Minutes of the July 26, 2016 regular meeting of the Recreation Commission of the Town of Queensbury
Chairman Eicher called the meeting to order at 7:07PM
1.) Roll Call:
• Present—Judy Goralski, Greg Hewlett, Wendy Matthews, Todd Eicher, Amanda Mohr
• Excused: Fran Cabana
• Staff— Steve Lovering—Director,
2.) Approval of Minutes:
There were no minutes from the June 7, 2016 meeting. It was not an official meeting.
3.) Communications and Remarks from Visitors: (see file for copies)
a.) Monthly Correspondence:
1.) Memo to Bud York, Warren County Sheriff from Director Lovering regarding the passage of the new
Recreational Vehicle Law, requesting enforcement on the land acquired by the Queensbury Land
Conservancy at the end of Division Rd.
2.) Complimentary email from the Capital Mountain Bike Club regarding Gurney Lane trails
3.) An email complaint about an unleashed dog on the Rush Pond Trail and Director Lovering's response
4.) Resolution accepting a $5000.00 donation from the Warren County Safe and Quality Biking
Organization, was approved on 7/25/16.
5.) Complimentary email about Gary Crossman, the Aquatic Director
b.) Budget Control:
Director Lovering will be requesting contingency funds for some miscellaneous contractual park maintenance,
mainly Gurney Lane and Jenkinsville Parks.
4.) Unfinished Business
a.) Leashed vs. Controlled Dogs at Town Parks—Jim Fitzgerald the head of the local SPCA is patrolling
and educating people about using their leashes on the Rush Pond Trail—people are fine when he asks them to
leash their dogs.
b.) Halfway Brook Trail—ironing out language in the agreement between the City of Glens Falls and the
Town of Queensbury. Mainly in regards to insurance and attorney fees.
c.) Hovey Pond Water Quality—going well, water quality has improved. DEC did not approve the original
proposal want a more conservation approach. Two treatments has occurred; June-weed killer and July-Algae
bloom
b.) 2016 Summer Programs Summer going extremely well; Gurney Lane busy, Q Club has 360 kids
registered, average about 210 a day. Department of Health gave both Gurney Lane and Q-Club a 100%
score. Family Fun was a huge success
5.) New Business
a) Pole Barn — Town Board approved the company to construct the Pole Barn
b) 2017 Tentative Budget due on August 19, 2016 Director Lovering will schedule a meeting with the
Budget Review Committee and the Supervisor in September. Occupancy tax estimated to be around
$35,000 for 2017
c) Minimum wage increase- 53% increase over 6 years —will have a negative impact on what the
QRD will be able to offer in programs in the future. Proposing to set up an account for revenue from
Jenkinsville and Gurney to circumvent the impact.
d) Subdivision Fees: up over 16%from last year— equated to about $12,000.
e) Gurney Lane Mtn. Bike Trails: Usage continues to climb, discussed the new trails that were created
earlier this year and the possibility of another expansion in 2017.
f) Online Registration: going very well, user friendly, 1400 transactions since May 23rd, 2016

8.) Adjournment—A motion was made by Commissioner Matthews, seconded by Commissioner Hewlett to
adjournat 8:10PM. All members present approved.
