newspaper and the Local Board of Health conducted a public hearing concerning the
variance requests on Monday,August 6th,2012, and
WHEREAS, the Town Clerk's Office has advised that it duly notified all property owners
within 500 feet of the subject property,
NOW,THEREFORE,BE IT
RESOLVED,that
1. due to the nature of the variances, the Local Board of Health determines that the
variances would not be materially detrimental to the purposes and objectives of this
Ake
Ordinance or other adjoining properties nor otherwise conflict with the purpose and
objectives of any Town plan or policy;and
2. the Local Board of Health finds that the granting of the variances is necessary for the
reasonable use of the land and is the minimum variances which would alleviate the
specific unnecessary hardship found by the Local Board of Health to affect the
applicant;and
BE IT FURTHER,
RESOLVED, that the Local Board of Health hereby approves Anthony DiBella's
application for variances from the Sewage Disposal Ordinance to allow the absorption field to be
located:
1. l' from the westerly property line in lieu of the required 10' setback; and
2. 3' from the northerly property line in lieu of the required 10' setback;
on property located at 88 Rockhurst Road in the Town of Queensbury, and bearing Tax Map No.:
227.13-2-40, provided that the applicant will provide the town with a corrected map and that all
water fixtures shall be low-flow fixtures prior to use of the new sanitary sewage disposal system.

BASIS OF DESIGN
PROJECT DESCRIPTION: THE EXISTING WASTEWATER SYSTEM SERVING THE DiBELLA
RESIDENCE ON ROCKHURST ROAD IN THE TOWN OF QUEENSBURY IS 40+ YEARS IN AGE
AND OF UNCERTAIN CONDITION, THIS PLAN PROPOSES A NEW REPLACEMENT WASTEWATER
SYSTEM TO SERVE THE RESIDENCE ON THE PROPERTY. IN AN EFFORT TO PROVIDE A
MORE HIGHLY TREATED EFFLUENT FOR DISCHARGE TO THE NATIVE OVERBURDEN IT IS
PROPOSED TO ADD TO THE TREATMENT TRAIN A SECONDARY TREATMENT COMPONENT PRIOR
TO EFFLUENT DISCHARGE TO THE DISPOSAL FIELD. IT IS PROPOSED TO DOSE THE SEPTIC
TANK EFFLUENT TO A PURAFLO PEAT BIOFILTER WHERE ADVANCED TREATMENT OCCURS DUE
TO PHYSICAL, CHEMICAL, AND MICROBIAL PROCESSES THAT ARE OPTIMIZED IN THE PEAT
BIOFILTER MEDIA. TREATED EFFLUENT DISPOSAL WILL OCCUR BY GRAVITY FROM THE PEAT
MODULES TO A DISPOSAL BED ABOVE THE NATIVE OVERBURDEN SOIL. THIS ADDED
TREATMENT STEP WILL PROVIDE EFFLUENT QUAL17Y CHARACTERISTIC OF SECONDARY
TREATMENT IN REDUCTIONS IN BOD AND TSS. THIS MORE HIGHLY TREATED EFFLUENT WILL
PLACE LESS BURDEN ON THE SOIL TREATMENT SYSTEM IN THE PROXIA41TY OF THE LAKE.
DESIGN STANDARDS: NEW YORK STATE DEPARTMENT OF HEALTH (10NYCRR APPENDIX
75-A), WASTEWATER TREATMENT STANDARDS - INDIVIDUAL HOUSEHOLD SYSTEM. NOTE
THAT THE PURAFLO BIOFILTRATION SYSTEM IS APPROVED AS AN ENHANCED TREATMENT UNIT
(ETU) BY THE NYS DEPARTMENT OF HEALTH IN THE FEBRUARY 2009 DESIGN STANDARD
UPDATE.
PROJECTED FLOW RATE: BASED ON A THREE(3) BEDROOM COUNT AND NYS DOH
STANDARDS FOR POST 7991 WATER SAVING FIXTURES ® 110 GALLONS PER DAY PER
BEDROOM, THE AVERAGE DAILY FLOW (ADP) IS 330 GALLONS. ALL FIXTURES WITHIN THE
RESIDENCE HAVE BEEN CHANGED TO WATER SAVING FIXTURES. NO GARBAGE DISPOSAL OR
HOT TUB EXISTS(OR ARE RECOMMENDED) WITHIN THE RESIDENCE. SHOULD ANY ADDITIONAL
WATER USING DEVICES OF THAT NATURE BE ADDED TO THE HOUSEHOLD THEN THE
CAPACITIES OF THE SEPTIC TANK AND ABSORPTION FIELD MUST BE INCREASED.
SEPTIC TANK: THE REQUIRED CAPACITY FOR A THREE BEDROOM FLOWRATE IS 1000
GALLONS, THE RECOMMENDED TANK FOR THIS SYSTEM IS A HEAVY DUTY(TRAFIC BEARING)
1250 GALLON PRECAST CONCRETE TANK WITH BAFFLE BY FORT MILLER OR EQUAL AND AN
EFFLUENT FILTER AT THE DISCHARGE OUTLET. THIS CAPACITY DOES NOT INCLUDE THE USE
OF A GARBAGE GRINDER (NOR IS ONE ADVISED) OR A HOT TUB/SPA. ADDITIONAL
CAPACITY WILL BE REQUIRED IF THESE COMPONENTS ARE INCLUDED IN THE HOUSE DESIGN.
EFFLUENT FILTER: AN EFFLUENT FILTER, POLYLOK MODEL PL -122 OR EQUAL, SHALL BE
INSTALLED ON THE DISCHARGE OUTLET OF THE SEPTIC TANK.
EFFLUENT PUMP PIT AND PUMP ASSEMBLY: SEPTIC TANK EFFLUENT SHALL FLOW TO A
HEAVY DUTY(TRAFF1C BEARING) CONCRETE PUMP PIT TANK(7000 GALLON),
BY UTOPIA OR
EQUAL, HOUSING A PUMP ASSEMBLY AND CONTROLS FOR TIMED DOSING OF THE EFFLUENT.
THE EFFLUENT PUMPS SHALL BE BY HYDROMATIC OR EQUAL, CAPABLE OF 15 GPM AT A
TDH OF 12 FEET. THE CONTROL PANEL WITH AUDIBLE ALARM AND REMOTE LIGHT SHALL
BE LOCATED WITHIN MECHANICAL SPACE OF THE HOUSE. THE ALTERNATING PUMP
CONTROLS, SUE RHOMBUS MODEL TD OR EQUAL SHALL INCLUDE A TIMED DOSE (2 TO 3
HOURS PER CYCLE) WHICH DELIVERS A DOSING VOLUME OF APPROXIMATELY 11 GALLONS
PER MODULE (3) PER DOSE. FINAL PUMP CONTROL SETTINGS WILL BE ESTABLISHED IN THE
FIELD BY THE ENGINEER DURING THE SYSTEM TESTING AND START-UP PHASE. REFER TO
THE MANUFACTURER'S DESIGN NOTES - SHEET 2.
THE CONTROLS SHALL INCLUDE A MINIMUM OF THREE FLOATS TO SERVE AS 'TIMER
ENABLER, ALARM/LAG PUMP ENABLER AND TIMER OVER -RIDE' AS PER THE
MANUFACTURER'S SPECIFICATIONS.
THE ACCESS TO THE PUMP PIT SHALL BE POLYLOK PLASTIC COMPONENTS (30^ MIN.) OR
EQUAL. THE DUPLEX PUMP SYSTEM SHALL BE INSTALLED TO LINE UP WITH THE TANK
ACCESS FOR EASE OF REMOVAL. THE PUMP PIT SHALL BE VENTED BACK TO THE HOUSE
STACK.
ENHANCED TREATMENT SYSTEM: A BIOFILTRATION SYSTEM CONSISTING OF MODULES
CONTAINING BIOFIBEROUS PEAT BY PURAFLO WASTEWATER TREATMENT SYSTEMS SHALL
FOLLOW THE EFFLUENT PUMP ASSEMBLY. EACH MODULE HAS A DESIGN CAPACITY OF 750
GALLONS/DAY. THE DESIGN FLOW FROM THREE BEDROOMS WILL REQUIRE THREE MODULES.
THE MODULES SHALL RECEIVE THE TIMED DOSED EFFLUENT AND FOLLOWING FILTRATION
THROUGH THE PEAT WILL DISPERSE IT DIRECTLY TO THE ADJACENT DISPOSAL AREA VIA PVC
COLLECTION/DISTRIBUTION PIPING. A SAMPLING CHAMBER SHALL BE PROVIDED IN ONE OF
THE MODULES.
DISPOSAL PAD: TREATED EFFLUENT FROM THE MODULES WILL BE DISPERSED
OUT THE
INDIVIDUA WEEP HOLESAROUND THE PERIMETER OF THE MODULES DIRECTLY TO AN 8"
THICK CLEAN CRUSHED STONE PAD. THE STONE MATERIAL SHALL BE A CLEAN BROKEN
STONE IN THE 3/4' TO 1" SIZE. THE PAD STONE SHALL BE COVERED WITH A FILTER
FABRIC PRIOR TO BACKFILLING. THE PAD SIZE SHALL BE BASED ON AN APPLICATION RATE
OF 0.9 GALLON PER DAY OR 353 SQUARE FEET. THE MODULES SHALL BE POSITIONED
ADJACENT TO THE EXISTING HOUSE AND ABOVE THE BED AREA AS DETAILED - REFER TO
SHEET 1 FOR THE SITE PLAN AND SHEET 2 FOR A SECTIONAL VIEW. THE PAD AREA AS
SHOWN 1S APPROXIMATELY 8' X 45' (363 Sr). THE TREATED EFFLUENT WILL DISPERSE
THROUGH THE STONE TO THE FILL SOILS AND NATIVE OVERBURDEN BELOW. THE FILL
SOILS AND THE DISPOSAL PAD AREA SHALL BE RETAINED BY A STONE/CONCRETE GRAVITY
WALL SYSTEM INSTALLED IN CONFORMANCE WITH THE MANUFACTURERS REQUIREMENTS THE
BACKFILL MATERIAL USED TO SUPPORT THE BED AREA SHALL BE A SUITABLE SOIL MATERIAL
(SANDY LOAM). THE AREA AROUND THE MODULES SHALL BE BACKFILLED WITH CLEAN FILL.
THE FILL OVER THE BED SHALL INCLUDE A TOP COURSE OF ORGANIC MATERIAL TO
SUPPORT A SHALLOW ROOTED GROUND COVER. THE MODULE COVERS WITH THEIR VENT
HOLES SHALL BE LEFT EXPOSED TO PROVIDE FOR REQUIRED AIR TRANSFER TO THE

MAINTENANCE OF THE ONSITE WASTEWATER SYSTEM
WILL INVOLVE BASIC UNDERSTANDING OF THE SYSTEM

COMPONENTS BY THE OWNER OR HIS
REPRESENTATIVE. THE DESIGN ENGINEER WILL
PROVIDE THE OWNER WITH EDUCATIONAL INFORMATION
REGARDING THE OPERATION AND MAINTENANCE OF
THE WASTEWATER SYSTEM UPON THE FINAL
INSTALLATION OF THE SYSTEM, THE PROPOSED

EFFLUENT FILTER SHOULD BE INSPECTED
SEMI-ANNUALLY AND WASHED DOWN AS NEEDED.
UNDER NORMAL CONDITIONS THE PUMP ASSEMBLY
SHOULD BE INSPECTED ANNUALLY WITH REGULAR
MONITORING OF THE PUMP OPERATION THROUGH THE
CONTROL PANEL DATA DISPLAY. BASED ON
MANUFACTURERS GUIDELINES THE PEAT FIBER
MODULES SHOULD BE VISUALLY INSPECTED ON AN
ANNUAL BASIS.
THE OWNER WILL BE PROVIDED WITH MANUFACTURER'S
RECOMMENDED GUIDELINES FOR MAINTENANCE OF THE
SYSTEM COMPONENTS AND AN INFORMATIONAL
PACKET ON THE 'DO'S AND DON'T'S' REGARDING THE
OPERA77ON OF A SEPTIC SYSTEM.
FILL SYSTEM INSTALLATION
1. WHEN PLACING FILL ON TOP OF EXISTING GRADE,
ORGANIC DEBRIS, INCLUDING LEAVES, ROOTS AND
OTHER PLANT FORMS, SHALL BE REMOVED PRIOR
TO THE PLACEMENT OF THE FILL AND THE NATURAL
SOIL PLOWED OR SCARIFIED.
2. THE SOIL USED FOR FILL SHALL BE
WELL -GRADED LOAMY SAND OR WELL- GRADED
LOAMY SANDY GRAVELS AND SHOULD CONTAIN A
MAXIMUM OF 127) OF SILTS OR CLAYS CONTAINING
NO ORGANIC DEBRIS TWELVE PERCENT (72 OR NO
SOLID OBJECT LARGER THAN THREE (3) INCHES 1N
DIAMETER, AND THE FILL SHALL BE ALLOWED TO
STABILIZE NATURALLY FOR A LEAST SIXTY (60)
DAYS OR MECHANICALLY COMPACTED AS APPROVED
BY THE ENGINEER. THE PERC RATE OF THE FILL
SOILS SHALL BE IN THE RANGE OF 3 TO 10
MINUTES PER INCH FOLLOWING PLACEMENT.
IN-PLACE TESTING SHALL BE CONDUCTED BY THE
ENGINEER PRIOR TO ACCEPTANCE OF THE FILL
MATERIAL.
3. SUFFICIENT FILL MUST BE INSTALLED TO ENSURE
A MINIMUM OF TWO (2) FEET BETWEEN ANY
TRENCH BOTTOM AND MAXIMUM SEASONAL
GROUNDWATER, IMPERVIOUS MATERIAL OR
BEDROCK. THIS SEPARATION MUST BE THREE (3)
FEET WITHIN ONE THOUSAND (1,000) FEET OF LAKE
GEORGE.
4. ONLY ABSORPTION FIELDS SHALL BE USED AS
THE LEACHING FACILITY IN FILL SYSTEMS.
5. A CHANNEL OR DIVERSION SYSTEM SHALL BE
PLACED ABOUT THE FILL SYSTEM IN THE
UP-SLOPE DIRECTION AND OF SUFFICIENT LENGTH
TO DIVERT SURFACE AND SHEET WATER RUNOFF
AROUND THE FILL SYSTEM.
6. THE TOP OF FILL OVER THE LEACHING FACILITY
SHALL BE CROWNED OR SLOPED TO ALLOW
NATURAL SURFACE RUNOFF AND SHALL BE SEEDED.
7. SIDE SLOPES OF FILL SHALL BE GRADED TO A
SLOPE NOT STEEPER THAN ONE (1) VERTICAL ON
THREE (3) HORIZONTAL EXCEPT WHERE RETAINING
WALLS ARE USED.
SEPTIC TANK DESIGN /INSTALLATION NOTES
DESIGN
1. SIZE SEPTIC TANK IN ACCORDANCE WITH APPLICABLE LOCAL AND STATE SEWAGE HANDLING
AND DISPOSAL REGULATIONS. TYPICALLY, THE SEPTIC TANK SHOULD HAVE A USABLE
VOLUMETRIC CAPACITY EQUAL TO OR GREATER THAN TWO TIMES THE DAILY DESIGN FLOW.
2. AN EFFLUENT FILTER (TYPICALLY A ZABEL FILTER - MODEL A300) SHOULD BE INSTALLED ON
THE SEPTIC TANK OUTLET PIPE TO PREVENT GREASE AND SOLIDS CARRYOVER INTO THE PUMP
TANK.
INSTALLATION
1. SEPTIC TANKS SHOULD BE WATER -TIGHT AND CONFORM TO APPLICABLE LOCAL AND STATE
SEWAGE HANDLING AND DISPOSAL REGULATIONS.
2. INSTALL SEPTIC TANK ON UNIFORMLY FIRM AND STABLE COMPACTED GROUND, CRUSHED STONE
IS RECOMMENDED TO PROVIDE UNIFORM SUPPORT. TO TANK BOTTOM.
3. A WATER -TIGHT RISER SHOULD BE INSTALLED OVER THE OUTLET TO PROVIDE ACCESS FOR
FILTER MAINTENANCE, DESLUDGING ETC.
4. ALL JOINTS SHALL BE PRIMED AND CHEMICALLY FUSED.
5. BACKFILL AND GRADE AROUND THE SEPTIC TANK TO PREVENT INFILTRATION OF SURFACE
WATER.
PUMP STATION DESIGN /INSTALLATION NOTES

1. DOSING IS TYPICALLY REGULATED FROM A CONTROL PANEL WITH PROGRAMMABLE TIMER, LOW
WATER CUT-OFF FLOAT SWITCH AND HIGH WATER ALARM.
2. THE LOW WATER CUT-OFF SWITCH SHOULD ENSURE THAT THE PUMP REMAINS COVERED AT
ALL TIMES AND IS USUALLY SET AT APPROX. 18 INCHES ABOVE THE TANK BASE. THERE
SHOULD BE STORAGE CAPACITY ABOVE THE HIGH WATER ALARM FLOAT EQUAL TO OR GREATER
THAN ONE QUARTER OF THE DAILY DESIGN FLOW. THE FLOW EQUALIZATION ZONE (BETWEEN THE
LOW WATER CUT-OFF AND HIGH WATER ALARM FLOATS SHOULD BE APPROXIMATELY HALF THE
DAILY FLOW TO AVOID NUISANCE ALARM ACTIVITY. A 1000 GALLON PUMP TANK IS USUALLY
ADEQUATE FOR A TYPICAL 3-4 BEDROOM DOMESTIC APPLICATION.
3. THE DOSING RATE SHOULD BE BETWEEN 5 TO 15 GPM PER MODULE PER CYCLE. THE
SELECTED PUMP(TYPICALLY 1/2 HP) SHOULD OPERATE WITHIN THIS RANGE FOR THE GIVEN
SYSTEM CURVE. IT IS NECESSARY TO DEVELOP AN APPROXIMATE SYSTEM CURVE IN ORDER TO
DETERMINE THE ANTICIPATED DOSING RATE. A DRAW DOWN TEST SHOULD BE DONE IN THE FIELD
TO VERIFY .THE EXPECTED PUMP PERFORMANCE.
4, THE DOSING VOLUME SHOULD BE APPROXIMATELY 5 TO 15 GALLONS PER MODULE PER CYCLE.
FOR EXAMPLE, A 2 HOUR DOSING INTERVAL FOR A 360 GPD THREE MODULE SYSTEM WOULD
RESULT IN 12 DOSES AT 30 GALLONS PER DOSE. THIS EQUATES TO 10 GALLONS PER MODULE
PER DOSE.
5. IF THE FORCE MAIN IS SET UP TO DRAIN BACK, THE DRAIN BACK VOLUME SHOULD BE
FACTORED INTO THE DOSING CALCULATIONS.
6, IN SOME CASES, DOSING ON DEMAND IS ACCEPTABLE, USING A ONE OR TWO FLOAT SYSTEM.
THE DRAW DOWN SHOULD EQUATE TO APPROXIMATELY 5 TO 15 GALLONS PER MODULE PER
