HEREAS, Steve Hawkins opened O'Toole's Restaurant Pub, located in the Town
of Queensbury, on the 28th of August, in the year 1991, 25 years ago this month,
and
WHEREAS, Steve Hawkins has been the owner for the entire 25 years
providing local employment and excellent food and service to the local and
visiting public and done so with an abiding excellence and passion for the
business and his employees, and
WHEREAS, this restaurant has developed as a local icon, a place known
for its great menu, daily specials, fine food and as a great place to meet family
and friends; as its motto says, "Good Food, Good Friends, Closer than you
think," and
WHEREAS, O'Toole's Restaurant has established itself as a strong
supporter of local organizations, such as Ronald McDonald House, St. Baldrick's
Foundation, and hosted numerous local fundraising events through the years,
and
NOW, THEREFORE, THE QUEENSBURY TOWN BOARD, on behalf of all
its citizens, hereby proclaims Sunday, the 28th day of August, 2016 as:

maximum grant amount available,

purchase of building materials needed to construct such building, and
WHEREAS, Curtis Lumber submitted the lowest, most suitable proposal to provide and
deliver building materials at a tax-exempt cost of$13,900, and
WHEREAS, the Director and the Town's Recreation Commission have recommended
the Town Board authorize the purchase of materials from Curtis Lumber for the amount not to
exceed $13,900,

RESOLVED, that the Queensbury Town Board hereby authorizes and directs the
Director of Parks & Recreation to purchase building materials from Curtis Lumber for the
amount not to exceed $13,900, and

items in their respective Departments and the Town Budget Officer did receive lists of items from various
Departments which are considered to be surplus, and
WHEREAS, the Budget Officer advised the various Town Departments of the surplus items and did
not receive any requests from the Departments for such surplus items and therefore has requested Town
Board authorization to sell the surplus items by using the auction company GovDeals to dispose of such
surplus property, or,if deemed unsafe and/or inoperable by the Department Manager,to be sold as scrap, and

Lane Recreation Area (Park), and
WHEREAS, the Under the Woods Foundation, Inc. (Foundation) hosts an annual mountain bike
race at the Park known as the Churney Gurney Mountain Bike Race and wishes to make beer available to
the public at the Race to be conducted in August 2016, and
WHEREAS, the Foundation and the Common Roots Brewing Company (Common Roots) have
agreed that Common Roots will provide the beer and oversee its sale to the public, and

WHEREAS, a copy of a proposed License Agreement is presented at this meeting and is in form
approved by Town Counsel,

RESOLVED, that the Queensbury Town Board hereby approves and authorizes and directs the
Town Supervisor to execute the License Agreement for Temporary Use of Gurney Lane Recreation Area

the services previously performed by the Coordinator for the remainder of the 2016 calendar year, and
WHEREAS, Queensbury Senior Citizens, Inc. wishes to provide these services and has
significant familiarity with the operations of the Center, and
WHEREAS, the Town currently contracts with Queensbury Senior Citizens, Inc. for operation of
recreational and social programs for senior residents of the Town pursuant to an Agreement dated as of
January 1, 2016 (the "Programs Services Agreement"),

RESOLVED, that the Queensbury Town Board hereby authorizes and directs the engagement of
Queensbury Senior Citizens, Inc. to perform the services previously provided by the Center Coordinator for
the remainder of the 2016 calendar year, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Supervisor to execute and
deliver an Agreement by and between the Town and Queensbury Senior Citizens, Inc. (the "Administrative
Services Agreement") substantially in the form presented to this meeting, with such revisions as the Town
Supervisor,with the advice of Town Counsel, deems to be in the best interests of the Town, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Supervisor to execute and
deliver a revised Programs Services Agreement substantially in the form presented to this meeting, with such
revisions as the Town Supervisor, with the advice of Town Counsel, deems to be in the best interests of the
Town,reflecting any changes resulting from the Administrative Services Agreement, and
BE IT FURTHER,
RESOLVED,that the amount remaining in the Queensbury Center Coordinator's salary line in the
Town Budget shall be moved to a Queensbury Center Agreement appropriation line, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Clerk,
Town Budget Officer and Town Counsel to take such other and further actions as may be necessary to
effectuate the intent of this Resolution.

NORTH QUEENSBURY RESCUE SQUAD, INC.

WHEREAS, the North Queensbury Rescue Squad, Inc., ("NQRS") lost their authority to provide the
coverage required under their Agreement with the Town of Queensbury and the Town Board terminated the
Agreement based on their failure to be able to provide the required coverages, and
WHEREAS, NQRS has had their authority reinstated by the relevant New York State authority and
wishes to have their Agreement reinstated, and

WHEREAS, the Queensbury Town Board would like to reinstate the Agreement on a probationary
basis through December 31,2016,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the reinstatement of the
Agreement with North Queensbury Rescue Squad,Inc. ("NQRS")solely upon the following terms:
1. The Agreement shall be from August 1, 2016 through December 31, 2016 and shall
terminate on such date unless the Town Board by Resolution authorizes additional
reinstatement of the Agreement.
2. NQRS shall be on probation during such term. NQRS shall have and maintain all necessary
or required approvals to be authorized to provide all coverages detailed in the Agreement
24/7 each and every day during such term.
3. The funds to be paid to NQRS shall be the amounts agreed to in the Agreement less all
amounts the Queensbury Town Board pays to Bay Ridge Rescue Squad, Inc., for providing
coverage to the primary coverage area of NQRS during the time the Town requested such
services.
4. The Town will allow NQRS to use some of its allocation under the Agreement for ALS
services to be used to fund BLS services based on ALS hours provided by volunteers.
NQRS will be authorized to use such surplus from the ALS amount provided to fund a
portion of its BLS service. NQRS shall provide the Town with details of the use of such
funds and the hours of volunteer ALS coverage.
5. All other provisions of the Agreement with NQRS are reinstated during such term.

BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Supervisor to execute any
needed agreement or documentation in form acceptable to the Town Supervisor and Town Counsel and the
Town Supervisor and/or Budget Officer to take all actions necessary to effectuate all terms of this Resolution.

TOWN CLERK BARBER noted that the Building & Codes July 2016 Monthly Report has been
received and filed in the Town Clerk's Office.
PRIVILEGE OF THE FLOOR
RACHEL SEEBER, Supervisor-At-Large-Spoke regarding term limits and recommended that
term limits should be proposed at the same time as the hearing deciding the term extensions.
COUNCILMAN CLEMENTS-Agreed to have resolution considering term limits be prepared for
next regular Town Board meeting.

RACHEL SEEBER-Questioned when the citizen's advisory committee on occupancy tax will
hold their next meeting.
SUPERVISOR STROUGH-Stated that the Town Board is the advisory committee and there is
no citizen's advisory committee.
TRAVIS WHITEHEAD-Spoke regarding term extensions, noted that the State of New York has
no provision for a recall election of an elected official and concerned with four year terms.
JOHN SALVADOR-Spoke regarding erroneous mapping dealing with a commercial operator
operating on the State Forest Preserve.

WARD IV - COUNCILMAN VANNESS
Read the following statement into the record:
I apologize for having to read this statement. Normally I am ok with shooting from the hip but
due to the emotions involved I don't want to say anything out of line. What I am about to read
may be considered politically incorrect by some but so be it.
As many of you know after serving 20 years with the Warren County Sheriff Department and
retiring I became a member of the Lake George Marine Patrol Division. I have been a member of
the Marine Patrol Seasonally for 14 years working from May to October.
On Monday, July 15, 2016, after working 12 hours at the infamous Log Bay Day we were
preparing to leave our office on Green Island around 9:15pm when we received that dreaded call
for a serious Personal Injury Boating Accident near Cramer Point. I will not get into the specifics
of the case but I want to send my prayers and heart felt sorrow out to the McCue family.
I also want to send my prayers and thank you to the EMS and Fire Department volunteers and
Warren County Sheriff Department Communication Operators and Officers that had to witness
this horrible tragedy.
Last but not least after being involved with Law Enforcement for the last 35 years of my life and
in particular with the Lake George Park Commission Marine Patrol, I want to say I could not
have been any prouder of the professionalism that was shown by this department at such a
chaotic and tragic incident. The Lake George Marine Patrol Officers that night equaled over 200
years of Police and Emergency Responder Service and it was obvious. I want to thank the New
York State Park and Recreation, Commissioners of the Lake George Park Commission, our
Commissioner Dave Wick and the Law Enforcement Administrator Joe Johns for supplying us
with the most up to date equipment to get us there safely and to work with day in and day out.
It is a scene that none of us will forget but will learn to live with.
To all the Officers, Volunteers, and Communication Operators kudos to a job well done at such a
tragic time.
Having said this I also want to say I am in favor of ending Log Bay Day as it is known today. I
know the petition that is being shared on social media has drawn some criticism but let me share
with you just some of the things I have witnessed this day for 14 years. I also want to say not
everyone there fits into this description. I have seen everything from; intoxicated people that
cannot remember their own name or how they got there and have to be treated by EMS for over
intoxication, small minor lacerations to a 7 year old boy severely cutting his foot open the day
after on a broken bottle, minor laceration from props to severe lacerations, domestic disputes,
fighting with 5 to 10 people involved, people floating face down and resuscitated by our patrol,
broken necks from diving incidents and more.
This does not even mention the destruction and desecration our beautiful lake suffers every year
from this. This year I was approached on Tuesday after Log Bay Day by a friend. He went on to
explain that he and a friend had just finished snorkeling in Log Bay and picked up 7 large
garbage bags full of cans, beer bottles, broken beer bottles, food wrappers, etc. This is not what
we want in the "Queen of American Lakes."

It was explained to me that we can't take people's right to gather away from them. Believe me,
this is the last thing I want to do. There is no one that enjoys rafting together with friends on
Lake George but I can guarantee what we carry in we carry. I have plenty more to share and
would gladly talk to you about it. My telephone numbers are readily available on the town

• Highly recommended a Friday evening at Shepard's Park in Lake George Village, it is a
very enjoyable and pleasant night with music and refreshments.

• DEC is asking pool owners to cooperate and notify them if they find the Asian Longhorn
Beetle in their skimmer... concerns with infestation of the beetle who are known to
damage Maple trees.
• Reviewed the proposal of the new area code for our area.
• Reviewed the August Queensbury Post.
• Noted there will be a large announcement from the Hyde Museum in tomorrow's paper.
We are very fortunate to have the Hyde, the Chapman Museum, The World's Children
Museum, all great cultural assets to our community.
• Announced that Hudson Headwaters Health Network is hosting a Community Day this
Saturday, August 6th between 11 a.m. and 3 p.m. They will have free refreshments,
Froggy 100.3, a bounce house, face painting, other non-for-profit agencies and businesses
will be there, and they will also have free health screenings and tours of the new building.
• Feeder Canal thanked the Town of Queensbury for the $2,500.00 we gave them.
• Announced, in coordination with the City of Glens Falls, the Gateway Homebuyer
initiative. Reviewed the criteria and noted that application packets are in my office.
• Thanked Look TV and sponsors STOREDTECH.
