MR. MACELROY-I am representing the property owners Steve and Caryn LaFleche for this
application for the use of holding tanks. It requires a variance as per the Queensbury regulations.
This is a small lot eighty two hundred square feet, the lot itself, so there really isn't room for
replacement. Certainly not anything that would be compliant in with the groundwater
conditions.... The owner would like to propose to use holding tanks. As you know the
Queensbury Zoning Ordinance I am talking residential zone requires a statement of compliance
or certification of the wastewater system....to get a building permit. In the future the LaFleche's
hope to make some improvements to the structure of the residence and therefore this is the first
step in that process.

WHEREAS, Steve and Caryn LaFleche (Applicants) filed an application for a variance from Town
of Queensbury On-Site Sewage Disposal Ordinance, Chapter 136, §136-11, which requires applicants to
obtain a variance for holding tanks, as the Applicants wish to install two (2)2,000 gallon septic holding tanks
for a total of 4,000 gallons of capacity to replace their existing waterfront wastewater system on property
located at 12 Waters Edge Drive in the Town of Queensbury, and
WHEREAS, the Town Clerk's Office published the Notice of Public Hearing in the Town's official
newspaper and the Local Board of Health conducted a public hearing concerning the variance request on
Monday,December 5b,2016, and
WHEREAS,the Town Clerk's Office has advised that it duly notified all property owners within 500
feet of the subject property,
NOW, THEREFORE, BE IT
RESOLVED,that
1. due to the nature of the variance, it is felt that the variance would not be materially detrimental to
the purposes and objectives of this Ordinance or other adjoining properties nor otherwise conflict
with the purpose and objectives of any Town plan or policy, and
2. the Local Board of Health finds that the granting of the variance is necessary for the reasonable
use of the land and is the minimum variance which would alleviate the specific unnecessary
hardship found by the Local Board of Health to affect the Applicants, and

in such position, and
WHEREAS, the Town Board concurs with such hiring recommendation,

RESOLVED, that the Queensbury Town Board hereby authorizes, directs and ratifies the
hiring of Terry Comeau as a part-time Court Officer on an "as needed" basis at the hourly rate of
pay of$16.00 as set forth in Town Board Resolution No.: 36,2016, subject to Mr. Comeau passing
a pre-employment physical as required by Town Policy and the Town successfully completing a
background check as reasonably necessary to judge fitness for the duties for which hired and/or

reclassified certain overtime-eligible/non-exempt employees due to said amendment, and
WHEREAS, implementation of said amendment has been enjoined nationwide by
Memorandarnn Opinion and Order of the U.S. District Court, Eastern District of Texas (4:16-CV-
00731) dated November 22, 2016, and
WHEREAS, the Town Board wishes to accordingly rescind Resolution 362, 2016 until the

subdivision in New York State to "piggyback"off an existing County/State Bid and therefore in this

Contract No.: PC66663 (PG XN) for a John Deere compact tractor model 2025R with attachments,
and
WHEREAS, such tractor with attachments is available through Falls Farm & Garden for the
amount of $19,728.43, less a trade-in amount of $2,500 for the current disassembled tractor and

WHEREAS, the Town will adhere to all New York State Law bidding requirements,

RESOLVED, that the Queensbury Town Board hereby approves the Warrant with a run

WHEREAS, the Town of Queensbury's Highway Superintendent has advised that there is
currently a vacancy in the Heavy Equipment Operator (HEO) position in the Town Highway
Department, and
WHEREAS, consistent with the Collective Bargaining Agreement, the Highway
Superintendent posted for such position, and

WHEREAS, Corey Tilley, a current Motor Equipment Operator (MEO) within the
Department, has requested a promotion to the position, and
WHEREAS, the Highway Superintendent recommends that the Town Board authorize the
promotion of Corey Tilley from MEO to HEO as Mr. Tilley has met the qualifications and has the
required job experience for the position, and
WHEREAS, the Town Board wishes to authorize the requested promotion,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs the promotion
of Corey Tilley from Motor Equipment Operator (MEO) to Heavy Equipment Operator (HEO) in
the Town Highway Department effective on or about December 6th, 2016 at the rate of pay specified
in the Town's CSEA Union Agreement for the HEO position for the year 2016, subject to a ninety
(90) day probationary period and any other applicable Civil Service requirements, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor,
Town Highway Superintendent and/or Budget Officer to complete any forms and take any action
necessary to effectuate the terms of this Resolution.

BRIAN GRANGER, 21 GENTRY DRIVE, QUEENSBURY-Spoke to the Board regarding the
purchase of the fire truck for Queensbury Central Fire Company noted his concern with the bid
process.
6.0 TOWN BOARD DISCUSSIONS
COUNCILMAN VANNESS (WARD IV)
• Wished all the Firefighters and Police Officers and EMS workers a safe holiday and for
them to come home safe to their families.
COUNCILMAN CLEMENTS (WARD III)
• Congratulated his Alma Mater Glens Falls City School District for their recent State
Championship in Football.
COUNCILMAN METIVIER (WARD I)
• Congratulated Glens Falls City School District and their parents on their State
Championship in Football.
• Spoke regarding the World Cup in Killington, Vermont. It was a great success it was nice to
see so many people from this area support the best skiers in the world.
SUPERVISOR STROUGH
• Spoke regarding the Reindeer Run. Thanked the Rotary for organizing this. Noted he
walked in it. These are great experiences and for good causes.
• Thanked West Mountain for hosting the fundraiser for Debbie Collins who was diagnosed
with ALS. It was a great turnout. Our thoughts are with them.
• Thanked the Elks Benevolent for hosting the event that was held for the fellow Elks that
have passed away within the last year.
• Announced events from the Queensbury Senior Citizens Queensbury Post.
• Read letter from Beverly McClure noting how beautiful the corner of Bay and Quaker
Roads looks.
• Spoke regarding the programs that Parks and Recreation offer to residents.
• Tax Relief checks are in the mail thanks to the Town being able to keep the budget under
the State Property Tax Cap.
• Attended the Glens Falls City Tree Lighting last Friday. The Town of Queensbury will
be holding their Christmas Tree Lighting on December 9, 2016 at 6:00 p.m.
• Thanked the Beautification Committee for Hovey Pond Park for their help in making
Hovey Pond Park look so nice.
• Yard Signs. Political Signs are allowed. You should pick them up within a reasonable
time. Real Estate signs are allowed. Signs if you are replacing the roof for example are
allowed when you are done pick up your signs. All other signs are not permitted.
